REGAN Secretary TRACY DAVIS Director On February 7, 2017 Glen White and Tim Latham of the North Carolina Department of Environmental Quality — Division of Energy, Minerals and Land Resources visited the facility located at 3874 Bethel Dr. Ext. in High Point, to conduct a compliance inspection. This inspection consists of review of the facility outfalls and possible exposures. Your assistance with this inspection is greatly appreciated. Permit: This facility holds Individual Stormwater Permit NCS000566 to discharge stormwater from industrial activities under the National Pollutant Discharge Elimination System (NPDES). The permit became effective April 9, 2013 and expires on March 31, 2018. The current permit was available for review and was included in the SPPP. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part II, Section A of the permit. All qualitative and analytical monitoring records are required to be maintained with the SPPP for a minimum of five (5) years. Records appear to be current and complete. Facility Site Review: This facility pressure treats pine lumber for wholesale clients. The facility has approximately 32 Acres of which approximately six (6) Acres is used as production area. The production and storage area is within a chain link security fence. There is 1-2000 Gallon double walled fuel tank. The tank is within a 4 foot cement berm, offering a third (3) containment area. No Analytical Monitoring is required per the stormwater permit under current operating procedures. If operating procedures or permit requirements change, analytical monitoring may again be required as indicated in the individual permit. NATURE OF BUSINESS (provide a bhef description) The facility will be a wood preserving manufacturing operation at which the facility will purchase cut -to -size softwood lumber from various in -state and out-of-state vendors then treat the purchased lumber in pressure vessels in the presence of chemistry in order to impregnate the cellular interior of the lumber to aid in the prevention of rot and decay, to aid in the prevention of insect infestation, and to act as a retardant to fire. EPA Form 2F NPDES: Section III — Site Drainage Map Exhibit B1— The area outlined with a solid red line shows the current impervious surface area of 6.27 acres which includes asphalt paved areas, buildings and structures within the drainage area, the intake and discharge to the lower detention pond (outfall 001), and the area where the facility intends on storing lumber which has been treated. The area outlined with a solid black line shows a proposed expansion at the facility which would result in an additional 0.90 acres of impervious service. Anticipating that the proposed expansion occurs, the area of impervious surface at the facility would total 7.17 acres. EPA Form 21F NPDES: Section IV B. -- Exhibit B Narrative Description of Pollutant Sources Assuming that the operational data from a sister facility in CY 2011 will mimic operations at the subject facility, the significant materials of interest that are anticipated to be used for manufacturing operations are elemental copper and copper compounds and nitrate compounds. In June of 2012 the sister facility reported to the U.S. EPA that 56,564 pounds of elemental copper and copper compounds and 1,964 pounds of nitrate compounds had been used as part of the manufacturing process to preserve the lumber. The major activity at this facility will be the treatment of lumber products. Untreated lumber will be received from vendors on trucks whereby it will be unloaded and introduced into the treatment process in which each piece of wood will be chemically treated to be resistant to fire and resistant to rot and decay. The lumber, upon treatment in a pressure cylinder will remain in the covered treatment area until the drippage of free liquid from the treatment process is considered to have stopped. Once drippage of free liquid has been determined to have stopped, the treated lumber will be removed from the covered treatment area and placed on raised bolsters in the storage yard until such a time that it is shipped to contractors and lumber suppliers. The treatment process is a closed loop full cycle system, in that, the process system reclaims and recycles 100% of the liquid drippage of the treatment chemicals from the treatment area. Box 4244, Martinsville, Virginia, 24115 Page 1 Fortress Wood Products 3874 Bethel Drive Extension High Point, North Carolina 27260 APPLICATION FOR PERMIT TO DISCHARGE STORM WATER DISCHARGES ASSOCIATED WITH INDUSTRIAL ACTIVITY All chemistry to be used in the preserving process of the lumber will be stored in the "treatment" building in above ground storage tanks, which are diked for spillage containment and domiciled in the large building located immediately adjacent the road known as Bethel Drive Extension. The lumber which has been treated will be stored outside and within the fenced -in area of the property. This lumber will be the most vulnerable to contaminate stormwater. Several measures will be incorporated into the process and storage strategy to minimize this vulnerability. 1. The lumber will be allowed to completely drip-dry in the covered treatment area prior to movement outside of the treatment area thereby reducing the potential for free liquid from the treatment process to be carried into other process and storage areas. 2. The lumber will be dead -packed into rectangular bundles to reduce the available surface area that will have direct contact with rain/snow. 3. Lumber bundles will be vertically stacked upon each other to further reduce the available surface area which will have direct contact with rain/snow. 4. Lumber bundles will be placed on bolsters to prevent direct contact of the treated lumber with the ground. 5. The facility is expected to minimize the amount of yard inventory of treated lumber by treating the majority of lumber based on customer orders. This will increase inventory turns which provides the facility with the ability to satisfy customer orders with minimal inventory which is exposed to rain/snow. The loading and access area where raw materials will enter into the process is via the rear of the "treatment' building by use of the designated truck ramp which is visible in the photo located slightly left of the largest building shown. This truck ramp is sloped back toward the building to allow for capture of any vagrant spillage of manufacturing materials or any other materials. Other than chemistry used in the direct manufacturing process of preserving wood, the facility does not anticipate the use of any other pesticides, herbicides, soil conditioners or fertilizers. The facility is applying, under RCRA Subtitle C, as a Conditionally Exempt Small Quantity Generator, "CESQG", in the event hazardous wastes are required to be dealt with. These wastes, if generated, will be stored in the same "treatment building which processes the lumber and contains the above ground storage tanks. It should be noted that the facility is expected to only handle non -acute hazardous waste. Exhibit 62- This exhibit provides an aerial view of the large covered "treatment" building, the paved lumber storage area and the lower detention pond, located to the northeast of the sloped paved area, which collects all stormwater runoff from the facility manufacturing area. There is also a view of a secondary sediment basin on the property, to the east of lower detention pond, which collects stormwater runoff from the front portion of the roof of the Treatment Building, the front portion of the property between the treatment building and Bethel Drive Extension, from Bethel Drive Extension, from portions of Interstate 85, and from areas east of the asphalt paved fence line This sediment basin is viewed on the aerial view as a brown elliptical spot located at the intersection of Bethel Park Drive and the second road on the property, just below the "blue" locator dot on the map. It should be noted that all overflow from sediment basin travels across the unnamed road, in the aerial view, that is intersected by Bethel Park Drive into a collection ditch that continues to travel north north east along side of the unnamed road for a distance of approximately 100 yards, at which time, due to the rising topography of the land, the overflow water is forced to spread westward into the wooded area where it sheets and eventually evaporates. The overflow water from this sediment basin never leaves the facility property nor does it mix with or become an unnamed tributary that later egresses the property into any receiving water in the State. Exhibit C- The exhibit provides a topographic and structure view of the immediate area of proposed operations at the facility.
