(Headwater) is pleased to submit this letter report summarizing sediment sampling activities at the Cashiers Lake Dredging Project, located in Cashiers, Jackson County, North Carolina (the "site"). This report contains site background, a description of site activities, results, and conclusions. BACKGROUND AND PURPOSE According to plans provided to Headwater by the Client (RKM Resources, PLLC), the site is an approximate 24 -acre lake, of which +/- 5 -acres of wetlands will be impacted during proposed dredging activities. Dredging is expected to be to a depth of four feet below grade surface (ft-bgs) or less. On April 24, 2018 ClearWater Environmental Consultants, Inc. submitted a permit application on behalf of Cashiers Canoe Club Development, LLC for the Cashiers Lake Dredge and Development Project. On June 28, 2018 the Department of the Army (DA) responded with a Corps Comment and Request for Additional Information notice. The purpose of this assessment, detailed herein, is to address Item 12 within the DA response. Item 12 is detailed as follows: "Provide details of the characteristics and composition of the materials to be dredged, including sampling data to determine the potential presence of regulated pollutants/contaminants." To clarify this request Headwater spoke with Mr. David Brown with the Army Corps of Engineers, on November 16, 2018. Mr. Brown requested to defer the inquiry to the North Carolina Department of Environmental Quality (DEQ), Division of Water Resources. Headwater spoke with Mr. Kevin Mitchell at the DEQ, within the Asheville Regional office. Mr. Mitchell referred Headwater to Mr. Ervin Lane with the Division of Waste Management (DWM) in Raleigh. Mr. Lane indicated the assessment must be inclusive of volatile organic compounds (VOCs), semi -volatile organic compounds (SVOCs), and Resource Conservation and Recovery Act (RCRA) metals and be considered representative of the proposed dredging material. Additionally, Mr. Lane indicated a "background" sample should be collected for RCRA metals to allow for comparison to samples acquired from the proposed dredge area. Cashiers Lake — Pre -Dredge Environmental Review Cashiers, Jackson County, North Carolina Headwater Project #2018-110A On November 20, 2018 Headwater provided Mr. Brown with a summary of the proposed sampling scope, and requested Mr. Brown provide comment if the proposed scope would not address the DA's Request for Additional Information notice. No response was received from Mr. Brown. The following sections provide detail of the completed scope of service and the associated results. SITE ACTIVITIES SAMPLE COLLECTION On November 28, 2018, six sediment samples were collected from within the proposed dredging area of Cashiers Lake and from two "background" locations (totaling four samples). Each sample was collected at an area considered to be representative of site conditions at that location. Sampling locations are depicted on the attached figure. At each location, soil samples were collected from a 0 -to -2 ft-bgs and a 2 -to -4 ft-bgs depth interval. Additionally, two background samples (BG -1 and BG -2) were collected for analysis of RCRA metals from outside the dredging footprint at the same depths as the lake dredge samples (SB -1 through SB -3). Samples were collected utilizing a stainless-steel hand auger. The hand auger was cleaned with an Alconox solution and rinsed with de -ionized water before and between advancement at each sampling point. SAMPLE ANALYSIS Based on direction provided by Mr. Lane of the DEQ-DWM, sediment samples (SB -1 through SB -3) were analyzed for: • Volatile Organic Compounds (VOCs) • Semi -Volatile Organic Compounds (SVOCs) and • RCRA metals Sediment samples collected from the background locations (BG -1 and BG -2) were analyzed for RCRA metals only. Collected sediment samples were placed in laboratory -supplied containers. The containers were labeled and placed in a cooler on ice. The cooler was then transported under chain -of -custody protocol to Pace Analytical Services, Inc. (Pace) of Asheville, North Carolina for laboratory analysis. SEDIMENT ASSESSMENT RESULTS No constituents of concern were identified above the applicable regulatory limits with the exception of total Chromium in all 10 samples (including background samples). Headwater requested the laboratory speciate total Chromium to allow for a more thorough comparison to regulatory standards. Once speciated (trivalent and hexavalent), Chromium concentrations were below applicable regulatory standards. Sediment sample results are summarized in Table 1.
