FaxB-7O' Per our conversation with you, Mr. Mike Parker and Mr. Richard Bridgeman of your office and Mr. Tom Belnicic and Mr. Daviel Goodrich of the Raleigh offico on July 21, 2003, a descriptiort.of the proposed pilot test to reduce the selenium concentration in the wastewatcr of the Allen Steam Station ash basin follows for your review and approval. Currently stop logs have been added to block the discharge flow from the ash basin tower to Lake Wylie due to the selenium concentration exceeding the 31 gg/L maximum daily limit on July 1.5, 2003. The proposed pilot test protocol to reduce the selenium concentration includes several options- Dump wastewater from the vegetated ash delta, where the selenium concentration is currently less than 3 pg/L, to the ash basin discharge tower (see line! diagram) + Add ferric sulfate at 100 gallons per 5 MGD of effluent upstream of the vegetated ash delta to ezabanee precipitation of srlenium (see attached line diagram aradMSDS sheet), + Possibly utilize tlwe old ash basin. for additional retention time acrd treatment in the vegetated deltas, then pump back to the currently permitted ash basin discharge tower Excavation of ash to form, additional, ash berms and increase the retention time within the ash basin is scheduled to begin July 22, 2003. Also preparations arc underway to pump wastewater frown the vegetated ash delta within the ash basin,, where rhe selenium concentration is currently less than 3 ug/L, to the ash basin discharge tower. The additional proposed treatment optiowts will be utilized as needed upon your approval.
