Skvarla, III Secretary On September 26, 2014, a site inspection was conducted for the Perdue Farms, Inc. facility located at 416 South Long Drive, Rockingham, Richmond County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review. The time and assistance provided by you and Mr. Bill Moore, Operations Lead, during the inspection is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater Permit-NCS000130. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Falling Creek, a Class WS-III,CA stream in the Yadkin -Pee Dee River Basin. However, based on the location of the facility and the stormwater outfall, the segment of Falling Creek that receives stormwater discharges from your facility is currently classified as a Class C stream. This revision should be reflected in the renewed permit. As a result of the inspection, the facility was found to be in compliance with the conditions of the NCS000130 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. Inspection conducted as part of the permit renewal process. Met with Kendall Casey, Director of Operations, and Bill Moore, Operations Lead. Reviewed facility's analytical and visual monitoring records as well as their Stormwater Pollution Prevention Plan, which contains all permit -required components. Monitoring is conducted quarterly and results showed several exceedances of the benchmark.value for fecal coliform. Facility personnel have taken actions to address the fecal exceedances including routing some of their runoff to the onsite wastewater system and the use of chlorine tablets in the drains closest to the live animal holding areas. Facility has also conducted re -sampling for fecal, which typically shows levels below the benchmark values. Visual monitoring has been conducted and recorded at the outfall as well as the internal drains to isolate potential sources of contamination. After the records review, discussed the Tiered response actions that will be incorporated into the renewed permit. Made observations of site conditions including holding and off-loading areas, chemical storage areas, internal drains and stormwater outfall. Site appeared to be well operated and maintained. NPDES Stormwater Permit-NCS000130 Richmond County Dear Mr. Butler: Dee Freeman Secretary On March 5, 2012, I, Hughie White, from the Fayetteville Regional Office of the Division of Water Quality, conducted a site inspection for the Perdue Farms facility located at 416 S. Long Drive in Rockingham, Richmond County, North Carolina. A copy of the inspection report is attached for your review. Your time and assistance during this inspection was greatly appreciated. Stormwater from the facility drains to Falling Creek, a Class WS411, CA water located in the Yadkin -Pee Dee River Basin. This facility is required to perform analytical and qualitative monitoring on a quarterly basis_ This facility also meets the oil usage threshold for vehicle maintenance monitoring requirements. For the last several monitoring events, the benchmark value for fecal coliform has been exceeded. The facility is currently evaluating BMP's. The stormwater conveyance for this facility flows entirely through the property from a point upstream of the facility. It has been recommended to perform some upstream sampling, when performing stormwater sampling, to do a comparison to see if any upstream/outside sources may be affecting downstream results. Overall, this facility appeared to be in compliance with the NPDES stormwater permit.
