The outfall was not actively discharging at the time of the inspection. Outfall 002 - collects stormwater discharge from the impervious surfaces surrounding the sawdust storage and processing areas. The outfall was not actively discharging at the time of the inspection. There was evidence of wood chips in the outfall drainage ditch. Outfall 003 - collects stormwater discharge from the sawdust unloading area and brick storage areas. There was a large amount of sawdust in the corrugated pipe in this area , which drains to the vegetated area along and behind the mulch storage pile. The outfall was not actively discharging at the time of the inspection Outfall 004 - collects stormwater discharge from the material storage, vehicle maintenance, and brick plant #2 areas. There was clear water in the outfall line but the source was attributed to an underground spring on site. Outfall 005 - collects general runoff from the southeastern side of the site and discharges under the adjacent railroad tracks. The outfall was not actively discharging at the time of the inspection. Outfall 006 - Collects stormwater from the inactive eastern portion of the site reserved for future clay mining and collects the discharge in a sedimentation pond. The pond contained a small amount of water but there was no discharge at the time of the inspection. Action Items: Outfall 001 - The facility should investigate options (large rock, etc.) for slowing the velocity of stormwater at this outfall to reduce the erosion from the permittee's stormwater runoff. Outfall 002 - The permitee should review housekeepng practices and investigate possible Best Management Practices (BMPs) to prevent the introduction of contaminants (sawdust) to the permittee's stormwater discharge. Outfall 003 - The permittee should ensure that sawdust is not transported offsite through this outfall. There are a number of discarded drums behind the mulch storage pile that contained old equipment and an unknown tar -like substance. Please ensure that the contents of the drums are identitified and properly disposed. Outfall 004 - The permittee should investigate BMPs to prevent an oily discharge from pressure washing in the vehicle maintenance area from entering the stormwater drainage system. The soil around the large catch basin in front of brick plant #2 should be stabilized and a grate installed. Finally, the permittee should investigate what type of transformers are located in front of brick plant #2 and pursue retrofitting the oil if it contains PCBs. This proactive action would prevent a larger clean up and the associated costs if PCB contaminated oil were to discharge from the transformers. Please review the requirements of permit regarding the development and implementation of a SPPP and ensure all the requirements have been met.
