coverage under Certificate of Coverage Number NCG 130049. In accordance with your request,
Certificate of Coverage Number NCG 130049 is rescinded effective immediately.
Operating a treatment facility, discharging wastewater or discharging specific types of
stormwater to waters of the State without valid coverage under an NPDES permit is against
federal and state laws and could result in fines. If something changes and your facility would
again require stormwater or wastewater discharge permit coverage, you should notify this office
immediately. We will be happy to assist you in assuring the proper permit coverage.
If the facility is in the process of being sold, you will be performing a public service if you would
inform the new or prospective owners of their potential need for NPDES permit coverage.

I visited the facility located at 6313 Burnt Poplar Rd, Greensboro on 8/23/17. The facility was clean and well maintained
and there are no significant exposures to stormwater. There is a detention pond that all paved areas drain into and I
didn't see any issues at discharge. The site no longer includes non-metal recycling so it is no longer required to be
covered under an NCG130000. Recommend rescission request be granted.

We've received an NOI from WCA Waste Systems for their site in Greensboro (Guilford County)
for coverage of their transfer facility under NCG 13 (Non-metal waste and scrap permit). The site
discharges stormwater into a UT to Last Fork Deep River (WS-1 V). The NOI is attached.
This site has a stormwater collection system leading to basin designed per city of�Grecrtsboro
standards (approved by COG Technical Review Committee.

Please find attached information pertaining to the application for a storm water permit for the
referenced site. I have determined that a general permit NCG130000 is applicable and have
filled out the relevant application form. This application requires a check for $100 then it should
be mailed to the address given on page 4 of the application. .
Please find attached the following documents:
1. NCG130000 Notice of Intent (Application Form) and supporting documents
• General Facility Plan approved by City of Greensboro Technical Review Committee
• Location Map (from the NCDENR Solid Waste Section Application)
• USGS Topographic Quadrangle Map
The foregoing shall be submitted to the Division of Water Quality along with the $100
application fee
2. NCDENR Technical Bulletin (for your information)
3. Stormwater Discharge Monitoring Form (for your information)
4. NCDENR General Permit 130000 {for your information}
PIease note that the Notice of Intent is required to secure a Certificate of Coverage for the
General Permit. The facility is NOT covered at this time. Monitoring requirements are given in
Part II on Tables 1, 2, and 3 (pages 4, 5, and 6 of 8, respectively). Due to the nature of the
activities to be conducted at the facility, there will be both qualitative monitoring and analytical
sampling required.
