NCG130000 CERTIFICATE OF COVERAGE No. NCG130090 STORMWATER DISCHARGES NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards and regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the Federal Water Pollution Control Act, as amended, Duke Energy Carolinas, LLC is hereby authorized to discharge stormwater from a facility located at Buck Ash Beneficiation Facility 1385 Dukeville Road Salisbury Rowan County to receiving waters designated as Yadkin River, a class WS-V water in the Yadkin Pee -Dee River Basin, in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in Parts I, II, III, and IV of General Permit No. NCG130000 as attached and as amended on page 2 of this Certificate of Coverage. Amended conditions 1. This Certificate of Coverage is an enforceable part of the permit. 2. In accordance with 15A NCAC 02H .0114(b)(1), the monitoring program in Part II Section B Table 1 Analytical Monitoring Requirements of this permit is amended as follows: Table 1 Analytical Monitoring Requirements, REGARDLESS OF VEHICLE MAINTENANCE ACTIVITIES OR GALLONS OF MOTnR nu./uvnR ATTT Tr nTT TTCTrn AT Tilic QTTL` - Footnotes: 1 Measurement Frequency: Twice per year, during a measurable storm event. A minimum of 60 days must separate semi-annual sample dates, unless more frequent monitoring has been instituted (e.g., under a Tier Two response). 2 Grab samples shall be collected within the first 30 minutes of discharge. 3 Sample Location: Samples shall be collected at each stormwater discharge outfall (SDO). 4 For each sampled measurable storm event the total precipitation must be recorded from an on -site rain gauge or from the from the nearby Combined Cycle Station rain gauge. 5 The permittee shall compare monitoring results to the benchmark values. This certificate of coverage shall become effective March 18, 2019. This Certificate of Coverage shall remain in effect for the duration of the General Permit. Signed this 18th day of March 2019.
