Additional conditions for specific industry sectors have been added to the SPPP requirements in some cases. • Sections B, C: Failure to perform analytical stormwater monitoring may result in the Division requiring that the permittee begin a monthly sampling scheme. • Sections 8, C: A lower TSS benchmark of 50 mg/I for HOW, ORW, PNA and Tr Waters applies to these more sensitive waters. • Sections B, C. The monitoring parameter Oil & Grease (0&G) has been replaced by the parameter Total Petroleum Hydrocarbons (TPH) for vehicle maintenance areas, and in some cases, other analytical monitoring requirements. • Sections e, C, D: Inability to sample due to adverse weather must be recorded in the SPPP, or in separate on -site records if your General Permit does not require an SPPP. Adverse weather is defined in the "Definitions" section of the permit. • Sections 8, C. The term "Representative Storm Event" has been replaced by "Measurable Storm Event." A measurable storm event is defined in the permit. • Section D: If the permittee fails to respond effectively to problems identified by qualitative monitoring, DWQ may require the permittee to perform corrective action. A copy of the Compliance Inspection Report is enclosed for your review. Your time and assistance during the inspection is greatly appreciated. Stormwater from the facility drains to Mingo Swamp, a Class C;Sw water located in the Cape Fear River Basin. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit-NCG030000 under Certificate of Coverage NCG030308. Met with Mr. Mitchell Stephenson who provided available documents for review including the facility's Stormwater Pollution Prevention Plan (SWPPP) and monitoring records. Facility's SWPPP appeared to be missing some of the required components such as a description of practices, BMP summary, spill response plan, employee training, and facility inspection program. The SWPPP has also not been reviewed and/or updated on an annual basis. Qualitative and Analytical Monitoring has not been conducted under the conditions of the current permit with the exception of an analytical monitoring event in the first half of 2009. Since the current permit's effective date, three monitoring periods have been missed. Monitoring data from previous permit coverage years indicated pH levels below 6 on multiple occasions and one TSS result over the current Benchmark Value. Site observations revealed an area with above -ground storage tanks of gasoline and diesel fuel that are without secondary containment. Containment must be provided or the tanks removed or brought inside. Mr. Stephenson has identified two outfalls at opposite ends of the site, which at the time of inspection appeared to be accessible with no apparent water quality impacts. Dunn, North Carolina Harnett County Dear Mr. Godwin: On Monday, June 6, 1994, the Fayetteville Regional Office made a site inspection of your manufacturing facility which previously discharged wastewater into Mingo Swamp. The inspection revealed that the discharge of wastewater from this manufacturing process (washing) no longer exists. All process wastewater is now routed into two (2) 1,785-gallon fiber glass storage tanks. A new wash area had been constructed and other plumbing modifications were being initiated. The water stored in the tanks is now recycled and utilized as wash water for the manufacturing process. Our records also indicate that Godwin Manufacturing Company, Inc., has applied for a stormwater general permit. The items in the May 11, 1994, Notice of Violation letter have been adequately addressed by your company. You have taken steps in a timely manner to eliminate these violations.
