The concentration of copper in the storm water sample collected from Outfall 001 during this sampling event remains above the applicable benchmark. However, the sampling location (Outfall 001) does not appear to be representative of storm water discharges from the entire facility. Initial indications are that storm water discharging via Outfall 001 has the potential to be commingled with runoff from adjacent farming operations. However, additional investigations to evaluate the elevated copper concentrations in storm water are ongoing. Georgia-Pacific will consult with North Caroline Department of Environmental Quality (NC DEQ) on the investigation results. Georgia-Pacific has implemented a Tier I and Tier II response regarding the copper benchmark exceedances and will continue working to identify the source of the copper in the Facility's stormwater discharge and implement steps to reduce it. We would also be happy to discuss potential measures with the Regional Office, either over the phone on at our facility. Until recently, Georgia-Pacific had contracted with a third party to operate the Facility, and that contractor had responsibility for conducting required storm water sampling and meeting the other Permit requirements. The contractor ceased treating operations by January 2015, at which time Georgia-Pacific terminated its relationship with the contractor. The Facility has remained idled since that time. Since our resumption of control over the Facility, we have identified concerns with previous DMRs indicating that copper may not have been detected in the Facility's stormwater discharge because the detection limit for the laboratory analysis was higher than the copper benchmark level in the Permit. In addition, we have identified a total of four stormwater samples taken since the effective date of the Permit, in which copper was detected at concentrations above the applicable benchmark level, including two consecutive, semi-annual samples taken during 2013. Accordingly, the Facility has initiated monthly stormwater sampling and is submitting written notice of four copper benchmark exceedances to the Department of Environmental Quality's ("DEQ") Raleigh Regional Office. A copy of that notification is enclosed. i. , _• , r , .. .'ii ' .:';c f 'iIi . ,. I i ICI_ e ` _ .:' - `. +'. ..r ell - ! - [ . ' . I ... f. As of the date of this correspondence, Georgia-Pacific has updated the Facility's SWPPP, completed all of the tasks for which we cannot locate records of their completion, and we are implementing a Tier I and Tier 1T response regarding the copper benchmark exceedance reflected on the enclosed DMR. Therefore, we believe the Facility is now in compliance with the Permit. Georgia-Pacific Treated Lumber, LLC will continue working to identify the source of the copper in the Facility's stormwater discharge and implement steps to reduce it. Qualifier Report Information ESC utilizes sample and result qualifiers as set forth by the EPA Contract Laboratory Program and as required by most certifying bodies including NELAC. In addition to the EPA qualifiers adopted by ESC, we have implemented ESC qualifiers to provide more information pertaining to our analytical results. Each quali_fi.er is designated in rile qualifier explanation as either EPA or ESC. Data qualifiers are intended to provide the ESC client with more detailed information concerning the potential bias of reported data. Because of the wide range of constituents and variety of matrices incorporated by most EPA methods,it is common fur some compounds to fall outside of established ranges. These exceptions are evaluated and all. reported data is valid and useable "unless qualified as 'R' (Rejected)." Definitions Accuracy - The relationship of the observed value of a known sample to the true value of a known sample. Represented by percent recovery and relevant to samples such as: control samples, matrix spike recoveries, surrogate recoveries, etc. Yrec.ision - The agreement between a set of samples or between duplicate samples. Relates to how close together the results are and is represented by Relative Percent D.iffer.rence. Surrogate - Organic compounds that are similar in chemical composition, extraction, and chromotography to analytes of interest. The surrogates are used to determine the probable response of the group of analytes that are chem- ically related to the surrogate compound. Surrogates are added to the sample and carried through all stages of preparation and analyses. TIC - Tentatively Identified Compound: Compounds detected in samples that are not target compounds, internal standards, system monitoring compounds, or surrogates. Page 4 of 4 I P u. I I I,:/S'.) The concentration of copper in the storm water sample collected from Outfall 001 during this sampling event remains above the applicable benchmark. However, the sampling location (Outfall 001) does not appear to be representative of storm water discharges from the entire facility. An additional analysis further downstream and closer to the facility's off -site discharge point indicated that the copper concentration in storm water is at or below benchmark. Please note that the results from the downstream sampling location have not been included in this DMR. Each qualifier is designated in the qualifier explanation as either EPA or ESC. Data qualifiers are intended to provide the ESC client with more detailed information concerning the potential bias of reported data. Because of the wide range of constituents and variety of matrices incorporated by most EPA methods,it is common for some compounds to fall outside of established ranges. These exceptions are evaluated and all reported data is valid and useable "unless qualified as 'R' (Rejected)." Definitions Accuracy - The relationship of the observed value of a known sample to the true value of a known sample. Represented by percent recovery and relevant to samples such as: control samples, matrix spike recoveries, surrogate recoveries, etc. Precision - The agreement between a set of samples or between duplicate samples. Relates to how close together the results are and is represented by Relative Percent Differrence.
