NC0003425 Roxboro Steam Electric Plant Person County Please find enclosed the DRAFT permit for the subject wastewater treatment plant for your review and comment The draft permit includes the following items: The draft pernut includes the addition of an internal outfall for metal cleaning waste Outfall 009 includes limits for total suspended solids, oil and grease, total iron and total copper according to 40 CFR 423 12 (b)(5) The linnt for total selenium for Outfall 002 was eliminated. The sampling frequency was changed to twice per month. A reasonable potential analysis shows selenium presented no reasonable potential to exceed the water quality standard. In addition, the Division of Environmental Health discontinued the fish consumption advisory for Hyco Lake. Please provide any comments you have regarding the draft permit to this office by October 11, 2002. At this time, the Division is also publishing a notice in the newspapers of general circulation in Person County, inviting public comment on the draft pernut. Effluent sampling point shall be located at the discharge from the cooling tower prior to mixing other waste streams:- Samples treams:Samples taken in compliance with the monitoring requirements listed above shall be taken prior to mixing with other sources o stewater 2 Neither free available chlorine nor total residual chonne may be discharged from any single generating unit for more than two ours per day, unless the Permittee demonstrates to the Division of Water Quality that discharge for more than two hours is required for macroinvertebrate control The 500 ug/I is a daily maximum limitation and is to be measured during the chlorine release period The 200 ug/I limitation is an average during the chlorine release period 3 These limitations and monitoring requirements apply if these substances are added by the Permittee for cooling tower maintenance. Compliance with the limitations for the 126 priority pollutants in 40 CFR Section 423 13(d)(1) may be determined by engineering calculations which demonstrate that the regulated pollutants are not detectable in the final discharge by the analytical methods in 40 CFR Part 136. Discharge of blowdown from the cooling tower is defined as the minimum discharge of recirculation water necessary for the purpose of discharging materials contained in the process, the further build-up of which would cause concentration in amounts exceeding limitations established by best engineering practice. The Permittee is authorized to discharge Maintenance Drain wastewater from the Cooling Tower for Unit 4 directly to the discharge canal. Grab samples of the following parameters are to be collected prior to mixing with other waste streams and the results shall be submitted to DWQ' pH (SU), flow (MGD) and total residual chlorine (mg/1) The Permittee shall notify the Division of Water Quality, Raleigh Regional Office (919/571-4700), prior to draining the cooling tower, except during non -office hour emergencies when notification must be made the next working day Special permit conditions applicable to the subject facility are listed under Part I, Section C of this permit. NPDES PERMIT FACT SHEET Page 2 PROJECT NOTES CP&L- Roxboro NPDES No. NC0003425 Summary ■ This permit was last issued in January1998 and expired on April 30, 2002 The facility subnutted EPA Application Forms 1 and 2C on October 31, 2002 ■ This is a permit renewal for an electric generating facility that uses steam turbine generation (via four coal-fired units with a total net capacity of 2462 MW) Units Nos. 1 and 2 (385 MWe and 670 MWe, respectively) use condensers as cooling devices Units Nos. 3 and 4 (707MWe and 700 MWe, respectively) use cooling towers as cooling devices. ■ The facility has three existing cooling water intake structures (CWISs). The source water for CWISs NOs. 1 and 2 is the Hyco Reservoir. The source water for CWIS no. 4 is the site's cooling canal. ■ The facility discharges to subbasin 030205 in the Hyco Reservoir. Discharges are mostly industrial, with a very small domestic flow (internal Outfall 008) piped to the on-site ash pond. Discharges from the ash pond (internal Outfall 002) and once -through cooling water are sent to the Discharge Canal (outfall 003) The Discharge Canal and Coal Pile Runoff (outfall 006) both discharge to the Hyco Reservoir The receiving waterbody is class WS -V B and is listed as impaired waters in the Draft 2000 303(d) list due to fish advisories for selenium • The Hyco Reservoir is a 17.6 km2 waterbody constructed in 1963 by CP&L to serve as a cooling water source. Permit Development This facility is subject to EPA effluent guideline linuts per 40 CFR 423- Steam Electric Power Generating Point Source Category. Outfall 002 (Ash Pond Treatment System)- Internal discharge to the Discharge Canal ■ The Ash Pond Treatment System receives ash transport water, silo wash water low volume wastes cooling tower blowdown (internal outfall 005), domestic sewage, some of the site's coal pile runoff, ash landfill drainage and a portion of the site's storm water runoff. The current permit includes BPT limits for total suspended solids (TSS) and oil and grease (O&G) per 40 CFR Section 423 12b(4), as well as a Water Quality Based mass limit for Total Selenium. All existing linuts are being retained Outfall 003 (Heated Water Discharge Canal System)- Direct discharge of once -through cooling water, cooling tower discharge, stormwater, and ash pond discharge to Hyco Reservoir ■ The current permit includes BAT limits for Total Residual Chlorine (TRC) and restrictions on duration of chlorine addition per 40 CFR Section 423 13b(1) and (2); pH limits were included per 40 CFR 42312(b)(1). The current permit also includes monitoring only provisions for total phosphorus, total nitrogen, temperature (mixing zone), total arsenic and acute toxicity. There are no water quality limited parameters All limits and monitoring provisions are being retained Internal Outfall 005 (Cooling Tower Blowdown System)- Internal outfall to the ash pond ■ The current permit contains limits for Free Available Chlorine, total chronuum and total zinc per 40 CFR Section 423 13d(1). Restrictions regarding chlorine addition are included per 40 CFR Section 423.13d(2) and conditions pertaining to 126 Priority Pollutants are included per 40 CFR Section 423 13d(3) All linuts and monitoring requirements in the current permit are being retained. There are no water quality limited parameters Outfall 006 (Coal Pile Runoff to Hyco Reservoir) ■ The current permit contains limits for pH and total suspended solids per 40 CFR Section 423.12b(1) and (9), respectively. The current permit also contains monitoring only requirements for acute toxicity All lints and monitoring requirements are being retained. Outfall 008 (Domestic Treatment System) - Internal outfall to ash pond ■ The current permit contains limits for biochemical oxygen demand (BOD), TSS and pH. Monitoring only provisions are included for ammonia -nitrogen. All current limits and monitoring requirements are being retained. Outfall 009 (Metal Cleaning Wastes) - Internal outfall to the ash pond ■ This new outfall contains effluent limits for total suspended solids, oil & grease, total iron and total copper in accordance with 40 CFR 423 12(b)(5) DMR Data June 1999 - March 2002 ■ Effluent Data (002 -Ash Pond) The facility complied with all effluent permit linuts. Flow values ranged from a monthly average of 0 26 to 0 95 MGD Monthly average TSS ranged from 2 5 - 13 1 mg/l and monthly average O&G values ranged from 0 0 to 9.0 mg/1 Daily average values for Total Selenium ranged from 0 26 - 0 75 pounds per day NPDES PERMIT FACT SHEET Page 3 CP&L- Roxboro NPDES No NCO003425 V w Effluent Data (003- Heated Water Discharge Canal Svstem) - The facility complied with all effluent permit limits Monthly average flow values ranged from 801 - 1069 MGD Other monthly average values reported are as follows, total arsenic <0 09 mg/l, temperature <37.48 °C, total nitrogen <0.6 mg/1 and total phosphorus <0 08 mg/I Effluent Data (005- Cooling Tower Blowdown). No data was reported in PCS for total zinc The facility complied with all other permit effluent limits Monthly average reported values for total residual chlorine were <167.0 mg/1 and values for free available chlorine were < 170.0 mg/1. Monthly average flow values were ranged from 0 92 - 7 2 MGD. Instream Data There is no instream monitoring requirement for the current NPDES permit. Total Selenium -Outfall 002 - A reasonable potential analysis was performed for selenium The allowable concentration is 5 9 lb/day The maximum predicted concentration is 3 7 lb/day Since selenium doesn't show reasonable potential and the fish advisory for selenium was removed by the Division of Public Health the limit will be eliminated and monitoring will be changed to 2/month.
