Would the afternoon of August 26th be okay with everyone, say starting at 1:00 p.m.? Assuming there is an available conference room there, would you all be agreeable to meet at the DWM Bldg at 401 Oberlin Road (across the street from the Cameron Village Shopping Center)? Looks like Aug 26 or Aug 30 would be preferable, with Aug 18 a possibility. DWQ staff would include Jeff Poupart (Point Source Branch), Sergei Chernikov and myself (NPDES), Connie Brower and Sandra Moore (Standards), and Belinda Henson (Fayetteville Regional office). Belinda would prefer to be voiced in. Let me Know if this works out. It has been a long time since we have talked. I see you are the supervisor of the NPDES Permitting Unit, so congratulations on that new position. The DuPont Company would like to have a meeting with NCDENR to discuss how the company is progressing on its goal to cease manufacturing PFOA at the Fayetteville Works site by 2015, and to discuss the PFOA replacement compound that is being produced at the Fayetteville Works site. The two divisions with the greatest interest in these topics would be DWQ because of (1) the current activity of the NC Science Advisory Board to propose a permanent 2L standard for PFOA, (2) the DuPont - Fayetteville Works' current monitoring requirement for PFOA on our NPDES Permit, and (3) general interest in the toxicology of the replacement compound; and the Division of Waste Management ("DWM") because of (1) the current groundwater monitoring program for PFOA and (2) general interest in the toxicology of the replacement compound. 2 I Therefore, I am attempting to schedule a joint meeting with DuPont, DWQ, and DWM at a mutually convenient date, time, and location in Raleigh. From the DWQ standpoint, I would think personnel from the NPDES unit would be appropriate because of the potential permitting subject matter, and personnel dealing with toxicology (Connie Brower and/or Sandra Moore) would be appropriate because of the 2L rule. Obviously this meeting would be open to anyone in DWQ that would have interest in these topics, such as Coleen Sullins. The dates when the DuPont personnel are available are: August 13 August 18 August 20 August 26 August 27 August 30 Please let me Know which of the above dates (and times) that would be convenient for DWQ, and I will work with DWM to pin down a date, time, and location. Also give me an idea of the number of DWQ personnel to expect to help with the meeting room. Thanks for your assistance. Mike Michael E. DuPont gave an update on the 2010/15 PFOA Stewardship Program, an EPA sponsored program in which companies commit to reduce global facility emissions and product content of PFOA and related chemicals by 95 percent by 2010, and to work toward eliminating emissions and product content by 2015. http://www2.dupont.com/PFOA2/en US/pfoa stewardship.html http://www.epa.gov/opptintr/pfoa/ PFOA is only manufactured at DuPont's Fayetteville Facility but is used at other places in manufacturing. PFOA is used to make fluoropolymer material (resins and dispersions) that are then used to make products such as Teflon cookware. PFOA is a global contaminant found at low levels in the environment and in the blood of the US general population (average blood level of 5ppb). It is persistent in the environment and remains in people a long time. It has been shown to cause adverse health effects in animals and is suspected to cause adverse health effects in people. DuPont is currently testing a new product called GenX, to replace PFOA. DuPont stated that this new processing aid has a favorable toxicological profile and rapid bio -elimination and that DuPont's planned environmental exposure control technologies will reduce the potential for environmental release and exposure. GenX has been reviewed by USEPA through the Premanufacture Notification process and the USEPA TSCA Office granted DuPont approval to commercially manufacture, process, and distribute GenX under conditions set forth in a Consent Order. GenX Characteristics: • Low potential for accumulation in the body (elimination in 12-24 hours compared with months for PFOA); • low acute toxicity in mammalian and aquatic testing; • low repeated dose toxicity in mammalian testing; • it is not mutagenic or genotoxic; • it is not a skin sensitizer GenX technology will enable the production of fluoropolymer resins, and end-use articles made from the resin, that contain extremely low to non-detectable residual processing aid content. Goal is to contain the new processing aid within the manufacturing site and to minimize worker exposures through the use of scrubbers, PPE and point source exhaust trucks. DuPont has begun investing in their production facilities, have started customer conversions and expects to meet the 2015 commitment to phase out PFOA. 2
