If vehicle- maintenance activities (VMA) at your site trigger analytical, monitoring, the first sample period of your permit began on June 1, 2018. Tier 3 actions in Part IV of your permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this permit and do not count -prior exceedances. Likewise, Tier 2 actions are triggered by two consecutive benchmark exceedances beginning on the effective date of this permit and do not count prior exceedances. However, if your facility is.already in Tier 2 (monitoring stormwater discharges monthly) or Tier 3; you must continue monthly monitoring until relieved through conditions of the permit or by DEMLR staff approval. When does electronic DMR reporting start? We recognize that many permittees under this permit do not have activities that trigger analytical monitoring. As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG050000 permit. Dale From: Lopez, Dale Sent: Friday, July 05, 2013 11:44 AM To: Henson, Belinda; Brantley, Mark; Allen, Trent Cc: Lopez, Dale Subject: Foam status at Rockingham I phoned Larry Cobler about the status of the foam at the POTW. It was worst today than on Wednesday, but the Effluent has not yet been affected (it still looks good). Larry talked With the SlU's, and they all say that they have not changed anything. But, Cascades Tissue Group did say that they had starting adding a bonding agent that in orderto increase the strength of their paper product for a client that specifically requested increased strength. At this time, Cascades Tissue Group plans continue using the bonding agent, and then abruptly stop running the bonding agent on July filth or 12th. They want to fill their customer's specifications request on the product order. Since the POTW Effluent still looks good, Larry Cobler intends to continue evaluating the effect of the foam. If there is improvement at the POTW after July 121h , then Larry will request that Cascade Tissue stop using the bonding agent for any future products. At this time, Larry is using the sprinklers on the clarifiers and he started using a small amount of defoamer (I think he's adding defoamer as the mixed liquor leaves the aeration basin). Larry has been using phosphoric acid to increase the amount of phosphorus available. He sent me the MSDS for the bonding agent --- an alkyl glycol or propylene glycol, and an alcohol --- n-octanol. agree with Larry, that the use of the bonding agent coincides with the time period that the foam problem appeared. According to it's MSDS, it decomposes to organic acids, and some sources say that organic acids can encourage filamentous growth. 1 think that recent heavy rains may have washed out additional amounts of grease that was adhering to the inside of the collection system. But, Larry said that he had not noticed an increase of grease at the headworks. I think that the recent flow increases would also change the recommended ratio (100:5:1 --- BOD:N:P) in the POTW for avoiding filamentous bacteria. Larry said that he will keep FRO posted on the foam situation. Facility has addressed the secondary containment concern expressed during the previous inspection and have provided containment structures for old equipment and scrap materials that were previously exposed to the elements. Outfall 1 and Outfall (2CS2D-Same location) showed TSS over our limit. We did some corrective action and CSX will be doing work help with this outfall (2c&2D) Upon testing within the time frame of the data received. We found Outfall 1, 2C, 2D to be fine, but outfall 5 had a TSS limit over our limit We have not had an issue with this outfall in the past. I have made a request for a settling basin to be put at this location in 2009. We performed Capital Projects for improvements in 2008 and also are looking to perform capital work in 2009. The NPDES permitting program for stormwater discharges was established in 1990. Phase I focuses on site and operations planning to reduce pollutant sources. Through the NPDES permitting program industrial facilities that fall into one of the subject ten categories are required to obtain permit coverage under a general permit or an individual pert -nit, depending upon the facilities SiC code and the industrial activity occurring at the facility. There are currently 19 active general stormwater permits in North Carolina. One condition that is applicable to both the general permits and individual stormwater permits is the requirement to develop and implement site -specific comprehensive stormwater pollution prevention plans (SPPP). These plans are required to include a comprehensive evaluation of the site and operations to reduce pollutant sources and prevent pollutant discharge.
