Governor Director April 2, 2012 Elizabeth Wike Clear Path Recycling PO Box 2260 Leland, NC 28451 Subject: COMPLIANCE EVALUATION INSPECTION Clear Path Recycling NPDES Stormwater Permit-NCS000534 Cumberland County Dear Ms. Wike: Natural Resources Dee Freeman Secretary On March 26, 2012, I, Hughie White; from the Fayetteville Regional Office of the Division of Water Quality, conducted a site inspection for the Clear Path Recycling facility located on Cedar Creek Road in Fayetteville, Cumberland County, North Carolina. A copy of the inspection report is attached for your review. I would like to thank you, Mr. Anthony Hudson, and Mr. Gary Slater for assisting with this inspection. Stormwater from the facility drains to the Cape Fear River, a Class WS-IV; CA water located in the Cape Fear River Basin. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater Permit-NCS000534. Accordingly, the following observations were noted during the Division of Water Quality inspection (please see the attached addendum for information about your permit): 1) Stormwater Pollution Prevention Plan (SPPP) A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and properly implemented. The plan is also being updated annually, as required. The analytical monitoring and qualitative monitoring is being performed semi-annually, as required. The facility does not meet the threshold for monitoring from vehicle maintenance areas. Also, analytical results have consistently been below the benchmark values outlined in the stormwater permit All outfalls were observed during this inspection.
