Based on past inspections if you can provide a map of the area to be repaved and commit that the repaving is in the capital improvement plan some monitoring relief is possible. Also do you think that traffic on the adjacent road is impacting the TSS. Fourth Street Charlotte, NC 28202 Fax 704.353.0473 Re: Tier III status of Outfall 1 at City of Charlotte Heavy Equipment Shop NPDES Industrial Stormwater General Permit NCG080840 Dear Mr. Khan: The City of Charlotte's Heavy Equipment Shop has exceeded its permit benchmark for total suspended solids (TSS) at Outfall 1 four times during the current permit term. The NPDES Industrial Stormwater General Permit NCG080000 standard for TSS is 100 mg/L. The following summarizes the benchmark exceedances that have occurred. Date TSS (m /L) 12/20/2018 190 03/08/2019 130 04/02/2019 240 07/23/2019 770 In response to these exceedances, the shop has increased sweeping, hired a contractor to maintain their BMPs, repaired pot holes, and placed a filter mat on the only inlet for outfall 1. The parking lot is deteriorating severely and we suspect this is the largest contributor of TSS. Unfortunately, all of the samples collected during this permit term were collected from the surface of the lot before the inlet filter mat and therefore are not an accurate representation of discharge offsite. Staff have been directed to collect samples from a new location which will better reflect discharge after the filtration mat.
