NPDES general permit. This permit is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the
US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
Please take notice that this certificate of coverage is not transferable except after notice to
the Division of Water Quality. The Division of Water Quality may require modification or
revocation and reissuance of the certificate of coverage. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or

Hi Mike,
We've received NON for two facilities in your region:
fNCG07 - Adams-Charlotte/Reames Road in Charlotte. The site discharges stormwater at three points to an unnamed
tributary to Dixon Branch (Class C). The NOI is attached.
NCG10 — LKQ Heavy Truck Charlotte in Charlotte. The site discharges stormwater at two points to Stewart Creek (Class
C). Stewart Creek goes into Irwin Creek, which is impaired for fecal coliform, DO, and turbidity. The NOI is attached.
Please let me know if the Mooresville Regional Office has any concerns about issuing a COC for a general permit for
either of these facilities. Please also let me know of any potential impacts to wetlands. If we don't receive any
objections, we'll issue the COCs in 30 days.

Our Division has received your requests for four ownership changes and also your NOI for new permit coverage at the
Charlotte facility. We just a have a couple of items of information needed at this time.
Owner Changes — as noted on the name/owner change forms, we need legal documentation of the ownership change
before we can process the change request. We understand that finalization of the sale is set for today (April 8th). If you
can forward the legal documents needed to show this change then we can move forward with the change request.
New NOI — Under the owner information the name is indicated as — Colin Clampett. This is a little confusing on our form
and we are really looking for the owner name here. Should this instead be Oldcastle APG South Inc. dba Adams?

This is to inform you that Oldcastle APG South Inc. dba Adams will acquire the block plant
operations from CEMEX Construction Materials, Atlantic, L.L.C. on April 8, 2013 at the
Charlotte, NC location at 9950 Metromont Industrial Blvd. Charlotte, NC 28269.
CEMEX will continue to operate the Ready Mix operations at the location so they will need to
maintain their current storm water permit and Oldcastle will need a new permit for the block
operations.
