The qualifying water pollution control equipment and appurtenances,operating in accordance with the terms and conditions of the referenced NPDES permit, are detailed in the attached North Carolina Department of Environment and Natural Resources,Division of Water Resources Application for Tax Certification and Exemption Form TC-WQ. In accordance with NCGS §105-275(8), form TC-WQ details the facility's water cleaning devices and appurtenances, which are "[Rjeal and personal property that is used...exclusively for ... waste disposal or to abate,reduce or prevent the pollution of...water..." Submission of this application is required as a process step in the State of North Carolina Department of Revenue's pollution control certification process for real and personal property tax exemption of certain assets used in pollution control capacities within the facility. The equipment's primary function is the waste disposal, reduction,or prevention • of water pollution. "When certifying systems or equipment,DENR is not certifying the cost of the equipment or the year of acquisition. Facilities: To qualify for tax certification,the building or section of building being applied for,must be used exclusively for water pollution prevention. A sketch of the building,square footage along with details as to how the building is used for water pollution prevention,is required. Land: To qualify for tax certification,the land must be used exclusively for water pollution prevention. A schematic diagram of the facility detailing the land being applied for is required. The amount of land (acreage)is required and how this land is being used to prevent water pollution. For wastewater treatment and irrigation system list separately the acreage used for actual treatment from the acreage required by the facility's water quality permit for buffers and setbacks. (Name of Applicant Business Entity) Tc.wo Attachment A Dry Bottom Ash Handling System As a result of Coal Ash Management Act and the federal CCR Rule,Allen's bottom ash handling must be converted from a wet sluice operation to a dry ash handling system. This project will construct a closed loop wet sluice to dry bottom ash conversion system. It involves following: • Construction of two remote submerged flight conveyors(RSFCs). • Construction of return piping from RSFCs to the boiler. • Installation of mechanical and electrical equipment to support design of system conversion • Update of DCS control system to allow functional plant operations This project will procure and install RSFCs that will extract the bottom ash transported to the RSFC by way of the bottom ash sluicing system. Multiple RFSCs will be sized and installed in a cross configuration design to allow one RSFC to be taken off line for maintenance.This project will install the piping and control mechanisms to support cross configuration of the system.The bottom ash sluicing system will be modified into a closed loop system.A surge tank,and a maintenance tank will be procured and installed as part of this new closed loop bottom ash system.The return pumps and piping will be procured and installed into the new bottom ash system.This project will replace the existing high pressure service water booster pumps, and will tie into the bottom ash sluicing piping going to the existing ash ponds. Modifications will be made, by this project,to the existing system supplying water to the bottom ash sluicing system.This project will install a processing area to receive extracted dry bottom ash and allow for processing of the dry bottom ash into transporting vehicles.This project will construct all driving areas associated with the loading of the dry bottom ash into transport vehicles.This project will install new AC power equipment and modify the existing plant equipment necessary to support this project. The new lined retention basins will be in compliance with ELG,CAMA and CCR Rules.
