Arauco sent in notification to the DEQ regarding stormwater exceedances through our NPDES permit modification
application in 2016. The application outline the nutrient loading reduction to the stormwater if we were able to modify
our existing permit and run a full biological wastewater system. Please see the attached for a copy of that submittal. Feel

Hey Yvonne,
I was looking over the monitoring data you sent and there seem to be quite a few benchmark exceedances. Do you have
any documentation showing what was done at your facility to respond to these exceedances as a part of Tier I and Tier 11
reporting? Also, do you have documentation of DEQ being notified of these exceedances?

Please see the attached spreadsheet for monitoring data since the effective date of the current permit. After reviewing
the renewal application everything is still complete and correct. No operational changes have occurred since the
renewal application was submitted. Let me know if you have questions and/or need more information.

• A spreadsheet summarizing all of the monitoring data that has been collected since the effective date of the
current permit;
• A verification that the information in the renewal application is still is still complete and correct; and
• An explanation of any operational changes since the renewal application was submitted.
I have your draft permit ready and can send it to you for a 30-day comment period once I am able to look over the above
documents and make any necessary updates.

That is correct the facility use to be Sierra Pine Limited and then Uniboard USA LLC. We are now Arauco North America,
recent name change from Arauco Panels, USA (same owners), and perform the same operations as Uniboard USA LLC
did. Hope this answers your question.

Thank you so much for your response!
I am going through the older files associated with the NCS000151 Permit. I wanted to confirm with you that the
company was previously called Sierra Pine Limited circa 2000 and Uniboard USA LLC circa 2009?
Based on the paper files I received from the Raleigh Regional Office, it looks like the renewal application for the facility
was received in 2016 and was from Arauco. The stormwater permit associated with your facility (dated 2009) addressed
activities associated with Uniboard USA. Does Arauco Panels USA perform all of the same operations as Uniboard USA? I
am asking because this could mean your facility would not have to be responsible for the same monitoring parameters
following the permit renewal.

I am working on renewing your facility's individual stormwater permit (Permit No. NCS000151). There is some
information I am required to ask you for to (1.) confirm that the information I have is correct and (2.) make sure the
permit adequality serves the needs of the facility.
What I need from you:
• A spreadsheet summarizing all of the monitoring data that has been collected since the effective date of the
current permit;
• A verification that the information in the renewal application is still is still complete and correct; and
An explanation of any operational changes since the renewal application was submitted.

What happens next:
• Once I have the above listed information, I will verify the "draft" permit information is correct;
• You will receive the draft for a 30-day comment period. During this time we will be able to address any
comments or concerns you have about your permit draft.
• During the same 30-day period, the draft will be sent to a Raleigh Regional Office staff member for review and
the permit draft will be sent for Public Notice.
Once all comments and concerns are addressed, you will be issued the final permit.
