REGAN Secretary TOBY VINSON Interim Director The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on December 12, 2017. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Provide a completed Supplement EZ form for each BMP. This is available on our website at https://deq.nc.gov/about/divisions/energy-mineral-land-resources/energy- mineral-land-permit-guidance/stormwater-bmp-manual . 2. Since not seeking volume matching credit, the application form SWU-101 should be used since Storm -EZ has not been updated to be consistent with the new rules and MDC. https:Hdeq.nc. gov/about/divisions/energy-mineral-land-resources/energy-mineral-land- rules/stormwater-pro . rg am/post-construction 3. Provide pre- and post -development DA maps, on a full size sheet, that delineates the DA to the SCM. This should label the areas in square feet for total area and BUA. 4. Please provide a BUA breakdown of existing BUA, existing BUA to remain, proposed BUA to the added, and total post -construction BUA. 5. The gravel firelanes are counted as BUA unless they are at least 4" of washed #57 stone over a geotextile in accordance with NCGS 143-214.7. 6. The offsite area to the north and west appears to drain into the swale and into the proposed SCM. That offsite area and offsite BUA must be accounted for in the pond design. Offsite area may also be bypassed. Otherwise, some future BUA must be accounted for on that offsite area since it is not controlled by the applicant. [General MDC 1 ] 7. Show the existing contours for the existing parking lot on the east side of the existing bldg. Does this BUA drain to the proposed SCM? 8. The net increase in BUA must be treated; plus any other BUA that cannot be bypassed around the proposed SCM. 9. Show the existing contours and how the proposed contours will tie-in on the northeast side of the pond. 10. Label lot 8A on the plans that is referenced on the deed restrictions form. 11. Revise the pond SCM: a. Revise grading to not show two sets of overlapping contours. b. Revise the vegetated shelf planting plan to not include trees or woody shrubs. Per the MDC trees and woody shrubs are not allowed on the dam embankment. c. The slopes show in the cross-section for the shelf and below PPE are not consistent with that shown on the plan view. d. The low flow orifice is 4" diameter on the riser structure detail, but the calcs show a minimum of 1.4" to meet the 2-5 day drawdown requirement. e. Provide a access and maintenance easement from the pond to the public r/w. [General MDC 8 & 9] f. Note that only 6" of sediment storage is required, but 1' is acceptable as proposed. [MDC 3] 12. Revise the calcs: a. For this project location, the WQV should be based on 1", not post -pre 1 -yr, 24 -hr storm. The calcs use the I", while the storm-ez form uses 1 -yr. b. Revise the stage storage table to have a consistent PPE. The table on pg 1 or 27 in the calcs shows PPE at 438, but the plans show it at 441.5. c. Verify that the WQV of 9,239 cf is still provided after making the changes above in b. d. The stage storage discharge table is not consistent with the other calcs. It shows only 2,904 cf of storage in the pond. Which is correct? e. Provide supporting calcs that the minimum required SA is provided. [MDC 1] f. Provide supporting clacs that the average depth is at least 3', not including the sediment storage. [MDC 2] g. Provide supporting calcs that show the forebay volume is 15 - 20% of the main pond volume. [MDC 5] 13. To receive credit for the grass swale, it must be designed to meet all of the MDC in C-11 of the SCM Manual. Also, provide supporting calcs. to demonstrate these MDC. Pdfs must be uploaded using the form at: https://edoes.deq.nc.gov/Forms/SW ProjectSubmittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to February 5, 2017, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
