This outfall is located underneath the railroad tracks on which rail cars deliver coal to the station. Rail cars are not staged in this area but only pass through. Stormwater from the wooded area northwest of drainage area 1 is conveyed through this outfall to the Catawba River. As part of a future wastewater and stormwater reroute project planned for completion by April 2018, we plan to utilize this outfall as a wastewater outfall for a retention pond. There is no significant industrial activity in the area. There is no indication of coal fine accumulation in the rail right-of-way, and if a coal spill were to occur, any release to waters of the state would be addressed by other means. As a result of this information and as suggested, we request that this outfall not be required for inclusion in the industrial stormwater permit (NCS000546).
