The General Permit authorizes discharges of stormwater, and it specifies your obligations with respect to discharge controls, management, monitoring, and record keeping. Airport.Road, Rockingham, Richmond County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review..Mr. Sam Haigler, Assistant Airport Manager,.was also present during the inspection and his time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit-NCG150000, Certificate of Coverage- NCG150041. Facility has a total of three outfalls, however only outfall 1 and outfall 3 receive stormwater runoff from industrial activity areas. Met with Mr. Doyle Haigler, Airport Manager, who provided facility's Stormwater Pollution Prevention Plan (SWPPP) for review. Facility's SWPPP was developed by Talbert & Bright and contained all permit -required components. One item of correction that was relayed to Mr. Haigler was that the permit requires an annual review and update as opposed to every five years as written in the SWPPP. There were no Qualitative (visual) Monitoring records available at the time of inspection. It was explained to Mr. Haigler that a compliance schedule is written into the permit allowing 12 months to develop the SWPPP and provide any necessary secondary containment, however all other conditions of the permit including monitoring became effective immediately upon issuance of permit coverage. It was relayed that a Notice of Violation would be issued for failure to conduct monitoring during the first year of coverage. Observations were made of the facility's fueling area, aircraft wash pad, and the three outfalls that receive flow from industrial activity areas.
