ERICO International Corporation ("ERICO") recently conducted a corporate compliance
review of the above -referenced facility and discovered that although the facility has conducted all
of the required monthly stornwater sampling over the last year, the facility inadvertently failed to
submit the required DMR to the DWQ as required under Section E:Reporting Requirements of
the General permit. We apologize for this oversight. To Correct the error, please find enclosed
two signed copies of the Discharge Monitoring Reports ("DMRs") for June through December
�2015-and-for January -through April 2016, for the above -referenced facility.
In. addition, we note that there are exceedences of the benchmark values contained in the
}hermit. We arO in the process of investigating the root cause(s) and expect to be installing
additional bestmanagement practices and updating our storrnwater pollution prevention plan in
the near future to address these issues.

Dear Mr. Lawyer:
The above referenced ERICO International Corporation (ERICO) facility is covered under General
Permit NCG030000 and on April 11, 2014 the fourth round of sample results were received which
caused the facility to fall under Tier 3 status for both copper and zinc.
ERICO has been working to reduce copper and zinc sources through increased awareness and
housekeeping of metal particulates on the floor inside the plant. We have also worked with our
copper nugget supplier to reduce the amount of metal fines and particulate contained within their
packaging which often spills out onto the plant floor and is potentially a fugitive source. The facility
also has a floor sweeper that is used inside and outside to reduce particulates which could
potentially contain metals as well.
In addition, ERICO's environmental consultant, TRC Environmental Corporation, performed an
investigation on March 12, 2014 and made several high priority recommendations that plant
management has already completed including: -
1. Thoroughly clean precipitate off ceiling exhaust fan vents and housings directly above the
southwest roof of the facility and establish a regularly scheduled cleaning plan for these
exhaust vents.
2. Install limestone/dolomite check dams in swales just prior to sampling points at both outfalls.
3. Sweep and remove fugitive copper shards observed in the paved area around the loading
dock, metal recycling containers, and inside the plant where copper shards are evident.
4. Have all storm water culverts leading to both outfall 001 and 002 thoroughly cleaned and
inspected for settled metal fragments.
5. Install 3M Clean Walk mats at high traffic entrances/exists to minimize contaminant transport
to the outside entrance of the building.

On July 11, 2013, a site inspection was conducted at the ERICO International Corporation facility located at 188
Carolina Road in Aberdeen, Moore County, North Carolina. A copy of the Compliance Inspection Report is
enclosed for your review. Mr. Jim Wimbish, Plant Manager, and Mr. Emad Girgis, Plating Manager, were also
present during the inspection and their time and assistance is greatly appreciated. Permit coverage authorizes the
discharge of stormwater from the facility to receiving waters designated as Quewhiffle Creek, a Class C
waterbody in the.Lumber River Basin. The site visit and file review revealed that the subject facility is covered by
NPDES Stormwater General Perm it-NCG030000, Certificate of Coverage-NCG030627.
As a result of the inspection, the facility was found to be in compliance with the conditions of the NCG030000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations
made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty

serves as your notification that the Division of Water Quality (DWQ) has reissued the general permit and that
your facility' coverage will continue under the conditions of the reissued general permit. Please review the
new permit to familiarize yourself with the changes in the reissued permit. This permit is reissued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between
the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as

The General Permit authorizes discharges of stormwater, and it specifies your obligations for discharge

permit to update your current SPPP to reflect all new permit requirements.
The first sample period of your permit begins January 1, 2013. Your facility must sample a "measureable
storm event" beginning during the periods beginning January 1 and July 1 of every year (or, if applicable,
report "No Flow," as outlined in Part III, Section E). Also, please note that Tier 3 Actions in Part II of your
permit are triggered by benchmark exceedances on four occasions beginning on the effective date of this
permit and do not count prior exceedances.

Conducted a site visit at the subject facility on 8/24. Met with the plant manager and plating manager (who also handles
the environmental stuff). Both seemed well aware of the NCG030000 permit conditions and have actually already
conducted a sampling event where all parameters came back below benchmarks. They are in the process of developing
a solvent management plan. Site appeared to be well maintained and quite benign as exposure goes. Seems like the only
exposure is raw steel that comes in on trailers and sits outside until it can be carried in for processing and scrap metal in
dumpsters. Based on my observations and conversation with facility staff/l have no objections to issuing them coverage
under the NCG030000 General Permit.
