Operations Airgas USA, LLC 109 Hinnant Rd Goldsboro, NC 27530 Dear Mr. Harris: Donald R. van der Vaart Secretary April 7, 2015 Subject: Draft NPDES Stormwater Permit Permit No. NCS000043 Airgas USA, LLC—Goldsboro Regional Plant Wayne County Enclosed with this letter is a copy of the draft stormwater permit for your facility. Please review the draft carefully to ensure thorough understanding of the conditions and requirements it contains. The draft permit contains the following significant changes from the facility's current permit: 1. You are required to collect analytical and qualitative monitoring samples during - "measurable storm events" as defined in Part II, Section B. This term is different from the "representative storm event" in earlier permits. 2. Requirements for the Stormwater Pollution Plan (SPPP) have been updated in Part 11, Section A. 3. Changes have been made to two monitoring parameters, including a change to one benchmark. Stormwater benchmarks are not permit limits, but rather guidelines for implementing the Stormwater Pollution Prevention Plan (SPPP). A benchmark exceedance is not a permit violation; however, the permittee must respond to exceedances as directed in the Tiers. • The Oil & Grease parameter is changed to Non -polar Oil & Grease [EPA Method 1664 (SGT-HEM)]; the benchmark for Non -polar Oil & Grease is 15 mg/L. • Vehicle maintenance monitoring parameters have been revised as follows: Division of Energy, Mineral, and Land Resources Energy Section - Geological Survey Section • Land Quality Section 1612 Mail Service Center, Raleigh, North Carolina 27699-1612.919-707-9200/ FAX: 919-715-8801 512 North Salisbury Street, Raleigh, North Carolina 27604 •. Internet: htt :11 ortal.nodenr,or /web/Ir/ An Equal Opportunity 1 Affirmative Action Employer — 50% Recycled 110% Post Consumer Paper NCS000043 Page 2 of 2 o Non -Polar Oil & Grease [EPA Method 1664 (SGT-HEM)] replaces Oil & Grease/TPH. This requirement appears in all individual stormwater permits; however, it only applies to facilities that perform onsite vehicle maintenance activities. If the facility begins vehicle maintenance during the permit cycle, the requirements shall apply. o pH monitoring is no longer required for discharges only associated with vehicle maintenance activities. 4. As noted in your renewal application, the facility has added a new outfall (Outfall 002) as a result of the construction of a new building. Please provide a copy of analytical monitoring data collected at Outfa11001 and 002 in 2013, 2014, and 2015, to date. Please send this data to my attention at the address listed at the bottom of this letter within 30 days following receipt of this letter. 5. It is our understanding that the facility has a new wet pond associated with the new construction that was completed in 2013. In accordance with the requirements of your permit (Part II, Section A), you must review and update your Stormwater Pollution Prevention Plan on an annual basis. This includes creating a written record of changes to the physical facility and the rationale for installation of new BMPs. Please review the draft permit and submit the requested data and comments to me no later than 30 days following your receipt of the draft. Comments may be emailed to me at iulie.ventaloroe,,ncdenr.gov or mailed to my attention at NCDENR, Land Quality Section, 1612 Mail Service Center, Raleigh, NC 27699-1612. Implementing procedures for responding to spills of significant materials; and 6. Annual spill response employee training. Existing structural and non-structural control measures at Airgas to reduce pollutants in storm water discharges Include: 1. Secondary containment of acetone; 2. Secondary containment of heating oil; 3. Storage of paint in an enclosed structure; 4. Detention pond for erosion and sedimentation control; 5. Covered loading docks; 6. Secondary containment for drum oil storage at compressors; 7. Curbing and secondary containment around lime decant tanks; 8. Inside storage of liquid chemicals; 9. Used oil (aside from outdoor compressor oil); and 10. Gravel covered roadway and storage area The following BMPs were selected to minimize the impacts of the potential pollutants identified and are both technically and economically feasible: N www.anteagroup.com f Stormwater Permit Renewal Airgas USA, LLC Goldsboro, NC Antea Group Project No. E030705122 Q Zanteagroup 1. All outdoor liquid chemical/oil storage shall be inspected monthly for potential or existing leaks or spills. 2. The helium radiators will be inspected for cracks, leaks, spills or any signs of potential antifreeze discharge. 3. The shot blasting machine roof vent will be inspected periodically for particulate break through. The drum storage area at the field service building is covered to eliminate exposure to storm water and with secondary containment. 4. The miscellaneous outdoor equipment is not presently considered a significant pollutant source. Therefore, eliminating storm water exposure is not economically feasible or justified. This area will be inspected for signs of pollutants. 5.0 SIGNIFICANT CHANGES The facility is currently undergoing construction of a new building. Packaged Gas Operations National Welders DBA Airgas National Welders 109 Hinnant Road Goldboro, NC 27530 Dee Freeman Secretary Subject: Draft NPDES Stormwater Permit Permit No. NCS000043 Airgas National Welders — Loxco Division Wayne County Dear Mr, Harris: Enclosed with this letter is a copy of the draft stormwater permit for your facility. Please review the draft very carefully fo ensure thorough understanding of the conditions and requirements it contains. The draft permit contains the following significant changes from this facility's current permit: Analytical monitoring changes: 1. pH and Oil & Grease Monitoring have been added to the analytical monitoring requirements. 2. I've made the permit name and address change information you have requested. The legal owner is listed as "National Welders Dba Airgas National Welders, 109 Hinnant Road, Goldsboro, NC 27530." The permit contact is listed as "Jerrell G. Cook, 5313 Old Dowd Road, Charlotte, NC 28208". Please verify that this is correct. 3. All analytical monitoring has been set to semi-annually during a representative storm event as defined in fart II Section B. The permittee must also document the total precipitation for each'event. If no discharge occurs during the'sampling period, the permittee must submit a monitoring report indicating "No Flow" within 30 days of the end of the six-month sampling period. Additionally, samples must be taken a minimum of 60 days apart, as specified in Table 2. 4. Benchmarks for analytical monitoring have been added to this draft permit. Exceedances of benchmark values require the permittee to increase monitoring, increase management actions, increase record keeping, and/or install stormwater Best Management Practices (BMPs) in a tiered program. If the sampling results are above a benchmark value, or outside of the benchmark range, for any parameter at any outfall then the facility shall follow the Tier 1 guidelines which require a facility inspection within two weeks and implementation of a mitigation plan within two months. If during the term of this permit, the sampling results are above the benchmark values, or outside of the benchmark range, for any specific parameter at a specific discharge outfall two times in a row (consecutive), then the facility shall follow the Tier 2 guidelines which require a repetition of the steps listed for Tier 1 and also immediately institute monthly monitoring for all parameters at every outfall where a sampling result exceeded the benchmark value for two consecutive samples. 5. You are required to collect all of the analytical and qualitative monitoring samples during representative storm events as defined in Part II Section B. Qualitative monitoring is required regardless of representative outfall status. You are responsible for all monitoring until the renewal permit is issued. See Footnote 1 of Tables 1, 4, and 5. 7. The flow reporting requirement has been removed per DWQ revised strategy. (The total rainfall parameter is in this permit, however.) 8. Vehicle maintenance monitoring has been revised to semi-annually in order to coincide with analytical and qualitative monitoring. This requirement appears in all Individual Stormwater permits, however it only applies to facilities that do vehicle maintenance. If the facility begins vehicle maintenance during the permitted timeframe then the requirements shall apply. Other permit changes: 1. Additional guidance is provided about the Site Plan requirements. The site map must now identify if the receiving stream is impaired and if it has a TMDL established. It must also describe potential pollutants in each outfall. The map requirements are stated more explicitly. And, the site plan must contain a list of significant spills that have occurred in the past three years and also must certify that the outfalls have been inspected to ensure that they do not contain non-stormwater discharges. Additional information is provided in Part II Section A. 2. Additional requirements for the Stormwater Management Plan have been specified in Part I1 Section A. More details regarding secondary containment are provided. 3. Additional requirements for the Stormwater Pollution Prevention Plan have been specified in Part II Section A. The plan must also be updated annually to include a list of significant spills and to certify that the outfalls do not contain non-stormwater discharges. 4. The facility must now implement a semi-annual Facility Inspection Program of the site's stormwater management controls as specified in Part II Section A. 5. Information regarding the No Exposure Exclusion has been added to this draft permit. If industrial materials and activities are not exposed to precipitation or runoff as described in 40 CFR §122.26(g), the facility may qualify for a No Exposure Exclusion from NPDES stormwater discharge permit requirements. Additional information is provided in Part I Section A. 6. Per the requirements of the Neuse Riparian Buffer Rule, all stormwater drainage from portions of this site that have been constructed after July 22,1997 must be discharged through a correctly designed level spreader or another device that meets diffuse flow requirements per 15A NCAC 2B .0233. Diffuse flow requirements are described in Chapter 8 of the North Carolina Stormwater BMP Manual, available at: ht!p://h2o.enr.state.nc.us/su/bmR—forms.htm. Please submit any comments to me no later than thirty (30) days following your receipt of the draft. Comments should be sent to the address listed at the bottom of this page. The Plan'shall include, at a minimum, the following items: 1. Site Plan. The site plan shall provide a description of the physical facility and the potential pollutant sources which may be expected to contribute -to contamination of stormwater discharges. The site plan shall contain the following: (a) A general location map (USGS quadrangle map or appropriately drafted equivalent map), showing the facility's location in relation to transportation routes and surface waters, the, name of the receiving water(s) to which the stormwater outfall(s) discharges, or if the discharge is to a municipal separate storm sewer system, the name of the municipality and the ultimate receiving waters, and accurate latitude and longitude of the point(s) of discharge. The general location map (or alternatively the site map) shall identify whether each receiving water is impaired (on the state's 303(d) list of impaired waters) or is located in a watershed for which a TMDL has been established, and what the parameter(s) of concern are. North Carolina's 303(d) List can be found here: http:![h2o.enr.state.nc.us/tmdl/Gcncral 303d.htm#Downloads North Carolina TMDL documents can be found here: httpa/h2o.eFir.state.nc.us/tmdV]rMDL list.htmgFinal TMDLs. (b) A narrative description of storage practices, loading and unloading activities, outdoor process areas, dust or particulate generating,or control processes, and waste disposal practices. A narrative description of the potential pollutants which could be expected to be present in the stormwater discharge from each outfall. (c) A site map drawn to scale (including a distance legend) showing: the site property boundary, the stormwater discharge outfalls, all on -site and adjacent surface waters and wetlands, industrial activity. areas (including storage of materials, disposal areas,'process areas, loading and unloading areas, and haul roads), site topography, all drainage features and structures, drainage areas for each outfall, direction of flow in each drainage area, industrial activities occurring in each drainage area, buildings, existing BMPs, and impervious surfaces. The site map must indicate the percentage.of each drainage area that is impervious. (d) A list of significant spills or leaks of pollutants that have occurred at the facility during the three (3) previous years and any corrective actions taken to mitigate spill impacts. Part 11 Page I of 10 Pen -nit No. NCS000043 (e) Certification that the stormwater outfalls have been evaluated for the presence of non-stormwater discharges. The certification statement will be signed in accordance with the requirements found in Part III, Standard Conditions, Section B, Paragraph 5. The permittee shall re -certify annually that the stormwater outfalls have been evaluated for the presence of non-stormwater discharges. 2. Stormwater Management Plan. Thestormwater management plan shall contain a narrative description of -the materials management practices employed which control or minimize the exposure of significant materials to stormwater, including structural and nonstructural measures. The stormwater management plan, at a minimum, shall incorporate the following: (a) Feasibility Study. A review of the technical and economic feasibility of changing the methods of operations and/or storage practices to eliminate or reduce exposure• of materials and processes to stormwater. Wherever practical, the permittee shall prevent exposure of all storage areas, material handling operations, and manufacturing or fueling operations. In areas where elimination of exposure is not practical, the stormwater management plan shall document the feasibility of diverting the stormwater runoff away from areas of potential contamination. (b) Secondary Containment Requirements and Records. Secondarycontainment is required for: bulk storage of liquid.materiais; storage in any amount of Section 313 of Title III of the Superfund Amendments and Reauthorization Act (SARA) water priority chemicals; and storagemany amount of hazardous substances, in order to prevent leaks and spills from contaminating stormwater runoff. A table or summary of'all such tanks and stored materials and their associated secondary containment areas shall be. maintained. If the secondary containment devices are connected directly to stormwater conveyance systems, the connection shall be controlled by manually activated valves or other similar'devices (which shall be secured closed with a locking mechanism), and any stormwater that accumulates in the containment area shall be at a minimum visually observed for color, foam, outfall staining, visible sheens and dry weather flow, prior to release of the accumulated stormwater. Accumulated stormwater shall be released if found to be uncontaminated by the material stored within the containment area. Records documenting the individual making the observation, the description of the accumulated stormwater, and the date and time of the release shall be kept for a period of five years. (c) BMP Summary. A listing of site structural and non-structural Best Management Practices (BMP) shall be provided. The installation and implementation of BMPs shall be based on the assessment of the potential for sources to contribute significant quantities of pollutants to stormwater discharges and data collected through monitoring of stormwater discharges. The BMP Summary shall include a written record of the specific rationale for installation and implementation of the selected site BMPs. The BMP Summary shall be reviewed and updated annually. Part It Page 2 of 10 Permit No. NCS000043 3. Spill Prevention and Response Plan. FYI - APS gave them two weeks to finalize their plan for the ponds. At that time David May will decide what action they are going to take, to issue a violation for not following thru with cleaning up and abandoning the ponds (switching to a closed recycle system for the Acetylene production) or permitting the ponds in some form. It has one double bond, and is the second simplest member of the alkene class of hydrocarbons, and it is also second in natural abundance. At room temperature, propene is a colourless, odourless gas, though when used as a fuel, it is mixed with minute quantities of foul-smelling sulfurous compounds (mercaptans) so that gas leaks can be readily detected. Propene has a higher density and boiling point than ethylene due its greater size. It has a slightly lower boiling point than propane and is thus more volatile. It lacks strongly polar bonds, yet the molecule has a small dipole moment due to its reduced symmetry (its point group is Cs). Propene has the same formula as cyclopropane but a different connectivity of atoms, making these molecules structural isomers. e There is not much stored outside according to Jerrell Cook. Oil and grease has been added due to the trucks, compressors, tanks, and oil and grease on site. 2. pH has been added to the analytical monitoring requirements. 3. All analytical monitoring has been set to semi-annually during a representative storm event as defined in Part 11 Section B. The permittee must also document the total precipitation for each event. If no discharge occurs during the sampling period, the permittee must submit a monitoring report indicating "No Flow" within 30 days of the end of the six-month sampling period. 5. The permittee is required to collect all of the analytical and qualitative monitoring samples during representative storm events as defined in Part 1I Section B. Qualitative monitoring is required regardless of representative outfall status. 6. The permittee is responsible for all monitoring until the renewal permit is issued. - See Footnote 1 of Tables 1, 4, and 5. 7. The flow reporting requirement has been removed per DWQ revised strategy. (The total rainfall parameter is in this permit, however.) S. Vehicle maintenance monitoring has been revised to semi-annually in order to coincide with analytical and qualitative monitoring. Other Proposed Changes to the Previous Permit: I. 2.- Additional requirements for the Stormwater Management Plan have been specified in Part II Section A. More details regarding secondary containment are provided. 3. Additional requirements for the Stormwater Pollution Prevention Plan have been specified in Part 11 Section A. The plan must also be updated annually to, include a list of significant spills and to certify that the outfalls do not contain non-stormwater discharges. 11 4. The facility must now implement a semi-annual Facility Inspection Program of the site's stormwater management controls as specified in Part II Section A. 5. Information regarding the No Exposure Exclusion has been added to this draft permit. If industrial materials and activities are not exposed to precipitation or runoff as described in 40 CFR § 122.26(g), the facility may qualify for a No Exposure Exclusion from NPDES stormwater discharge permit requirements. Calcium carbide is produced industrially in an electric arc furnace loaded with a mixture of lime and coke at approximately 2000 *C. This method has not changed since its invention in 1888: CaO + 3C •-+ CaC2 + CO A. edit Production of acetylene The reaction of calcium carbide with water was discovered by Friedrich Wohler in 1862. CaCZ + 2H20 —► C2H2 + Ca(OH)2 This reaction is the basis of the industrial manufacture of acetylene, and is the major industrial use of calcium carbide. In China, acetylene derived from calcium carbide remains a feedstock for the chemical industry, in particular for the production of polyvinyl chloride, PVC. Locally produced acetylene is more economic than using imported oil.2 Production of calcium carbide in China has been increasing. In 2005 output was 8.94 million tons with Page 8 of 10 •NCS000043 capacity to produce 17 million tons.Ll In the USA, Europe and Japan consumption is generally declining.21 Production levels in the USA in 1990 were 236,000 tons pa.l1 The principal raw materials for acetylene manufacture are calcium carbonate (limestone) and coal. The calcium carbonate is first converted into calcium oxide and the coal into coke, then the two are reacted with each other to form calcium carbide and carbon monoxide: CaO +X—CaCz+CO Calcium carbide (or calcium acetylde) and water are then reacted by any of several methods to produce acetylene and calcium hydroxide. This reaction was discovered by Friedrich Wohler in 1862. CaC2 + 2H2O —> Ca(OH)2 + C2H2 They may be cut, crushed or pulverized and chemically altered. "Burning" (calcination) converts them into the highly caustic material quicklime (calcium oxide, CaO) and, through subsequent addition of water, into the less caustic (but still strongly alkaline) slaked lime or hydrated lime (calcium hydroxide, Ca(OH)2), the process of which is called slaking of lime. I have attached a PDF of the staff report and draft permit and will also send the original by mail to you. This review should be pretty straightforward and easy to review. I have added pH and Oil and Grease to their permit. Outfall is on the west and north side of the facility. Looks like they have two outfalls going to different rivers. Has 2 Lime ponds (acetelyne manufacture by-products) that are going to be closed in the near future with an overflow pit near it. These pits are earthen, no lining and have a berm around them I was told. Only is noted to have 1 outfall but it appears there may be another from the grass off to the SW of the site - this is where the basic water from the lime ponds would flow if there was any. WaRO is requested to please check outfalls. Owner should be Airgas National Welders, Inc. A site visit is recommended to ensure outfalls are described appropriately. If you have any questions or need more time please let me know but it seems pretty straightforward as so much is going to the WWTP. If you can please read, sgn and return this staff report to me within 30 days (February 23, 2009) that would be great. Thanks and hope you have a great holiday!
