As part of the facility operations, the plant has a conveyor system, operated by hydraulics, which guide the finished pipes from the manufacturing floor to an exterior loading dock. The conveyor system's hydraulic pump is located under a canopy on the loading dock located off the southeast corner of the manufacturing building. On March 15, 2004, at approximately 1:00 p.m., the conveyor system's hydraulic pump suffered a mechanical failure resulting in a hydraulic fluid spill of approximately 100 gallons. The amount of hydraulic fluid spilled is estimated based on the amount of hydraulic fluid required to return the conveyor system to normal operation after subsequent repairs performed the same day. NC Products personnel discovered the spill shortly after it occurred and erected sand damns to prevent the hydraulic fluid from entering the onsite storm drain system. NC Products personnel were successful in containing an estimated 70 gallons of the hydraulic fluid as a surface spill. NC Products personnel, through various absorbent materials, cleaned up the surface spill of hydraulic fluid by 5:00 p.m. on March 15, 2004. Attachment A is a site map showing the extent of the surface spill. The absorbent material has been scheduled for transport offsite for proper disposal at Soil Solutions facility in Winston-Salem, North Carolina. A disposal manifest will be provided when the disposal is completed. However, an estimated 30 gallons of hydraulic fluid entered the onsite storm drain system which drains to an onsite retention pond. NC Products contacted SEI Environmental, Inc. at 1:30 p.m. on March 15, 2004, to handle the clean up of the drainage system and retention pond. SEI Environmental, Inc. mobilized to site at 2:00 p.m. and deployed absorbent booms on the retention pond. SEI Environmental, Inc. formulated the following plan to clean the drainage system and retention pond. A vacuum truck would be utilized that evening to clean the hydraulic fluid from the accessible drains. The drains would then be allowed to be flushed overnight and the following day with predicted rainfall. After the rainfall had had an opportunity to flush the hydraulic fluid from the drainage system, the retention pond would be cleaned on March 17, 2004. The spill and clean up plan was reported to Mr. Shannon Langley of the Division of Water Quality in a phone conversation and subsequent email at approximately 3:45 p.m. on March 15, 2004. Mr. Langley agreed with the proposed clean up plan, requested a written report, and instructed that the spill be reported to the EPA via the National Response Center. The spill was reported to the EPA on March 16, 2004, at approximately 10:00 a.m. and was assigned the report number "716122 Rawls". At approximately 5:45 p.m. on March 15, 2004, a Southeast Response and Remediation, Inc. (Southeast) vacuum truck was mobilized to the site. In addition, Southeast supplied a marine grade containment boom with a twelve inch skirt. The containment boom was deployed on the retention pond. The vacuum truck was utilized to clean the accessible drains. An estimated 20 gallons of hydraulic fluid were removed from sumps in the drainage system. Approximately 1 I I gallons of oil and wash water were transported offsite for proper disposal. The disposal manifest is included as Attachment B. On March 16, 2004, SEI Environmental, Inc. verified that the containment boom on the retention pond was successfully operating. Rainfall was heavy the night prior and sporadic throughout the day. On March 17, 2004, SEI Environmental, Inc. and Southeast personnel mobilized to the site with a vacuum truck to clean the retention pond. During the site visit, no hydraulic fluid was visibly present in the drainage outflow. NC Products provided a steam cleaner and the storm drain outlet was thoroughly cleaned. In addition, the rock just below the storm drain outflow was thoroughly cleaned with the steam cleaner. Subsequently, leaf blowers were utilized to blow the hydraulic fluid on the retention pond surface into the containment boom. The vacuum truck was then used to remove the hydraulic fluid from the pond surface. Approximately 449 gallons of oil/water mixture including an estimated 10 gallons of hydraulic fluid were transported offsite for proper disposal. The disposal manifest is included as Attachment B. SEI Environmental, Inc. believes that the March 15, 2004, hydraulic fluid spill at the NC Products Corporation facility at 916 Withers Road in Raleigh, North Carolina was successfully contained before it had an opportunity to leave the site and impact surface waters beyond the ofsite retention pond.
