April 12, 2018 Mr. Zahid Khan North Carolina Department of Environmental Quality Mooresville Regional Office 610 East Center Ave. Mooresville, NC 28115 Subject: Allen Steam Station NPDES Industrial Storm water Tier Status Change Permit # NCS000546 Gaston County Dear Mr. Khan: Allen Stearn Station 253 Plant Allen Road Belmont, NC 28012 In accordance with the requirements of the Industrial Stormwater Permit NCS000546, please accept this letter as written notification that Allen Steam Station is on Tier 3 status at outfalls SW009 for Zinc and SW020 for Total Suspended Solids. Storm water samples for SW009 that exceed Zn benchmarks were collected on 10/27/2015, 1/21/2017,12/20/2017, and 3/6/2018. The latest Stormwater analytical results were received 3/6/18. Stormwater samples for SW020 that exceed TSS benchmarks were collected on 10/27/15, 1/15/2016, 5/7/2016, 9/1/2016 and 3/6/2018. The latest Stormwater analytical results were received 3/19/2018. Several initiatives have been completed or are currently in -progress to address tier status changes and mitigate contributing factors to benchmark exceedances: • Repairing road shoulder rutting from truck traffic • Installing rock checks dams • Enhancing unpaved roads with stone entrances and mud mats • Cleaning and bolstering storm drains • Employing more self-contained road sweeping equipment If you have questions or need additional information please contact Elizabeth Glenn at (980) 373-0530 or Elizabeth.glenn@duke-energy.com.
