(Mid -Atlantic) is pleased to submit the enclosed Notice of Intent (NOI) for the ready mixed concrete facility located at 168 Knobbs Creek Drive in Elizabeth City, North Carolina. As indicated in the attached NOI, the current site layout does not include a designated Stormwater Discharge Outfall location (potential outfall only, at present). However, the approved Grading and Drainage Plan for the proposed construction of a wet detention basin at the site in Q4 2017 has been designed to meet the requirements of State Stormwater Permit No. SW7000209 The construction of this wet detention basin will then result in the formation of a permanent Stormwater Discharge Outfall location (Outfall No 1), as identified in the enclosed NOI and requested for coverage under NCG140000. As shown on the attached Grading and Drainage Plan, runoff and process wastewater from the eastern portion of the site are directed into the sedimentation basins and ultimately recycled back into the batch plant operations.
