Given results of your analytical sampling over the last ten years and the condition of yourfacility at inspection, they are willing to go rescind your Individual Permit and allow you to be covered under General Permit NCG180000. The best thing about NCG18 coverage is that you won't be required to provide any analytical monitoring unless you begin servicing a lot of vehicles. • You will have to submit the NOI (Notice of Intent) Application for the General Permit along with the $100 fee. I've included an editable copy of the application, attached. Make submittal to the Raleigh Office. • Include a copy of SM&E's report with your analytical results from the last 10 years. - This will reduce your annual fee from $860 to $100 for coverage. - Eliminates Analytical Monitoring requirement all together. You'll get a copy of my inspection report in the mail next week. Your facility looked good. Let me know if you have questions. I'll try to answer them. Centennial Street in High Point, to conduct a compliance inspection per the Industrial Stormwater Permit requirements. Inspection consist of review of the Stormwater Pollution Prevention Plan, training and monitoring records and observation of the general condition of the site and outfalls. Your assistance with the inspection was greatly appreciated. Permit: This facility holds Individual Stormwater Permit NCS 000092 to discharge stonnwater from industrial activity under the National Pollutant Discharge -Elimination System (NPDES). The permit became effective -October 01, 2005 and expired on September 30, 2010. The facility applied for renewal of coverage within the required time and has continued to zriaintain the facility and its operations within the individual permit requirements. A copy of the expired permit is maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. The NCDEQ's Stormwater Central Permitting Office in Raleigh has agreed to allow this facility to apply for General Permit Coverage under NCG180000 given the facilities history with compliance with requirements of its Individual Permit and results from ten (10) years of analytical monitoring with most parameters falling within permit requirements. It currently employs approximately four hundred (400) personnel who manufacture kitchen cabinets and bathroom vanities of various levels of quality and styles from value conscious to high end qualities. Mr. Braswell gave the inspector a thorough tour of all of the facilities operations. It is a busy production site that is clean and very well maintained. Air quality was much better that was anticipated. All of the sawdust from production is used to power boilers that make heat used in the drying process for stains and paints. All facility operation is conducted inside buildings or under roof. The only possible exposure locations would be the loading/unloading dock area and a metal/spare parts boneyard area. There is one (1) gasoline tank and one (1) diesel tank. The gasoline is no longer used. Diesel is only used for heavy-duty forklift used un outside operation. Both tanks have secondary containment and are under roof. Effluent Receiving_ Waters: Effluent from this facilities industrial operations drains to High Point City Streets that lead to unnamed tributaries of Richland Creek, Class WS-IV waters of the Cape Fear River Basin Self -Monitoring Program: This facility has been required to conduct qualitative and special analytical monitoring since the individual permit was initially issued. Monitoring has been performed as required. A ten (10) year record arras recently provided to the inspector. This record shows that the facility tested within permit parameters with a few exceptions. Centennial Street in High Point; NC to conduct a walk through inspection of the facility and grounds to verify that it qualifies for a General Stormwater Permit and to answer Mr. Braswells questions and offer comments or suggestions where warranted. Matt Dowdy, Facility Manager assisted with inspection as well. Document review was not conducted at this time. Marsh Furniture has been in business in the Centennial Street location for more than 100 years and currently employs approximately 700 employees working full time on one shift of either 8, 10 or 12 hour days. They produce cabinets from economic and affordable quality to high end expensive luxury quality and do so utilizing varied techniques, materials as well as skilled and unskilled labor. They are a very high volume production facility. Several buildings house the workspace and production occurs on three (3) levels in the main building. The facility is clean with better than expected air quality. Renovations are occuring in some areas of the plant so there is a boneyard area where metal waste is stored until it is hauled off. This area is constantly being cleaned up and waste metals hauled off for recycling. There are also a couple of staging areas with new materials to be installed in buildings within the coming month. There are several large dumpsters. Dumpsters used for metal waste and scrap materials are dumped approximately once a week. Domestic waste dumpsters are emptied twice per week. All scrap wood material waste is burned in the boilers to produce heat used in the production process. Marsh Furniture's facility and operations fall well within General Stormwater Permit NCG 180000. Mr. Braswell plans to have application for a General Permit submitted to NCDEQ Stormwater Permitting Unit within the next week. He has already spoken with Julie Ventaloro who advised him to make request to have the Individual Permit Rescinded at the time of General Permit submittal.
