Iredell County The Mooresville Regional Office staff have reviewed your request dated April 25, 2012 for a determination that stormwater discharge outfall (SDO) 1 and 3 be granted representative outfall status for stormwater outfalls 2 and 3a. Based on the information and maps provided and site visit performed by Ms. Donna Hood of this Office on 01/09/2013, we are approving this request. In accordance with 40 CFR §122.21(g)(7), you are authorized to sample outfall number 1 as a representative outfall for outfall 2 and sample outfall 3, representative of outfall 3a. This approval is effective with the next sampling event. We also want to remind you that the permit still requires Qualitative Monitoring be performed at all SDOs, regardless of representative status. Please remember that any actions you initiate in response to benchmark exceedences as directed in the tiered response provisions of your permit must address all drainage areas represented by SDOs 1 and 3, where appropriate. If changes in drainage areas,. structures, processes, storage practices, or other, activities occur that significantly alter the basis of this approval, representative outfall status may no longer be valid. Steele submitted for Representative Outfall Status (ROS) on April 25, 2012. The facility requested ROS for Outfalls 3a and 2, to be represented by Outfall 3 and Outfall 1, respectively. A site review confirmed the requested ROS outfalls are representative of the stormwater discharge associated with outfalls 3a and 2. Additionally, there are serious safety concerns with Outfall 2, as it discharges to an active railroad spur line. For the safety of employees, qualitative observation at this outfall should not be taken from the railroad tracks but observed from the concrete lot, behind the fence.
