Tlus letter is to document the conversation between Mr. Jim Mead of your staff at the
Division of Water Resources (Division) and Mr Fred Holt of Carolina Power & Light's
(CP&L) Environmental Services Section on October 31, 1997, and to provide the Division with
some additional information
It is our operational practice to release a minimum flow of 10 CFS (cubic feet per
second) from the dam at the Hyco Lake Afterbay at the Roxboro Steam Electric Plant During
extended periods of inadequate rainfall, such as we have experienced lately, the main lake and
the afterbay normal operating levels are reduced. This results in potential stress to the aquatic
population in the afterbay, reduced recreational use of the water bodies, and jeopardizes the
operational integrity of the cooling system at the generation plant Continued release of 10 CFS
at the afterbay exacerbates these undesirable conditions Based on the conversation between
Mr Holt and Mr Mead, we have reduced the flow release at the afterbay dam from 10 CFS to
2 CFS This reduction of the flow release has been the historical method for addressing this
situation We will continue this operational mode until the water bodies have returned to more
normal levels and we will keep the Division appraised of the situation.
Additionally, it is our hope that we may develop an operational procedure with your
staff whereby in the future we will be able to take discretionary measures to address these
types of situations
