I was not responsible for the Fayetteville Plant in 2014. 1 do recall the 2nd half 2018 number being fairly high. We should probably get some routine testing done on the incoming water quality due to that reading since the new permit will have a lower number for zinc to get a feel for what city water might be doing to the discharge test results. I was wondering if this was still a concern for you? In 2013, our benchmark value was updated to 0.126 mg/I and your monitoring data shows pretty low levels of zinc since about 2015 (minus the 12/10/2018 sample). Also, I know we have the inspection scheduled for the 21'. Mike and I are planning to make the final determination about removing thiram from the permit after the visit. However, I think considering the significant operational change, it is pretty safe to tell you now that the chances are good. I will talk to the DEMLR Regional Office Contact and see what can be done. The lab's level of detection will be a special consideration here because normally we look at monitoring data to see if it is consistently low enough to be considered for removal. Is the data you sent me in the table in mg/I or ug/I? Also, you have done a greatjob here. It is not often that I see a facility with such complete data records. Send all suspicious email as an attachment to report.spam@nc.gov Lauren, Attached is a spreadsheet with analytical results for Goodyear Fayetteville for 2009 through 2018. 15Y half 2019 sampling has not yet been completed. For the draft permit we offer the following comments: - we would like to note the requirement for analyzing Thiram and make you aware of a change in handling this material. In previous years Goodyear purchased this chemical in 50 pound bags and actually mixed it at the plant. Our process changed several years ago and chemical mixing is now performed by an outside contractor offsite. Chemicals are now shipped to Goodyear in preweigh bags. These mixtures may or may not contain small amounts of Thiram depending on the rubber compound being mixed. TO be clear, we still use this material in mixing rubber however we no longer physically mix the chemical for use in the rubber mixing operation. The risk for spilling this chemical into drain or on the ground a greatly reduced by using preweigh bags. As we no longer purchase and use this material in bulk and no longer have to conduct mixing of this product we would appreciate consideration for removing this pollutant for testing under the storm water permit. Should the testing of this pollutant be required to continue we should note that we have not been able to locate labs that can analyze for this pollutant to a detection level equal to or less than the benchmark value. Based on what we have been able to find our lab can analyze with a detection level of 10 ug/L or 0.01 mg/L. Available to discuss. If you are having trouble with the billing, here is some information from our website that may help: Manage Information for an Existing Industrial Permit To manage information for an existing industrial permit, take the following steps: Check your permit contacts by entering your Stormwater Permit Number into the on-line search box. Complete the Name/Ownership Change Form if the facility name or ownership changes, or the Owner Designation/Affiliation Form if the legally responsible person changes. If you have any questions about this process or documents that must be uploaded with a request, please contact Suzanne McCoy. There is no fee for changes in name, ownership, designation or affiliation. Facility and Permit Contact updates may be simply emailed to Suzanne McCoy. For billing contact changes, email Deborah Reese. For other changes, such as address corrections or updates, email Suzanne McCoy. Be sure to include the individual permit number or Certificate of Coverage (COC) number with these requests. One item I did not see in the update based on what I had previous seen was the Billing Contact, that information did not come up when I was updating the online information. I have attached a copy of what was entered online today. Paul Marlow and Louis Lapierre are no longer at the plant. Paul retired and Louis transferred to Akron. Let me know if something is missing. There is some information I am required to ask you for to (1.) confirm that the information I have is correct and (2.) make sure the permit adequality serves the needs of the facility. What I need from you: • A spreadsheet summarizing all of the monitoring data that has been collected since the effective date of the current permit; • A verification that the information in the renewal application is still is still complete and correct; and • An explanation of any operational changes since the renewal application was submitted.
