HomeMy WebLinkAboutNC0000396_More Information Received_20181102 cir: DUKE 411 Fayetteville St,NC15 ENERGY® Raleigh,NC 27601 919.546.2439 November 2, 2018 RECEIVED/DENPJDWR Mr. Jeff Poupart, Section Chief NOV ® 8 2018 NC DWR Permitting Section 1617 Mail Service Center Water Resources Raleigh,NC 27699-1617 Permitting Section Subject: Hydrostatic testing of new Condensers Asheville Steam Plant—Combined cycle NC0000396 Buncombe County Dear Mr. Poupart: In accordance with G.S. 143-215.1(c), flushing and hydrostatic testing waters are deemed to be permitted, "...provided that no water quality standards are contravened, or expected to be contravened, and it shall not be necessary for the Division to issue separate permits for these activities Duke Energy Progress,LLC(Duke Energy) is in the process of constructing components of the future combined cycle power plant at the subject facility. Duke Energy plans on utilizing municipal potable water to flush/test two 68,000 gallon condensers for the future combined cycle plant at the Asheville Station. The test consists of filling the condensers and holding the water for 24-hours prior to draining. The condensers have been manually swept of any debris. A visual check for oil and grease will be conducted prior to draining the condensers. Duke Energy intends to direct this flow to the station's rim ditch where treatment and NPDES compliance sampling occurs to provide additional assurance that the receiving waters are protected. It is anticipated that the flushing activities will be necessary for a period of approximately seven days. In conclusion,this temporary activity will not significantly change the characteristics of the rim ditch discharge. The discharge of the flushed water will not cause the flow volumes to exceed previous flow volumes used for determining permit limits. This project will not result in the contravention of any water quality standards. This operation will begin in the near future. It is our understanding that this operation is deemed permitted and can begin in accordance with the aforementioned statute.
