Asheville Steam Electric Generating Plant Water Resources Notification of Temporary Treatment of Interstitial Water Permitting Section Buncombe County Dear Mr.Poupart: Duke Energy Progress, LLC (Duke) will be installing and operating a temporary WestTech Water Treatment Plant (WTP) for addressing potential TSS, pH, and arsenic from interstitial wastewater generated from the dewatering wells in the 1964 Ash Basin (basin) until the re-issuance of the NPDES Permit NC0000396. Duke will commence with the dewatering and pretreatment of interstitial wastewater via an array of 10 deep wells, which will discharge through the WTP. The interstitial wastewater will be extracted from the basin through well points, treated with the WTP and then combine with the existing flows in the open water area. Interstitial dewatering flows are expected to be approximately 250 gpm. The open water area then discharges to the head of the rim ditch where it comingles with the treated wastewater and sluice waters. After treatment in the rim ditch, this water flows through a filter skid system and into the current conveyance system. Any backwash/reject water will enter the system into a sump area and dissipate back into the basin. The following chemicals will be temporarily stored on site while Duke is treating the interstitial wastewater.
