During our site visit, we noticed a good deal of equipment/metals stored in the front parking lot. The storage of those materials has about the same effect on the permit as an uncovered scrap metal dumpster. It was discussed during the site visit that if those things were removed, the area would no longer be considered industrial and it would reduce the number of outfalls that will need to be sampled. Thanks, Lauren From: Elaine Bradford <elaine.bradford@linde.com> Sent: Monday, June 10, 2019 3:36 PM To: Garcia, Lauren V <lauren.garcia@ncdenr.gov> Subject: RE: [External] Linde RTP facility, Draft Stormwater Permit No.NCS000569 -- Linde request External email. Send all suspicious email as an attachment to report.spam@nc.gov Hi Lauren — The support team here says that 'benching' for two weeks prior to kicking off 30 day comment period should be fine. Thanks. I would like to chat with you briefly tomorrow, as there has been recent change at the site due to a business decision (no more scrap metal dumpster). Could I call you, either before 9:30am or after 2pm? Alternately, my Thursday & Friday calendars look flexible. Please use caution when replying or opening links or attachments. *** Hey Elaine, I have received your voicemail and e-mail. Just for clarity, the 30-day public comment period is separate from the 30-day comment period you get as a permittee. Like you said in the voicemail, the public comment period ended today. All that really means is that your permit will be ready to go once your review period ends. We can definitely wait to begin the comment period until EA -EST has been officially re -contracted and things have settled. Do you think things will have calmed down enough in the next 2-weeks to start the 30-day comment period? Also, thanks for working so hard to prepare the Affiliation Designation and site contact information! I have attached the staff report we are using to determine monitoring parameters. This may help during your comment period. Let me know if you need more time or have any other questions, Lauren From: Elaine Bradford <elaine.bradford@linde.com> Sent: Thursday, June 06, 2019 7:11 PM To: Garcia, Lauren V <lauren.garcia@ncdenr.gov> Cc: John Bass <iohn.bass@linde.com> Subject: [External] Linde RTP facility, Draft Stormwater Permit No.NCS000569 -- Linde request External email. Send all suspicious email as an attachment to report.spam@nc.gov Hi Lauren, This e-mail follows the voice mail which I left for you this afternoon. We are inquiring to know whether, at this late date, it is still possible to take up your offer to "bench" the draft permit for a short period. (We just discovered your offer in your May 17t" message to John Bass. As you know, John -- our site operations manager-- is site contact for this work in light of the recent departure of our site HSE coordinator.) We have been preparing comment in anticipation of the June 7t" due date. So far, we have prepared name change requests ('Permit Owner Affiliation Designation' as well as site contact) and an updated site map. And this week we finalized the process of re -contracting with EA -EST, the engineering company who assisted the site in 2013 with the original application submitted to your department. They have prioritized our request to review the draft permit, beginning with a physical visit to our RTP site this morning. Having some extra time to get EA -EST back on board would be helpful, particularly in light of the site's empty'HSE coordinator' role (we're hopeful for some good applicants over the next few weeks). I'm available by cell phone (908-403-5896) or e-mail. John Bass is also available by cell phone (252-366-4727) or e-mail.
