Nowe11.�1�N SUBJECT: Duke Power Company - Allen Steam Station -Outfall 002 NPDES Permit No. NC0004979 Gaston County The Instream Assessment Unit has reviewed the correspondence from the subject facility concerning the addition of groundwater remediation discharge to the ash basin. Duke Power has indicated that an oil/water separator will be installed for treatment of this contaminated groundwater. Current Division procedure requires that for petroleum contaminated groundwater remediations, the minimum treatment will include an oil/water separator, air stripping or diffused aeration and activated carbon adsorption. If Duke Power installs this treatment there should be no problem with adding this wastestream to the existing facility. A review of the data submitted indicates that with the additional groundwater discharge, the current NPDES permit would have to be modified to include a limit for benzene of 11 ug/l and effluent monitoring for toluene and MTBE. The existing permit for the ashbasin discharge does not include monitoring for any of these constituents. Duke contends that this stream is comparable to the existing streams presently being discharged into the ash basin. The region wants this treated as soon as possible, go Duke has submitted a request for an authorization to construct for the instillation of an oil -water separator to be used as part of a current system. There are some concerns about this waste stream being comparable to the existing NPDES permit. Would you please review the attached information to determine if this waste stream could be covered under the existing NPDES permit for outfall 002 (ash basin discharge) which consists of ash transport water, metal cleaning wastes, coal pile runoff, domestic wastewater and low volume waste. I have attached the information Duke submitted, the staff report for the ATC and a copy of the NPDES permit effluent page for 002. We have been issued a Notice of Violation by the regional office and are required to remediate. In an effort to promptly respond to this situation, we request your concurrence with Mike Parker of the Mooresville Regional Office that the ultimate discharge of the separated groundwater into the ash basin is acceptable. We intend to install a total product recovery system to withdraw free product from the ground as quickly as possible. 'This system will remove a mixture of free.` product (#2. fuel oil) and groundwater it maximum flow -rate of 20: gpm which _. will then be routed- through s- oil -v, a*er sepwato. The .removed oil will be disposed of. with other used oil collected on site. We would like permission to discharge the separated groundwater into the site sump system and into the ash basin as shown on the attachment. We have a similar recovery system iri place at a South Carolina facility, which is removing #2 fuel oil. The following data was obtained from this system and we feel it is indicative of the removal results that would be seen at Plant Allen. The final polish that would be afforded by routing this flow through the ash basin will further reduce concentrations of dissolved constituents found in the groundwater. We do not anticipate the presence of dissolved constituents above detectable levels at the ash basin discharge (002). This proposal has been discussed with Mike Parker and found to be acceptable. Additionally there are other locations where we are removing free product and may need to upgrade those removal systems to remediate the contamination more expeditiously. Therefore, we would like generic approval to install similar oil - water separator systems, with similar flows, where final treatment of the groundwater can be routed through an existing ash basin. Important SOC/JOC or Compliance Schedule Dates: N/A PART III " EVALUATION AND RECOMMENDATIONS Duke Power Company requests approval to construct an oil/water separator to remove free product (No. 2 fuel oil) from a contaminated site at the subject facility. Duke is presently removing contaminated groundwater (without separation) and disposing of the water along with other used oil collected on- site through a waste oil reclamation firm. Duke Power would like to construct an oil/water separator and discharge the effluent into the existing ash basin where it will mix with other waste streams prior to discharge. Page Three In the current NPDES Permit for this facility, outfall 002 (ash basin discharge) consists of the following waste streams: ash transport water, metal cleaning wastes, coal Dile runoff; domestic wastewater and low volume waste. In addition, effluent limitations for oil and grease as well as requirements for toxicity testing are included in the Permit. For this reason, it is suggested that an evaluation of Duke Power's request be performed by t -he TSB and, if their findings indicate the proposed waste stream to be of similar nature and quantity as the current waste streams and it is determined that the proposed waste stream should have minimal impact on effluent quality based on the projected flow rate, it is recommended that the request for an RTC be approved. It should he noted that Duke Power is under a directive from the MRO groundwater section to remediate the underground contamination as quickly as possible. If TSB cannot support this request based on the information provided, it will be necessary for Duke Power to request an NPDES Permit modification to allow the addition of the proposed waste stream. Our review has revealed 'that the biocide Calgon H-212 is not appropriate for use in your application. The proposed biocide .contains the active ingredient tributyltin oxide (TBTO) at stated concentration of 3% of the whole product. Assuming a final effluent concentration of 0.0014 mg/I whole product, the effluent concentration of TBTO would be 0.42 gg/I. This value would exceed the N.C. water quality standard for. trial kyltin, which is 0.008 Rg/I. With the possibility of this discharge occurring for maintenance, this level of TBTO cannot be approved. Therefore, the DEM deems the biocide unacceptable for use. If you select an alternative biocide, approval from this division is required beforethe biocide can be utilized at your facility.. According to the letter, approximately 450 gallons of OSMO-AD-20 will eventually be discharged through the ash settling basin (outfall 002). Considering the volume of the ash basin and the amount of this substance, we would not anticipate any problems. This outfall currently has a chronic toxicity limit of 11% and if the addition causes any problems, it should be detected. In addition, after reviewing the Material Safety Data Sheet, Technical Support recommends approval of its use.
