The NPDES permitting program for stormwater discharges was established in 1990. Phase I focuses on site and operations planning to reduce pollutant sources. Through the NPDES permitting program industrial facilities that fall into one of the subject ten categories are required to obtain permit coverage under a general permit or an individual permit, depending upon the facilities SIC code and the industrial activity occurring at the facility. There are currently 19 active general stormwater permits in North Carolina. One condition that is applicable to both the general permits and individual stormwater permits is the requirement to develop and implement -site -specific comprehensive Stormwater Pollution Prevention plans (SPPP). The area had significant staining despite the facility stating they only use water to rinse the filters. Due to staining on the ground from the washing of filters it is recommend that the facility use the indoor wash bay to rinse filters since it drains to the sanitary sewer system. However, as noted above and in the enclosed report, deficiencies were noted during the inspection and it is requested that a written response be submitted to this Office by August 13, 2010. addressing these deficiencies. Vehicle washing, maintenance, and septic tank dumping are conducted in covered bays and discharged to the sanitary sewer system. The facility has 60 employees and operates 24 hours a day, seven days a week. Waste products are hauled off by Hazmat and US Filter. The facility sits on two acres of land and is approximately 75% impervious. Stormwater discharges via one outfall to an Unnamed Tributary of little Sugar Creek a Class C water of the Catawba River Basin. A 15,000-gallon diesel fuel underground storage tank, a 275-gallon used oil aboveground storage tank (AST), a 500-gallon oil AST, a 300-gallon antifreeze AST, and 110 gallons of used antifreeze in 55-gallon drums are stored inside undercover. The facility is surrounded by a fence and secured with a locked gate. The facility has recently changed names to Coach America. Compliance History: The permitteelfacility does not have any prior compliance issues with the NC Division of Water Quality or with Charlotte -Mecklenburg Storm Water Services (CMSWS). . Industrial Operations/City of Charlotte Stormwater Ordinance Review: An area outside next to the building is used to wash out the air-conditioning filters for the buses. The area had significant staining despite the facility stating they only use water to rinse the filters. Due to staining on the ground from the washing of filters it is recommend that the facility use the indoor wash bay to rinse filters since it drains to the sanitary sewer system. This inspection was conducted during dry weather conditions. With the exception of washing air filters outside, the site was in very good condition with no staining present on parking areas. NOV-2010-PC-0849, Page 3 July 13, 2010 ADDENDUM The National Pollutant Discharge Elimination System (NPDES) program was established under the federal Clean Water Act and then delegated to the Division of Water Quality for implementation in North Carolina. The NPDES permitting program for stormwater discharges was established in 1990. Phase I focuses on site and operations planning to reduce pollutant sources. Through the NPDES permitting program industrial facilities that fall into one of the subject ten categories are required to obtain permit coverage under a general permit or an individual permit, depending upon the facilities SIC code and the industrial activity occurring at the facility. There are currently 19 active general stormwater permits in North Carolina. One condition that is applicable to both the general permits and individual stormwater permits is the requirement to develop and implement site -specific comprehensive Stormwater Pollution Prevention plans (SPPP). These plans are required to include a comprehensive evaluation of the site and operations to reduce pollutant sources and prevent pollutant discharge. Copies of the general permits and accompanying documents can be accessed from the following webpage: http://portal.ncdenr.org/web/wq/ws/su/npdessw#General_Permits_NPDES. Permit text, technical bulletins, discharge monitoring forms, and a Notice of Intent [which is the application for coverage under a NPDES General Stormwater Permit] can be found on this website. The following items are a subset of permit requirements and are listed to assist you and help bring your attention to certain permitting issues, process and condition requirements of your permit. Please see the above mentioned website to obtain a copy of the permit so you may fully comply with all the conditions therein. There are five areas addressed in your letter; below are our initial responses: 1) SWPPP — Our stormwater plan was developed by General Environmental Engineering under contract to our parent corporation. I have forwarded a copy of your letter to General Environmental Engineering and a copy of the current permit. i have requested that the plan be reviewed under the current permit to determine if what discrepancies exist and provide corrections to said discrepancies. Regarding the items identified that can be corrected immediately, these are being corrected. Regarding failure in the past to conduct certain training, inspections and updates- we can do nothing to correct past failures. 2) Qualitative Monitoring — We are determining if said monitoring was conducted and filed improperly. Going forward, an individual has been assigned the responsibility to conduct this monitoring and document same. This individual has received training regarding the SWPPP and will receive instruction regarding this specific aspect of the plan. 3) Analytical Monitoring — We are reviewing previous invoices and working with the laboratory that evaluates our water samples in an effort to reconstruct what monitoring was completed but not properly documented. Tests that were not conducted cannot be remedied at this time; an individual has been appointed to the role of conducting both the Analytical and the Qualitative monitoring and properly documenting and submitting documentation as required.
