Storm Water Pollution Prevention Plan We have updated the Storm Water Pollution Prevention Plan to incorporate the deficiencies you noted in the September 17, 2010 report, including current personnel contact and training information. We have also added Goggle generated maps for the terminal and surrounding area. An Annual Review has been documented. Qualitative Monitoring Forms were printed from the NC DENR website so that Qualitative Monitoring could be documented. Terry Dellinger had completed a Sample Observation Form at the time of pulling the samples. Analytical Monitoring DMR was submitted via e-mail to you and to Brian Lowther today for Year 1, Period 1 of Permit NCS000338, followed with hard copy to the Mail Service Center in Raleigh as instructed in the permit. Once the current DMR was submitted to Brian Lowther today, he responded that the permit had been rescinded and that the letter was mailed last week. Upon receipt of the rescission letter, current contact information for Billy Pirkle was forwarded to Mr. Lowther for State DENR, Division of Water Quality records. A copy of the letter is filed with the SWP3 and Permit Copy. We do appreciate all of your input and assistance with this matter. The time and assistance of Terry Dellinger, Terminal Manager, with this inspection was greatly appreciated. Below is a list of findings and recommendations developed from the inspection: 1. The subject permit was issued March 26, 2010 and became effective April 1, 2010 and will expire March 31, 2015. 2. The facility is a distribution site for dry and liquid fertilizers. There is one pesticide product that is stored and sold in bulk. The pesticide is stored in an Aboveground Storage Tank (AST) under roof, on a concrete pad. Liquid fertilizers are pumped directly from AST's through a manifold system into tanker trucks. Potassium magnesium sulfate (K-Mag) is a dry product and stored in a building. Bagged fertilizers are also stored in buildings on site. 3. Some items noted during the site review: The north side of the facility sits on a ridge and slopes gently toward the southern end of the property. Outfall #1 is located in front of property in a road ditch. Potential source of runoff exists from trucks carrying fertilizers when entering and leaving the property. A gravel covered swell directs stormwater from the liquid fertilizer manifold loading area to a storm drain. The storm drain is piped to a small catch basin, Outfall #2, located behind the emptied anhydrous ammonia tanks. When the catch basin is full, stormwater flows in a ditch parallel to a railroad spur on the property and into another small catch basin. Stormwater from this catch basin flows via buried PVC pipe into a very large catch basin which is connected to another very large catch basin by buried PVC pipe. There was no stormwater in any of the outfalls or catch basins. 4. A copy of the permit was not on site. This makes it very difficult for the terminal manager to follow monitoring schedules and be aware of permit conditions and requirements. Please ensure that a copy of the permit is available at the facility. All elements of the Stormwater Pollution Prevention Plan (SPPP) are not being updated. Qualitative and analytical monitoring for Period 1 did not occur. Monitoring was last completed 06/16/2009. Please note that failure to abide by the conditions and limitations contained in the permit may subject the Permittee to a civil penalty up to $25,000 per day per violation. Liquid fertilizers are pumped directly from AST's through a manifold system into the tanker truck. Potassium magnesium sulfate (K-Mag) is a dry product and stored in a building. Bagged fertilizers are also stored in buildings on site. The north side of the facility sits on top a ridge and slopes gently toward the southern end of the property. Outfall #1 is located at in front of property in the road ditch. Potential source of runoff exists from trucks carrying fertilizers when entering and leaving the property. A gravel covered swell directs stormwater from the liquid fertilizer manifold loading area to a storm drain.'The storm drain is piped to a small catch basin, Outfall #2, located behind the emptied anhydrous ammonia tanks. When the catch basin is full, stormwater flows in a ditch parallel to a railroad spur on the property and into another small catch basin. Stormwater from this catch basin flows via buried PVC pipe into a very large catch basin which is connected to another very large catch basin by buried PVC pipe. There was no stormwater in any of the outfalls or catch basins. A copy of the permit was not on site. All elements of the Stormwater Pollution Prevention Plan (SPPP) are not being updated. Qualitative and analytical monitoring for Period 1 did not occur. Monitoring was last completed 06116/2009. A request to rescind the permit was made to the stormwater permitting unit February 23, 2010. The rescision is based on the fact that the facility does not manufacture or blend fertilizers on site. The Raleigh Regional Office recommends that the permit be rescinded as long as fertilizers are not manufactured or blended on site.
