In accordance with your request, Stormwater Permit Number NCS000100 is rescinded effective immediately. Operating a treatment facility, discharging wastewater or discharging specific types of stormwater to waters of the State without valid coverage under an NPDES permit is against federal and state laws and could result in fines. If something changes and your facility would again require stormwater or wastewater discharge permit coverage, you should notify this office immediately. We will be happy to assist you in assuring the proper permit coverage. If the facility is in the process of being sold, your will be performing a public service if you would inform the new or prospective owners of their potential need for NPDES permit coverage. I was responsible for the shut down and demolition of our former site located at 338 Pea Ridge Road, New Hill, NC 27562. My current task is to find out if the request to rescind stormwater permit NCS000100 (copy attached) has been processed or if further actions on our part are needed. The rescission request form was sent to Raleigh in late January of this year by Mr. David Ascher, our VP and General Counsel, but no response has been received. I suspect that is due to the mail forwarding request expiring or failing to be honored. It could also be due to having no Durafiber Technologies representative on the site since last October when I began working at the plant in Salisbury. The new owner of the site is anxious to resolve his responsibilities in regard to stormwater as we are to be released from them and this rescission form is a barrier for us both. If you could please advise as to the status of the permit or refer me to the proper person it would help us tremendously. Should more information be needed or actions taken, please let me know and we will respond as quickly as possible. Your assistance in this matter is greatly appreciated. BMPs cover a wide range of activities that include processes, procedures, schedules of activities, prohibitions on practices, and other management practices to prevent or reduce Stormwater pollution. BMPs are aimed at preventing environmental incidents by stressing the importance of employee awareness of potential spill situations. The plant operations that are most likely to cause stormwater pollution are material storage, drainage procedures, transfer operations and in -plant processes, loading and unloading, and waste disposal practices. NPDES Stormwater Permit No. NCS000100 BEST MANAGEMENT PRACTICES SUMMARY General Best Management Practices Best Management Practices (BMPs) are measures used to prevent or mitigate pollution that can result from many types of industrial activities. BMPs cover a wide range of activities that include processes, procedures, schedules of activities, prohibitions on practices, and other management practices to prevent or reduce stormwater pollution. BMPs are aimed at preventing environmental incidents by stressing the importance of employee awareness of potential spill situations. The plant operations that are most likely to cause stormwater pollution are material storage, drainage procedures, transfer operations and in -plant processes, loading and unloading, and waste disposal practices. For each of these areas, Table 4.1 offers General Best Management Practices that are considered at the plant to reduce and prevent pollution Facility Operatior}`, r' `Best Management Practices Bulk Storage o Wherever practical, install roofs over storage areas or the areas should be completely enclosed. o Divert off -site drainage around storage areas. o Make employees aware of the potential environmental problems caused when spilled products are not cleaned up immediately. Waste Disposal Practices o Place dumpsters under covered areas if possible or consider covering dumpsters after use with a tarp or other cover. The area should be large enough to allow for emptying the dumpster without exposing the contents to stormwater. o If waste is stored outside, provide containers with tight fitting lids and keep them closed except when loading waste material into the dumpster. o Use compactors that are loaded from an end or from within a building as an alternative to dumpsters. All work processes have been removed. All raw materials for the manufacturing process have been removed from the facility, but not all materials have been removed from the site.
