Salisbury Street Raleigh, NC 27604 Re: 2019 Semi -Annual Stormwater Discharge Outfall Monitoring Event NPDES Permit No. NCS000077 JUL 01 2019 DENR-LAND QUALITY STORMWATER PERMITTING As the holder of NPDES Stormwater Permit NCS000077, we are aware of our responsibility to collect stormwater samples twice yearly, once in the January -June timeframe and once in the July -December period. We are also cognizant of the requirement for a 60-day period between samples and a 72-hour requirement for a rain -free period prior to collecting samples. The permit also states that sampling is not required outside of the facility's normal operating hours and that a measurable rainfall event is a storm event that results in an actual discharge from the permitted site outfall. Our last sampling event took place on December 20, 2018 and results were submitted to your agency once they were received from the testing laboratory. This meant that we could begin to collect samples on February 20, 2019 for submission for the first half of 2019. We chose, however, to wait to collect the samples so that we could be assured that they were representative of the actual stormwater discharge from our site and that enough time had passed since the previous sampling event to recognize any changes in discharge content. A sampling kit was requested from our testing lab and was delivered on May 3, 2019. Since that time, there have been no instances of rainfall events that met all of the requirements listed above. We are still waiting to experience a representative event so that we can properly sample as per our permit. As of today, there are no rain events forecast within the next ten days during which the facility will be operating. There are some 40% probabilities of afternoon thunderstorms, but they are on days that the facility will be closed for the July 4th holidays. We are diligently watching for chances to collect samples, but it appears that there will be no opportunities until at least toward the end of the week of July 8th — July 12th. With the above in mind, we respectfully request that your agency will extend the deadline for our Jan - June time frame until such time as we can meet the requirements and parameters for our semi-annual sampling event.
