For coverage under Stormwater General Permit NCG150000, the Division of Energy,
Mineral, and Land Resources (DEMLR) is forwarding herewith the reissued Certificate of
Coverage (COC). This permit is reissued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between the state of North
Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as
subsequently amended,) A new Certificate of Coverage (COC) is included with this
letter.
You must print a copy of the new NCG150000 General Permit from our website here:

print package on the website includes a Technical Bulletin and Qualitative Monitoring
Report Forms.
The General Permit authorizes discharges of stormwater, and it specifies your obligations
with respect to discharge controls, management, monitoring, and record keeping. Please
review the new permit to familiarize yourself with all changes in the reissued permit. Your
facility has six months from receipt of the permit to update your Stormwater Pollution
Prevention Plan (SPPP) to reflect any new permit requirements.

Your coverage under the General Permit is transferable only through the specific action of
DEMLR. This permit does not affect the legal requirements to obtain other permits which
may be required by the N.C. Department of Environmental Quality (DEQ),.nor does it
relieve the permittee from responsibility for compliance with any other applicable federal,
state, or local law, rule, standard, ordinance, order, judgment, or decree.

On October 30, 2014, a site inspection was conducted for the Richmond County Airport facility.located'at 656.
Airport.Road, Rockingham, Richmond County, North Carolina. A copy of the Compliance Inspection Report
is enclosed for your review..Mr. Sam Haigler, Assistant Airport Manager,.was also present during the
inspection and his time and assistance is greatly appreciated. The site visit and file review revealed that the
subject facility is covered by NPDES Stormwater General Permit-NCG150000, Certificate of Coverage-
NCG150041. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters
designated as Black Branch and a UT, (unnamed tributary) to Solomons Creek, both Class C waters in the
Yadkin River Basin.
As a result of the inspection, the facilitywas found to be in compliance with the conditions of the NCG150000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to $25,000'per day for each, violation: If'you or your staff has any questions,

Inspection Summary:
Met with Mr. Sam Haigler, Assistant Airport Manager. Reviewed facility's Stormwater Pollution Prevention Plan,(SPPP) and
available monitoring records. Facility's S PP P., contains all permit -required components with the exception of documentation '
of an annual review/update, which is to include an updated list of any significant spills or leaks of pollutants for the previous
three years or the notation.that. none have occurred. The annual review/update should also include written re -certification
that the stormwater outfalls have been evaluated for the presence of any non-storm►+vater discharges as well as a
re-evaluation of the effectiveness of BMPs listed in the BMP Summary. Facility has a total of three outfalls, however only
outfall 1 and outfall 3 receive stormwater runoff from industrial activity areas. Outfall 2 receives runoff from a grassed field
next to the terminal building and a portion of the taxiway and therefore does not require monitoring per the conditions of the
permit. Monitoring records were complete and up-to-date for outfall 1 and 3. Observations were made of the facility's fuel,
storage tanks, maintenance area and at outfall 1. Facility appeared to be very, well maintained.
Renewal of permit coverage is in- process.

On June 21, 2011, Michael Lawyer from the Fayetteville Regional Office of the Division of Water
Quality conducted a site inspection for the Richmond County Airport facility located at 656 Airport
Road, Rockingham, Richmond County, North Carolina. A copy of the Compliance Inspection Report is
enclosed for your review. Mr. Doyle Haigler, Airport Manager, was also present during the inspection
and his time and assistance is greatly appreciated. Permit coverage authorizes the discharge of
stormwater from the facility to receiving waters designated as Black Branch and a UT to Solomans
Creek, both Class C waters in the Yadkin/Pee Dee River Basin. The site visit and file review revealed
that the subject facility is covered by NPDES Stormwater General Permit-NCG150000, Certificate of

Inspection Summary:
Inspection conducted to ensure compliance with the conditions of the NCG150000 general stormwater permit for General
Aviation facilities. Met with Mr. Doyle Haigler, Airport Manager, who provided facility's Stormwater Pollution Prevention
Plan (SWPPP) for review. Facility's SWPPP was developed by Talbert & Bright and contained all permit -required
components. One item of correction that was relayed to Mr. Haigler was that the permit requires an annual review and
update as opposed to every five years as written in the SWPPP. There were no Qualitative (visual) Monitoring records
available at the time of inspection. It was explained to Mr. Haigler that a compliance schedule is written into the permit
allowing 12 months to develop the SWPPP and provide any necessary secondary containment, however all other
conditions of the permit including monitoring became effective immediately upon issuance of permit coverage. It was
relayed that a Notice of Violation would be issued for failure to conduct monitoring during the first year of coverage.
Observations were made of the facility's fueling area, aircraft wash pad, and the three outfalls that receive flow from
industrial activity areas.

me with any questions. I spoke with the consultant again this morning and he said he plans to meet with the county next week to go over the permit and its
conditions. I would say we could go ahead and issue permit coverage and I'll address any concerns or questions they have as they come up.
