Please find the analytical results and Storm Water Outfall Discharge Monitoring Reports for the Sampling Year 9 Period for the South and East outfalls in the Attachment. The samples were collected on November 12, 2018. The analytical results were received from the laboratory via electronic mail at BATO Wilson on November 26, 2018. The inspection was conducted to determine compliance with the conditions of your NPDES NCS00370 Stormwater Permit and to discuss any actions that have been or could be taken to identify and eliminate potential sources of Zinc related to facility operations. Keep in mind that benchmark exceedances are not limitviolations or violations of permit conditions; however, you are obligated to follow the tiered response actions outlined in your permit At the time of the inspection, your facility was found to be in compliance with the tiered response actions and other conditions of the permit. During the inspection, you are reported to have relayed to Mr. Parnell that you have been unable to determine the source of the higher levels of zinc, found at the South outfall. It was reported that zinc oxide is used in the process of producing your tires, but the addition of zinc oxide into the production process occurs within the drainage area of the East outfall. Zinc oxide is not used in the tires production within the drainage area of the South outfall. No exceedance of zinc is found within the East outfall. Also, it is notable in this case, that numerous best management practices (BMP) implemented during the last several months, appears to have had an effect on the reduction on zinc at the South outfall. The inspection was conducted to determine compliance with the conditions of your NPDES NCS00370 Stormwater Permit and to discuss any actions that have been or could be taken to identify and eliminate potential sources of Zinc related to facility operations. Keep in mind that benchmark exceedances are not limit violations or violations of permit conditions; however, you are obligated to follow the tiered response actions outlined in your permit: At the time of the inspection, your facility was found to be in compliance with the tiered response actions and other conditions of the permit. During the inspection, you are reported to have relayed to Mr. Parnell that you have been unable to determine the source of the higher levels of zinc, found at the South outfall. It was reported that zinc oxide is used in the process of producing your tires, but the addition of zinc oxide into the production process occurs within the drainage area of the East outfall. Zinc oxide is not used in the tires production within the drainage area of the South outfall. No exceedance of zinc is found within the East outfall. Also, it is notable in this case, that numerous best management practices (BMP) implemented during the last several months, appears to have had an effect on the reduction on zinc at the South outfall. Based on the aforementioned items, DENR Land Quality Section is granting regulatory relief in the form of a collapsed Tier 2-Tier 3 response. Upon receipt of this letter, Bridgestone Americas Tire Operation - Wilson may resume the permit specified semi-annual analytical monitoring for the remainder of the current permit term - which ends August 31, 2015. Due to emergency events at our facility, we did not collect Sample 8 during the sampling period. Per the instructions you gave the Bridgestone Wilson Plant during our November 5, 2014 phone conference, we proceeded to collect the sample on November 17, 2014 and are submitting the attached analytical results by way of this letter. The Bridgestone Wilson Plant regrets the delay in collecting samples during the specified timeframe, but confirms there were no unusual circumstances during the March 1 -- August 31, 2014 period that would be expected to have impacted any stormwater quality during that timeframe, other than the fire events described below and for which the Department conducted an onsite review. For instance, during your on -site visit on May 22, 2014, there was confirmation that stormwater BMPs were in place and working properly. As mentioned above, on June 28, 2014 and July 5, 2014 Bridgestone Wilson Plant suffered two fires, for both of which we provided notice to NCDENR. In response, you visited the plant on July 1, 2014 with Mr. Cheng Zhang of NCDENR's Division of Water Resources to review Bridgestone's firewater collection and cleanup activities. No issues were found during that site visit. As you likely noted during your visit, we were extremely busy with fire response activities, which continued for the remainder of July, and unfortunately a human error happened in overlooking the sampling event scheduled for stormwater Sample 8. The permit requires semi-annual quantitative sampling of stormwater at the facility's two outfalls. The outfalls are named by their geographic locations, South and East. The 41h year, 2nd period (Sample 8) stormwater sample was due to be taken between March 1, 2014 and August 31, 2014. Due to emergency events at our facility, we did not collect Sample 8 during the sampling period. Per the instructions you gave the Bridgestone Wilson Plant during our November 5, 2014 phone conference, we proceeded to collect the sample on November 17, 2014 and are submitting the attached analytical results by way of this letter. The Bridgestone Wilson Plant regrets the delay in collecting samples during the specified timeframe, but confirms there were no unusual circumstances during the March 1 — August 31, 2014 period that would be expected to have impacted any stormwater quality during that timeframe, other than the fire events described below and for which the Department conducted an onsite review. For instance, during your on -site visit on May 22, 2014, there was confirmation that stormwater BMPs were in place and working properly. As mentioned above, on June 28, 2014 and July 5, 2014 Bridgestone Wilson Plant suffered two fires, for both of which we provided notice to NCDENR. In response, you visited the plant on July 1, 2014 with Mr. Cheng Zhang of NCDENR's Division of Water Resources to review Bridgestone's firewater collection and cleanup activities. No issues were found during that site visit. As you likely noted during your visit, we were extremely busy with fire response activities, which continued for the remainder of July, and unfortunately a human error happened in overlooking the sampling event scheduled for stormwater Sample 8. The inspection was conducted to determine compliance with the conditions of your NPDES NCS00370 Stormwater Permit and to discuss any actions that have been or could be taken to identify and eliminate potential sources of Zinc related to facility operations. Keep in mind that benchmark exceedances are not limit violations or violations of permit conditions; however, you are obligated to follow the tiered response actions outlined in your permit. At the time of the inspection, your facility was found to be in compliance with the tiered response actions and other conditions of the permit. During the inspection, you are reported to have relayed to Mr. Parnell that you have been unable to determine the source of the higher levels of zinc, found at the South outfall. It was reported that zinc oxide is used in the process of producing your tires, but the addition of zinc oxide into the production process occurs within the drainage area of the East outfall. Zinc oxide is not used in the tires production within the drainage area of the South outfall. No exceedance of zinc is found within the East outfall. Also, it is notable in this case, that numerous best management practices (BMP) implemented during the last several months, appears to have had an effect on the reduction on zinc at the South outfall. The source of the spill was a tote from drain platform at an oil water separator. The tote contained a mixture of oil and water. Cause or Reason for the Upset/Spill/Bypass; A forklift operator was removing a 75% full tote from the drain platform for the oil 1 water separator. The pallet portion of the tote was broken and the tote fell from the forks. The tote fell onto a driveway and graveled area next to a concrete railcar dock wall. Describe the Repairs Made or Actions Taken: Immediate response actions consistent with the facility's SPCC plan and employee training were taken when the tote fell. The forklift operator, a WWTP Upset, Spill, or Bypass 5-Day Reporting Form member of the maintenance team that responds to spills, immediately righted the tote to stop the spill and notified his supervisor by radio. A maintenance crew quickly assembled at the spill and used absorbent socks and pads to contain and absorb the spill and all runoff. No oillwater reached any drains or surface waters. The maintenance crew shoveled the oillwater mixture, as well as used absorbent materials, into drums for proper disposal. Draft NPDES Stormwater Permit Permit No. NCS000370 Bridgestone Americas Tire Operations, LLC Wilson County Enclosed with this letter is a copy of the draft stormwater permit for your facility. Please review the draft very carefully to ensure thorough understanding of the conditions and. requirements it contains. The draft permit contains the following significant chanties from -this facility's current permit: Analytical monitoring changes: 1.' Analytical monitoring parameters, Total Zinc, TSS, and pH, have been maintained in this permit. Add COD and TPH. have been added. 2. -All analytical monitoring remains at semi_annually during a representative storm event as defined in Part 'II Section B. The permittee must also document the total precipitation for each event. If no discharge occurs during the sampling period, the permittee must submit a monitoring report indicating "No Flow" within 30 days of the end of the six-month sampling period. Additionally, samples must be taken a minimum of 60 days apart, as specified in Table 2.- 3. Benchmarks for analytical monitoring have been maintained in this draft permit. Exceedances of benchmark values require the permittee to increase monitoring, increase management actions, increase record keeping, and/or install stormwater Best Management Practices (BMPs) in a tiered program. If the sampling results are above a benchmark value, or outside of the benchmark range, for any parameter at any outfall then the facility shall follow the Tier 1 guidelines which require a facility inspection within two weeks and implementation of a mitigation plan within two months. If during the term of this permit, the -sampling results are above the benchmark values, or outside_ of the benchmark range, for any specific :__parameter at a specific discharge outfall two times in a row (consecutive), then the facility shall follow the %` Tier 2 guidelines which require a repetition of the steps listed for Tier 1 and also immediately institute monthly monitoring for all parameters at every outfall where a sampling result exceeded the benchmark vahxe for two consecutive samples. 4. Yo;r,are required to collect all of the analytical and qualitative monitoring samples during representative storm events as defined in Part Il Section B. Qualitative monitoring is required regardless of representative outfall status. 5. You are responsible for all monitoring until the renewal permit is issued. See Footnote 1 of Tables 1, 4, and 5. 6. Vehicle maintenance monitoring remainsat semi-annuaIIy hi order to coincide with analytical and qualitative monitoring. Monitoring for TPH has replaced Oil & Grease. Per the requirements of the Neuse Riparian Buffer Rule and Tar -Pamlico Riparian Buffer Rule, all stormwater drainage from portions of this site that have been constructed after July 22,1997 must be discharged through a.correctly designed level spreader or another device that meets diffuse flow requirements per 15A NCAC 213.0233.
