RE: Corning CEPI – Phase II Stormwater compliance    Project Description  The Corning Concord Facility is located in Cabarrus County, NC near the town of Midland at 14556 US‐601  Midland, NC.  The campus was originally designed and constructed circa 1996 and encompasses  approximately 234 acres with Tax ID of 55435780680000 & 55434413150000.  Prior to construction, this  site was a non‐paved landing strip.   Increased overall plant production has subsequently required additional employees.  To accommodate  the additional workers, Corning plans to follow through with original 1996 design intent and construct a  +/‐ 400 space surface parking lot (a.k.a. Craft Parking Area) with expansion potential to +/‐ 600 spaces.  In  addition, existing parking area near main entrance will be reconfigured to resolve drainage issues as well  as increase circulation/parking efficiency.    During original plant construction, four (4) stormwater facilities were installed – two (2) wet ponds on the  south end and two (2) dry detention basin to the north.  The proposed parking lot area drains to one of  the existing north dry detention basins and has been identified as Basin‐4 (or Northeast Detention  Facility). Unfortunately, per discussions with Corning, it appears as though the original design calculations  have been lost but a 2001 Stormwater Pollution Prevention Plan was located that shows proposed parking  area ‐ see “Original SWPPP from 2001” exhibit. In addition, as of +/‐ 2007, this site falls under Stormwater  Phase II regulations.   Due to the absence of original design calculations, reverse engineering of existing detention facility ‐4 will  be necessary for verification that required stormwater targets have been met.  The following is a detailed  breakdown of stormwater calculation approach.  Stormwater Calculations  Phase II regulations vary depending upon % of Built‐Upon‐Area (BUA) and are divided into two categories:  high and low density.  Low density for this particular site is defined as BUA < 24%.  To facilitate this  calculation, current 2018 impervious areas were compared to 2001 aerial imagery to determine if  additional impervious areas were added after Phase II adoption – see “Impervious exhibit with 2001  aerial”.  Based on this comparison, no significant impervious additions are evident.  Subsequently, BUA  calculations will be based on proposed new impervious for +/‐400 space lot as well as future expansion.     Using allowable deduction of existing BUA from total project area this yields a BUA of 4.2% which classifies  as Low Density – see “C8‐1 Impervious Inventory” exhibit with Phase II calculation summary highlighted.   Per Low Density requirements, one of the primary objectives is to utilize vegetated conveyances.  For  compliance as well as reduced piping costs, the original design intent was to capture parking area runoff  and discharge on the south side into a vegetative swale running parallel with existing access road flowing  north to existing detention facility.  Unfortunately, due to extremely flat conditions (0.7%) and inadequate  pipe cover at drive connection, using vegetative conveyance is not viable.  See “Detention‐4 Drainage  Area” exhibit for additional notes and graphic summary of constraints as well as “Grading overall” exhibit  for proposed storm layout.   For verification that existing facility will effectively mitigate 2 & 10 year peaks, 1995 aerial imagery prior  to plant construction was utilized to determine pre‐development ground cover.  Post‐development  condition, time of concentration calculations as well as soils information and pre‐developed topography  via USGS map are also included with calculations. Calculated sheet flow at most remote point is the same  in both pre and post condition. However, a post‐condition TOC of +15 minutes did not seem appropriate  and has been reduced to 10 minutes for calculation purposes.   The existing detention facility has two outlet structures: a primary 18” RCP culvert and secondary 10’ wide  concrete paved broad‐crested emergency spillway.  Final hydraulic analysis included in the attached  HydroCad report indicates that the existing facility with proposed parking lot and future expansion will  sufficiently mitigate both the 2 and 10 year peak storm events.  Results are as follows:  2 year:  Pre = 45.77 cfs   Post = 38.51 cfs  10 year: Pre = 82.14 cfs  Post = 81.56 cfs  Summary  BUA calculations with removal of existing impervious areas yields a BUA of 4.2% which is considered “Low  Density” development. Existing flat site conditions have precluded the use of vegetative conveyance from  original desired outfall location to existing detention facility.  Reverse engineering of existing detention  facility has verified that existing facility will mitigate both the 2 and 10 year peak storm events without  additional modifications.   In addition to the challenges noted above, Geotechnical report developed by Stewart Engineering  indicates relatively shallow partially weathered rock.  This condition would significantly impact potential  for basin modification if ultimately deemed necessary.        Jay D. Banks, PE  CORNING Four (4) stormwater facilities (two wet ponds and two dry detention) were installed during initial plant construction. Unfortunately, per Corning research, it appears as though the original design calculations for these facilites have been lost over the last two decades. As a result, the following calculations are an attempt to re- create design calculations for the basin (a.k.a Basin-4 or Northeast Detention Basin) that serves proposed parking area.
