NPDES Permit No. NCS000156 The Division of Water Quality received your responses to the Compliance Evaluation Inspection (CEI) report dated July 30, 2012. A review of the information provided was conducted. Thank you for the thorough response to each item listed in the CEI. The responses were very helpful in providing clarification to better understand both structural and non structural best management practices (BMPs) implemented by the company to address stormwater quality. DWQ would like to be advised of any outcome concerning the investigation into the results for formaldehyde concentrations found in the stormwater discharges. Your response indicated the potential for a false positive due to the required acid addition for sample analyses. Momentive requested clarification from DWQ for Comment #7 of the CEI report. Attached is a copy of Item IVB of EPA Form 2F for your consideration. Please continue to monitor the stormwater outfalls both qualitatively and quantitatively in accordance with the permit requirements and continue monitoring toxicity as defined in Appendix A_ The Division is hopeful that continued improvements in structural best management practices as well as improved housekeeping will significantly improve the stormwater discharge quality. The implementation of capturing the first flush in the hexamine, special projects and formaldehyde areas for utilization within the production facility should help improve the quality of the stormwater discharge from those areas. If continued gross exceedances of the benchmarks continue, the Division of Water Quality may require Momentive Specialty Chemicals Inc. to implement an in stream study to determine the effects of the stormwater discharges form this site to the receiving waters. The site was initally permitted as groundwater remediation but no groundwater remediation ever occurred. The permit was initially provided to the Wright Corp. and covered the operation of two 2.3 MG lined and capped ponds (known as the Kelly Ponds) and one .50 MG lined pond. The Kelly ponds have MW 22,23,25,& 26 and the .5 MG pond has MW 6,7, & 9. The ponds were used to store production wastewater for reuse into evaporative chiller towers (formaldehyde and hexamine plants). The former Wright Corp site now includes two different entities (Oak -Bark Corp. and Hexion Speciality Chemicals). Oak -Bark wishes to have the Kelly Ponds repermitted and no longer uses them for industrial contact wastewater recycling. They are physically disconnected from the industrial area and have received no wastewater contributions since December of 2006. Oak -Bark wishes to eventually remove stored wastewater and solids from the two Kelly Ponds for proper disposal. Hexion will be requesting permitting the .5 MG lined pond for closed loop recycled wastewater with in the near future. I have enclosed an application for permitting a closed loop wastewater recycling facility. Since the facility is existing, some of the application submittal requirements will not have to be presented. It will not be necessary to provide application information relative to environmental assessments, certificates of convenience & public necessity, & water balance. The wastewater analyses of the stored wastewater should also include tests results for determining the wet weight concentrations of hexamine, formaldehyde and formic acid for required toxicity test parameters. It will not be required to fully characterize the stored wastewater and sludge at this time. However, if the Kelly Pond contents are proposed to be land applied via beneficial recycling as soil amendment/ fertilizer, additional waste characterization of wastewater and sludge during the land application permitting activity would include the following: Hazardous characterization- ignitability, corrosivity, reactivity, toxicity characteristics leaching procedure. Contaminants & other parameters - arsenic, cadmium, chromium, copper, lead, mercury, molybdenum, nickel, selenium, zinc, aluminum, ammonia -nitrogen, total keldahl nitrogen, nitrate -nitrite nitrogen, calcium, magnesium, percent total solids, pH, plant available nitrogen by calculation, phosphorus, potassium, sodium & fecal coliform bacteria. A Compliance Sampling Inspection (CST) was conducted as part of the Multimedia Inspection. The facility's self -monitoring program was evaluated in the areas of records and reports, flow measurement, and sampling procedures. EPA collected and analyzed samples at the final effluent discharge (outfall 002) to determine if the facility was meeting the self -monitoring requirements specified in the NPDES permit_ In addition, samples -were also, collected ait the Storrnwater Outfall 006 and Industrial User Outfall 001. The SESD Project Number 08-0590 Page 5 of 13 flow measurement deficiencies at outfall 002 had a major impact on the reliability of the flow data submitted on the discharge monitoring reports. The sampling results indicated that all parameters were within NPDES permit limits. FIELD EVALUATION A detailed discussion of each area evaluated is contained in the following sections, which corresponds to the areas evaluated in Section "C" of the NPDES Compliance Inspection Report Form (EPA Form 3560). Deficiencies identified during the inspection are followed by their respective Regulatory Requirement. Suggestion's are included whichare intended to improve the operation of the facility. 1. Facility Site Review Hexion Specialty Chemicals, Inc. processes formaldehyde and anhydrous ammonia to produce hexamine and specialty Kenton resin products. The facility operates under three permits originally issued to Write Corporation which has now become two separate facilities (Oak -Bark Corporation and Hexion Specialty Chemicals, Inc). Both facilities share the same site. Presently, Hexion takes responsibility for all stormwater discharges although some of the stormwater originates on Oak -Bark property. The stormwater permit issued under the former company's name (Write Corporation NCS000156) expired on February 28, 2005. Under the present name, Hexion Specialty Chemicals, Inc there are two permitted process discharges. One.treated process wastewater discharges to the Columbia County Wastewater Treatment Plant under the Industrial User Permit number IUP 001 via outfall 001. The other wastewater discharges to Livingston Creek under the NPDES Permit number NCO003395 via outfall 002 Additionally, Hexion trucks wastewater to the Sampson County Landfill for solidification and final disposal. The process wastewater (outfall 001) was treated in the following manner: o three flow equalization tanks; one.air stripper; • ion exchange -- three deionization units; • neutralization — pH adjustment; and e five intermediate flow equalization tanks Treated wastewater (23,000 to 28,000 gallons per day) was discharged to the Columbia County WWTP via 1UP outfall 001 The Hexion designated NPDES outfall 002 mainly consist of non -contact cooling water. However, the permit description includes the permitted discharge of reverse osmosis reject, softener backwash, water softener regenerant, firewater tank blowdown, and similar wastewaters. The non contact cooling water discharges to Livingston Creek via outfall 002. SESD Project Number 08-0590 Page 6 of 13 Storrwater was discharged under the expired permit (NCS000156) via SW outfalls 001-007. The stormwater receiving waters are designated as Mill Creek and Livingston Creek, both are class C streams in the Cape Fear Basin. Rating: Satisfactory. 2. Permit The NPDES permit for outfall 002 became effective on September 1, 2007 and will expire on December 30, 2011. The Industrial User Permit for outfall 001 became effective on February 1, 2008 and will expire on April 2, 2012. The Stormwater permit for outfalls 001-007 became effective on March 1, 2000 and expired on February 28, 2005. The facility had applied for a new stormwater permit; however, the finalized permit remained in litigation. Inspection observations verified the permit information regarding the name and description of the .facility, the location of the permitted outfalls, and the name and location of the receiving waters. Rating: Satisfactory. 3. Records and Repo The facility's records consisted of discharge monitoring reports (DMRs), work sheets, calibration records, laboratory reports, and chain -of -custody forms. Records and reports for April and May 2008 were checked for agreement with NTDES self -monitoring requirements regarding sampling documentation, equipment calibration, and reporting of parameter concentrations and loadings. The facility operator analyzes pH, conductivity, dissolved oxygen, temperature, and total residual chlorine on site. The remaining samples were sent to Environmental Chemist Inc, in Wilmington, North Carolina for analysis. Deficiency: The values for field measurements were written on the operator's glove and discarded after transferring the information to the work sheets. Rep_ulatory Requirement As specified in 40 CFR, Part 122.41 0)(2), " records of monitoring information shall be maintained for a period of at least three years." This includes anything that measurements are written on. Suggestion The operator could maintain initial measurements in a small note book when in the field, transfer the data to the work sheets after returning to the laboratory, and maintain the notebook for a period of not less than three years. Deficienev: The dissolved oxygen calibration records consisted of a check mark for verification. Temperature, slope and dissolved readings were not recorded. Regulatory Requirement: As specified in 40 CFR, Part 122.41 6)(3), records of monitoring information shall be maintained for a period of at least three years. The individual(s) who performed the sampling or measurements; c. The date(s) analyses were performed; d. The individual(s) who performed the analyses; e. The analytical techniques or methods used; and f. The results of such analyses. Rating: Satisfactory. 4. Flow Measurement Effluent flow at outfall 002 was instantaneously measured at the 60' V-Notch weir. The weir was located in a structure just prior to the waste stream discharge to a swampy area leading to Livingston Creek. An instantaneous flow comparison between the facility personnel and EPA, personnel indicated that the facility was reading 5.0 % higher. than EPA. This is within the allowable +/-10% accuracy range. Deficiency: Although the facility's flow measurementwas within the allowable +/-10% accuracy range, the two readings should have compared more favorably. The permittee measured the head on the weir plate from the top of the weir to the water level. The table used to convert that measurement was not a standard conversion table. One source for the correct conversion table is found in the (USDI Water Measurement Manual, Third Edition, 2001). Re ulatory Requirement: Head readings for V-notch sharp crested should be measured upstream of the weir plate a distance of four times the estimated head over the weir crest_ (USDI Water Measurement Manual, Third Edition, 2001). Deficiency: The weir plate was not plumb. Regulaton Requirement: The upstream face of the weir plate should be smooth and in a vertical plane perpendicular to the axis of the channel (USDI Water Measurement Manual, Third Edition, 2001). Deficiency: The weir angle was -not precise. Deficiency: The weir approach channel was overgrown with vegetation. Regulatory Re uirement: Appropriate flow measurement devices and methods consistent with accepted scientific practices shall be selected and used to insure the accuracy and reliability of measurements of the monitored discharges. The devices shall be installed, calibrated, and maintained to insure that the accuracy of the measurements are consistent with the accepted capability of that type of device (USEPA NPDES Compliance Sampling Inspection Manual, MCD-51). Rating: Unsatisfactory SESD Project Number 08-0590 Page 8 of 13 Effluent flow at outfall 001 was measured using a Seametrics FT420 impeller flow meter. Rating: Satisfactory Effluent flow at outfall 006 was based on a calculation using total area and the amount localized rainfall. Rating:" Satisfactory 5. Sampling Outfall 002-EPA and the permittee collected and analyzed grab samples at outfall 002 for pH, chlorine, dissolved oxygen, temperature, and conductivity. Effluent grab samples for BOD5, ammonia, total dissolved solids, metals, total nitrogen, fluoride, and total phosphorus were collected by EPA and the permittee. The permittee iced the samples and sent them to Environmental Chemist Inc, in Wilmington, North Carolina for analysis. Analytical results did not exceed the NPDES permit limits. Table 1 summarizes EPA and Hexion sampling results from outfall 002. Contained within the table are only those results that met or exceeded the minimum detection limits. A complete list of results, both EPA and Hexion are available upon request. Outfall 006-An effluent grab sample at outfall 006 was collected for pH and analyzed on site by EPA. Additionally, effluent grab samples were collected for BOD5, ammonia, metals, total Kjeldhal nitrogen, NO2-NO3, total phosphorus, extractable organic compounds, and volatile organic compounds. Sample results did not indicate the presence of parameter concentrations thought to be harmful to the environment. Table 2 summarizes sampling results from outfall 006. Contained within the table are only those results that met or exceeded minimum detection limits. A complete list of EPA results is available upon request. Outfall 001-EPA collected grab samples at outfall 001 for pH and temperature. These parameters were analyzed on site by the EPA. Additionally, effluent grab samples were collected for BOD5, ammonia, metals, total nitrogen, fluoride, total phosphorus, extractable organic compounds, and volatile organic compounds. Parameter concentrations are below those thought to be harmful to the biological treatment process. Table 3 summarizes sampling results from outfall 001. Contained within the table are only those results that met or exceeded minimum detection limits. A complete list of EPA results is available upon request. 6. Effluent/Receiving Stream There'were no floating solids or sheen observed. Rating: Satisfactory. No wastewater is discharged from this process; however, the formaldehyde is then reacted with anhydrous ammonia to produce hexamine, an organic chemical in the Standard Industrial Classification (SIC) 2869 group. This particular SIC is regulated under 40 CFR 414, subpart H — Specialty Organic Chemicals. Livingston Creek suffers from low dissolved oxygen whose sources are listed unknown (Cape Fear River Basinwide Plan, 2005). REASONABLE POTENTIAL ANALYSIS (RPA) To establish a list of pollutants of concern (POCs), the Division examined Acme Facility's permit application, three years of Discharge Monitoring Reports (January 2004 through March, 2007), and the basin plan. Reasonable potential analysis (RPA) was performed on formaldehyde based on monitoring required in the current permit and the results of the RPA is as follows: Formaldehyde — The maximum predicted concentration was determined to be greater than the allowable concentration. A limit of 7.48 mg/L and monthly monitoring has been added to this permit. TOTAL RESIDUAL CHLORINE (TRC) The Division has implemented TRC policy to protect aquatic life in the waters of the State and has adopted aquatic life standard for TRC. The permittee currently has high concentration of total residual chlorine in the effluent so the facility is subject to the Division's TRC guidelines. A TRC limit of 28 ug/l has been added to this permit to be consistent with the Division's TRC policy. COMPLIANCE REVIEW DWQ — The Wilmington Regional Office (WiRO) staff conducted an annual facility inspection and Thomas Moore prepared a staff report dated October 16, 2006. PART II - BACKGROUND AND HISTORY The facility has been previously permitted to discharge -process wastewater from Outfall 001 and non -contact process -cooling water from Outfall 002. .The permit was modified September 30, 2003 to include effluent limitations for OutfalI 001, calculated using a methodology agreed upon by the Division of Water Quality (DWQ) and Wright Chemical. This methodology was communicated to Wright Chemical in the Division's February 25, 2003 letter summarizing the review of the flow monitoring study. The facility entered into a Special Order by Consent with the North Carolina Environmental Management Commission (EMC) on 08/20/2004. OrrMay 4, 2005, the Special Order by Consent (EMC WQ No. 05-003) was issued. Wright Chemical did not believe they could meet the effluent permit limitations (effective on October 1, 2003) specified in the modified NPDES Permit NCO003395 for 5-Day Biological Oxygen Demand (BOD-5) and Total Suspended Solids (TSS). As a result of the agreement under the SOC, relaxed limits. were given for BOD-5 (12.8 lbs/day monthly average and 34.0. Ibs/day daily maximum) and TSS (16.2 lbs/d monthly average and 51.9 lbs/d daily maximum). It should be noted that based on a review of the DMR data submitted between October 2003 to present, the facility would have met the more stringent limitations given in their permit modification effective October 2003 without the relaxed limitations given in the SOC. Under the SOC, Wright Chemical agreed to achieve final compliance by eliminating the permitted effluent discharge by connecting to a POTW or comply with the final effluent limitations specified in NPDES Permit NC0003395. Specifically, the SOC States in Section 2. (b.) 1): "On or before July 1, 2006, eliminate the permitted effluent discharge by connection to a Publicly Owned Treatment Works (POTW) operated by Columbus County, or complete actions necessary to achieve compliance with final effluent limits contained in the permit while continuing the permitted discharge". Prior to the SOC, two wastewater streams, described later in this report, comprised the influent wastewater streams routed to the wastewater treatment plant (i.e. Biotrol system). As specified in the SOC, the facility agreed to eliminate the effluent discharge from Outfall 001 by connection to a Publicly Owned Treatment Works (POTW) operated by Columbus County. The Columbus County POTW, located adjacent to the Wright Chemical facility, completed start-up in late July 2006. The completion of the startup of the POTW was after the final SOC compliance date of July 1, 2006. Wright Chemical began discharging wastewater to the POTW in late July 2006. However, only one of the influent wastewater streams has been routed to the POTW'since the!stai tup of the system. The following is a description of the processes associated with the wastewater discharge for each outfall. Discharge Outfall 001 The facility discharges treated wastewater from the existing wastewater treatment plant through Outfall 001. The wastewater treatment plant receives two wastewater streams, process wastewater and boiler blowdown water. The wastewater treatment plant is comprised of the following components: • Three (3) 20,000 gallon intermediate wastewater holding tanks • One bioreactor (Biotrol) • One combined secondary treatment system, comprised of: • One (1) clarifier • One sludge digestor/sludge holding compartment • Three (3) sock filters • Two (2) 20,000 gallon post -equalization tanks The hexamine plant is the primary source of process wastewater. The process wastewater generated from the hexamine plant is comprised of ammonia, formaldehyde, hexamine, methanol and formic acid. The process wastewater exits the hexamine process and passes through two subsequent product recovery processes, an air stripper unit and a de -ionization (Do system. The process wastewater from the hexamine plant enters the air stripper unit first. A fraction of the ammonia and methanol are removed by the air stripper and recycled back to the hexamine plant. The wastewater then exits the air stripper unit and enters the de -ionization system, which is comprised of a series of three (3) ion exchange units. The De -ionization System removes hexamine and some additional ammonia. The intermediate wastewater exiting the de -ionization system contains predominately formaldehyde and formic acid with trace amounts of methanol, ammonia, and hexamine. The intermediate wastewater is then collected in the three (3) 20,000- gallon intermediate wastewater -holding tanks. The original design of the system allowed for the intermediate wastewater from the wastewater - holding tanks to be directed to several locations for reuse and/or treatment: 1) Wastewater treatment plant (Biotrol); 2) Boilers for use as boiler makeup water;' 3) Formaldehyde plant for recovery or process makeup water 4) De -ionization system for use as backwash; and The .volumes of wastewater sent to each location are not clearly defined in available documentation. The following is a brief discussion of the four streams stated above: a) A portion of the intermediate wastewater from the holding tanks was sent directly to the wastewater treatment plant for treatment and ultimate discharge to the receiving stream via Outfall 001. b) A second portion of the intermediate wastewater is sent to the boilers for use as boiler make- up water. As the wastewater is utilized in the boilers for steam production, a wastewater stream is generated from the steam blowdown, which is collected in a hot well. The hot boiler blowdown water is then passed through a heat exchanger to recover some of the energy. From the heat exchanger, the wastewater is sent to the wastewater treatment plant (Biotrol) for treatment and ultimate discharge to'the receiving stream via Outfall 001. c) The third portion of the intermediate wastewater is sent to the formaldehyde plant for use as process water for blending purposes. d) A fourth portion of the intermediate wastewater is used as filter backwash water.for the de - ionization system. Sulfuric acid is mixed with the wastewater' stream being used for backwash water. The acidified wastewater stream is then passed through each of the three (3) ion exchange units of the de -ionization system in order to regenerate the ion exchange media. The backwash water from the de -ionization system is then routed to the fertilizer production process for reuse. Any backwash water that is not used in the fertilizer process is routed to the lined pond, which is permitted under WQ0000783. Prior to the SOC, two wastewater streams identified above (Items a and b) comprised -the influent wastewater streams routed to the wastewater treatment plant. As specified in the SOC, the facility agreed to eliminate the effluent discharge from Outfall 001 by connection to a Publicly Owned Treatment Works (POTW) operated by Columbus County. The POTW,. located adjacent to the Wright Chemical facility, completed start-up in late July 2006. Wright Chemical began discharging wastewater to the POTW in late July 2006. From the history I know, Mark McIntire (who used to work in that Unit) went through a very unpleasant settlement negotiation (they adjudicated their last wastewater permit) to get to that endpoint ... it was pretty messy. Not sure what Bob is doing this time around (and we should coordinate)... but it makes our stormwater permit task even more challenging. What's so difficult about limits on stormwater is that there is no established way to calculate them... the rules specify that 7Q10 conditions (or 30Q2 flow, depending on whether its a carcinogen) are used for ww effluent limits, which are for a continuous discharge. However, there is no set method for calculating WQ-based stormwater limits, and the 7Q10 (low flow) basis doesn't make sense because it will not be a "low flow" condition in a rain event. That's not to say there shouldn't or can't be any in a stormwater permit (and yes, we can make a sound legal argument that we have the authority to impose them), but at the moment we're at a loss for a defensible method to calculate them. You do make a great point with the construction site example, though --that may be helpful here_ There's no doubt that we cannot justify giving them a stormwater permit that essentially permits discharge of wastewater. And that at the numbers we're seeing, we may have an excellent argument that stormwater must in fact be contacting enough raw material to be considered a process wastewater --which means it's not stormwater. need to sit down with Bradley and discuss some approaches, especially in light of Matt's thoughts on the toxicity testing. Require all outfalls be monitored fully including BOD, COD, NH3-N, TSS, TKN, TP, pH , formaldehyde, hexamine, (lead had a hit above cut off levels in 2002) not sure if you want that one to stay in. We need to know what the situation is at all the outfalls (let's hope they are not representative because that would truly be bad for all the outfalls to be so heavily contaminated) and I think if some of those outfalls had been given "representative outfall status" that needs to be eliminated. Also I recommend toxicity testing for each outfall once per year (to get a baseline). . if they pass "X" (not sure what is reasonable for "X") number of sampling events in a row, they can be given the flexibiilty of not testing again until the last year of the permit (perhaps). Maybe in lieu of toxicity at the outfalls, we have them do upstream/downstream monitoring for every parameter on their NPDES WW Permit (NC0003395) including COD. 2.) This is the second permit round that we will (most likely) see the stormwater from the site bust cut off concentrations. Housekeeping has been addressed in their BMP's yet they admit housekeeping remains a problem which they cannot seem to find solutions for (hexamine storage area for example). Our language in the new permit should keep cutoff concentrations as a benchmark that if exceedances continue. . the Division will be looking for action from Wright to resolve in an expedient manner. . give them a time schedule to address the problem once the cutoff concentration has been exceeded. Require them to write a report to us telling us why the contaminants were so high and what they are doing to resolve the issue. If tightening up on housekeeping works, fine. If not, we should require that Wright capture the on site run off (in those areas feeding the outfalls that are above cut off concentrations) and treat it as a wastewater. Let's keep in mind, their BOD loading to the receiving stream from stormwater runoff (if you crunch some numbers) arc a magnitude of 10 to 80 times higher than their NPDES WW BOD limits! Industrial sites are tough, we have a few throughout our region. Many of those capture their stormwater in their processing and storage areas and treat it onsite as a wastewater. Granted, they probably use it for dilution of their process wastewater and therefore happy to run it through their WWTPs. None the less, it does not leave the site with stormwater. Wright may have to consider their stormwater a wastewater that should be treated if they cannot resolve these issues_ Thanks for the update Bethany. If they cannot prevent contaminants from being in contact with the stormwater, they should have to treat: that as a wastestream_ It has all the characterisitics of a wastewater not just what we typically see as stormwater runoff. The reps above state our ability to do this. I believe we need to put BOD and NH3-N limits no less stringent than what is in their NPDES WW permit . We have a construction site here in town that is contaminated with urea. When in contact with stormwater,-the runoff becomes a fairly concentrated wastewater of ammonia. . to the tune of 50 ppm to 40000 ppm. We issued two NOV's for discharging ammonia to the stormdrains. Although we had no stream standard limits for ammonia, it is a constituent that has limits on NPDES discharge permits and in the tune of 2 and 4 ppm (depending upon season). on that premise we stated that no ammonia taxi leave their site via stormwater runoff or stormdrains to surface waters in concentrations greater than that. Wright's situation is no different. The cited facility brought in an on site WW treatment system to treat the ammonia below 50 ppm in order to send it to the City of Wton's WWTP, not until they get below concentrations of 2 and 4 are we able to allow them to let it "runoff" to the river. Water quality standards only address a specific list of contaminants or conditions. . it doesn't encompass everything. The regs allow us though to impose beyond water quality standards (which misses a lot of stuff) by allowing us to use either effluent limitations that would be applicable for a discharge, or the water quality standard or when both come into play, the more stringent of the two. As I see it, we must force the issue of adherence to no more than 2 and-5 monthly limits and 10 and 25 daily max's (right in line with their effluent permit) which goes to the same receiving stream_ We cannot be any less stringent on this source of contamination (even though stormwater related) than that issued for the point source effluent WW discharge_ Same goes for BOD. Well that's my argument for this situation. Perhaps I'm missing something but, I think we have two legs to stand on concerning this particular site and it's obvious stormwater contamination problems. The samples of concern were given the following lab numbers: MW-6 is AB14767; MW-7 is AB1476B; MW-9 is AB14769. The sample bottles marked as preserved with sulfuric acid and for analysis of NH3, TKN, NO3NO2, and TP were checked with pH strips to verify that sample pH was <2 (as we do for all samples that we receive). The sample pH of these three samples was 6 to 7. We also checked the bottles marked for NO3 (no acid preservation) and they were at pH of 7. We checked the bottles for wet Chem, and those were okay, too (no acid). So it appears that either you forgot to add the acid to these bottles, or you did add the acid and the sample pH did not hold at <2 during transport. In the lab, I added 2 ml of 25% sulfuric acid to these bottles to adjust sample pH to <2. I noticed that each sample appeared to react with the sulfuric acid more than is normal, and the samples had a strong odor of sulfide. Sample AB14768 required 3 ml of 25W sulfuric acid to adjust sample pH to <2, and reacted strongly to the acid (alot of bubble formation and the sample bottle even began to slightly bulge before I removed the cap to relieve the pressure). Anyway, we will proceed with the analyses, but the results for NH3, TKN, NO3NO2, and TP will be qualified with J6 due to sample pH not being <2.
