Subject: Comment on the Draft Consent Order S 17-010 Permitting Section
Asheville Steam Plant

Dear Mr. Sledge:
Duke Energy Progress, LLC (Duke Energy) has reviewed the proposed terms of the subject
order. Upon review, we noted one inconsistency between the terms of this proposed Order and
that of the recently approved Special Order EMC SOC 18-005 for our Roxboro and Mayo plants.
In the Attachment A, Duke Energy requests that the entry in the column labeled "Interim Action
Levels" for seep ID's 64EO-1, 64E0-2, and 64EO-3 be amended to include the words "in
accordance with the pumping systems design capacity" after the word "basin". Duke Energy
requests that this minor item be adjusted to align with previously approved terms of EMC SOC
WQ S 18-005 related to pumping toe drain outfalls at the Mayo plant.
