Describe receiving stream features and pertinent downstream uses:
Hyco Lake discharges into Hyco River. Hyco River flows into Buggs Lake
in Virginia (Kerr Scott Lake in NC). Both lakes serve as the main water
supply for various cities and towns in NC and VA.
PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS
1. a. Volume of Wastewater to be permitted: There are two Discharge Points: OUTFALL
003 (Heated Water Discharge Canal System), and OUTFALL 006 (Coal Pile Runoff
Treatment System). For Outfall 003 no flow is permitted however, the average flow
from Outfall 003 is 1081 MGD. For Outfall 006 no flow is permitted, however the
average flow is 0.4 MGD. Outfall 003 contains flows from several waste streams,
including once -through cooling water, stormwater runoff, and the effluent from the
ash pond (Outfall number 002), which in turn receives and treats combined flows
from the ash transport system, low volume wastes, the domestic wastewater system
(Outfall 008), the dry fly ash handling system, cooling tower blowdown (Outfall
number 005), storm water runoff, and drainage from the ash landfill. Outfall 008 is
the only flow permitted at 0.015 MGD.

PART IV - EVALUATION AND RECOMMENDATIONS
Mitch Hayes of the Division of Water Office conducted a site visit at CP&L Roxboro
Steam Plant on February 06, 2002 and reviewed the renewal application. There are five
permitted discharge outfalls under the current permit. Outfall 002 is the ash settling pond,
003 is the heated water discharge canal, 005 is the cooling tower water blowdown, 006 is
the coal pile run off discharge, and 008 is the wastewater treatment plant discharge.
Outfalls 003 and 006 discharge directly into Hyco Lake. Outfall 008 is the only permitted
flow at 0.015 MGD. Effluent from Outfall 003 and 004 were clear and free of solids.
Effluent from Outfall 005 contained some solids. Effluent from Outfall 006 was brownish
but clear. Effluent from Outfall 008 could not be seen since it is mixed in another pipe with
effluent from Outfall 005.
The biological monitoring study plan for 2002 was approved 12/07/2001. This discontinues
sampling for total solids and total suspended solids, and will discontinue sampling for
luminum, cadmium, and mercury. Fish consumption advisory was removed which allows
sampling for bluegill and largemouth bass at Transect 2, and white catfish at Transects 2
and 6 to be dropped.
The facility is compliant with permit limitations and monitoring requirements. The
Raleigh Regional Office recommends the renewal of the permit NC0003425 in accordance
with the Roanoke River Basin Policy.
