Lee County Dear Mr. Lamb: NORTH CAROLINA nvfronmentut Quotlty June 25, 2019 On April 24, 2019, Alaina Morman and Lauren Garcia, inspectors with the North Carolina Department of Environmental Quality (NCDEQ) - Division of Energy, Mineral and Land Resources (DEMLR), met with Ann McMillan, EH&S/ISO Manager, at the facility located at 5618 Clyde Rhyne Drive, Sanford, Lee County, to conduct a compliance inspection. The inspection consisted of reviewing: the Stormwater Pollution Prevention Plan (SWPPP) and each of its components, the facility's outfalls, and the overall site conditions. The inspection was conducted to ensure stormwater best management practices are being followed, and to help fulfill NCDEQ's goal of inspecting all permitted facilities during each permit period. Permit: This facility has Individual Stormwater Permit NCS000531 to discharge stormwater from the industrial activity of manufacturing chemical adhesives [SIC 2891] under the National Pollutant Discharge Elimination System (NPDES). The permit was originally issued on May 15, 2009, became effective on June 1, 2009, and expired on May 31, 2014. Records/Reports: The facility is required to develop and maintain a SWPPP in accordance with Part II, Section A of the permit. All qualitative and analytical monitoring records are required to be maintained with the SWPPP for a minimum of five years. The facility provided all necessary records. The facility is required to review and update the SWPPP on an annual basis in accordance with Part II, Section A, Item, of the permit. • The facility appeared to update the SWPPP on an annual basis. Inspectors recommended that the SWPPP be updated with the current contact information. Facility Site Review: The facility manufactures chemical adhesives and monomers. The facility consists of one main building, one warehouse, one wastewater pretreatment building, one flammable storage building, an AST farm, a tote storage area, and a drum storage area. • All materials, machinery, and tanks were stored/located within proper secondary containment. • The site appeared to be very well maintained. There is one sampled outfall present at the facility, located to the southwestern corner of the facility. • The facility had recently performed maintenance to the outfall in response to a COD benchmark exceedance, as it was believed the COD exceedance was caused by overgrown vegetation. Receiving Waters: Stormwater at the site discharges to Little Buffalo Creek, a class C stream in the Cape Fear River Basin. Little Buffalo Creek is an impaired waters experiencing problems with benthos. Self -Monitoring Program: The facility is required to provide qualitative and analytical monitoring data twice annually. • The facility has monitored twice annually in accordance with the permit. • Previous benchmark exceedances appear to have been addressed in accordance with the permit. The facility is considered to be in compliance. The facility provided all necessary records and has upheld the conditions of the stormwater permit.
