A letter from the facility questioning the various Permit requirements was sent in June, 1995. This memorandum represents the Instream Assessment Unit response. "The cover letter to the draft NPDES permit indicated that an Acute Toxicity testing requirement was added to outfall 001. This was not reflected in the permit and we request that this not be added in the final permit..." This is our current standard operating practice for discharges classified as major facilities. We leave the final decision of requiring this test and selection of the most appropriate test to the Environmental Science Branch. • 1 1 111- •1.1• u•1 • 1• OZ -7M711'11 1.• OTT 11 "We request... sampling for Manganese, Cadmium, and Sulfates added to the monitoring requirements for outfall 001 be omitted, as no by-products of coal combustion are added to this effluent." Review of instream monitoring data taken below this outfall indicates elevated levels of manganese. The attached map indicates that site number 14 was the appropriate downstream location for this review and the instream data presented by Duke Power for this location, (also attached) are at levels above the standard for instream levels. As this cannot be specifically attributed to pipe 001 without effluent data from this pipe, it is recommended that continuation of this monitoring remain. The sulfate monitoring data attached indicates levels far below the standard, (250 mg/1). Although other species of this chemical can exist in the water column, (i.e. S and SOO the sulfate form is the most common and should be representative of the other species. The IAU concurs with omitting this monitoring requirement. Long term cadmium monitoring information does not exist in either the effluent DMR's or in this instream monitoring information. As metal was found at a very low level, (0.1 µg/1) in the effluent, it is doubtful that it would exceed the allowable limit for this discharge. I can understand their use of this to info to support their position and would do the same if I were them. HOWEVER, The issue for Manganese and Sulfates is not aquatic life but Water SUpply so this does not apply. Its a treatment thang. Cadmium is limited by aquatic life and can be wicked if in the available form. Send me their specifics if you want and I can put a man on it to see if their objections are reasonable. NC0004987 FOR MARSHALL STEAM STATION The cover letter to the draft NPDES permit indicated that an Acute Toxicity testing requirement was added to outfall 001. This was not reflected in the permit and we request that this not be added in the final permit, as comparison of intake and discharge data on Form 2C submitted with the permit application did not indicate a problem with toxics in the effluent. Only once through non -contact cooling water is pumped from the intake and discharged at this outfall. As a general editorial comment about the permit, we suggest that the same terminology for a given function or discharge be used throughout the permit. For example, when referring to the effluent from the ash basin at outfall 002, we suggest you maintain the same name, "ash -settling basin discharge", throughout the permit. 1. SUPPLEMENT TO PERMIT COVER SHEET: In paragraph number 1 we suggest changing "ash pond wastewater" to "ash -settling basin discharge" and that the following be inserted after (003): "from induced draft fan control house". • In paragraph number 2 we suggest that the following be inserted after CA: "waters". Review of intake and discharge data for these respective parameters on Form 2C submitted with the permit application indicates that concentrations of cadmium and sulfates were below State water quality standards and that manganese concentrations (0.48 and 0.47 mg/L, respectively) were above the water quality standard of 250 ug/L for WS Classes. However, this is attributed to the use of hypolimnetic water (water 60 to 70 feet below the full pond level of Lake Norman) for condenser �.�s kA3 to t4u W( cooling from late spring through early fall. For the purpose of implementing this requirement, the largest 10 GC/MS peaks in the purgeable base/neutral extractable, and acid extractable fractions (or fewer than 10, if less than 10 unidentified peaks occur) for chemicals other than those specified on the APAM Requirement Reporting Form A should be identified and approximately quantified as stated in the APAM Reporting Form A instructions. This part (item 2) of the APAM requirement is to be referred to as the 10 significant peaks rule". O) Discharge of any product registered under th Federal secticide, Fungicide, and Rodenticide Act to any wastestream which may ultimately be re ase to lakes streams or other waters of the United States is prohibited unless specifically authorize elsewhe ' this permit. Discharge of chlorine from the use of chlorine gas, sodium hypochlorite, or o er similar chlorination compounds for disinfection in plant potable and service water systems and in sewage treatment is authorized. Use of restricted use pesticides for lake management purposed by applicators licensed by the N. C. Pesticide Board is allowed. P) It has been demonstrated that under certain conditions it is possible to reduce the concentration of metals in boiler cleaning wastes in the range of .92 to 99+ percent by treatment in ash ponds. Because of dilution problems, and the existence of boundary interface layers at the extremities of the plume, it is difficult to prove beyond doubt that the quantity of iron and copper discharged will always be less than one milligram per liter times the flow of metal cleaning wastes when treated in this manner. The application of physical/ chemical methods of treating wastes has also been demonstrated to be effective in the treatment of metal cleaning wastes. However, the effectiveness of ash pond treatment should be considered in relation to the small differences in effluent quality realized between the two methods. It has been demonstrated that the presence of ions of copper, iron, nickel, and zinc in the ash pond waters was not measurably increased during the ash pond equivalency demonstration at the Duke Power Company's Riverbend Steam Station. Therefore, when the following conditions are implemented during metal cleaning procedures, effective treatment for metals can be obtained at this facility: Large ash basin providing potential reaction volumes in the ratio of 100 to 1. 2. Well-defined shallow ash delta near the ash basin influent. 3. Ash pond pH of no less than 6.5 prior to metal cleaning waste addition. 4. Four days retention time in ash pond with effluent flow virtually stopped. 5. Boiler volume less than 86,000 gallons. �Ij i - 6. Chemicals for cleaning to include only one or more of the following: g�ALGriff5 a. Copper removal step -sodium bromate, NaBrO• ammonium carbonate, (N )C , and ammonium hydroxide, N OH. t 3 '1 b. Maximum dilution of wastes before entering ash pond 6 to 1. 8. After treatment of metal deaning wastes, if monitoring of basin effluents as required by the permit reveals discharges outside the limits of the permit, Permittee will re -close the basin discharge, conduct such in basin sampling necessary to determine the cause of nonconformance, will take appropriate corrective actions, and will file a report with EPA including all pertinent data. Q) Beginning on the effective date of this permit and lasting until expiration, there shall be no discharge of plant wastes to the ash pond unless the Permittee provides and maintains at all times a minimum free water volume (between the top of the sediment level and the minimum discharge elevation) equivalent to the sum of the maximum 24-hour plant discharges plus all direct rainfall and all runoff flows to the pond resulting from a 10 -year, 24-hour rainfall event, when using a -runoff coefficient of 1.0. During the term of the permit, the Permittee shAll remove settled material from the ponds or otherwise enlarge the available storage capacities in order to maintain the required minimum volumes at all times. No later than December 31,1990 and annually thereafter, the Permittee shall determine and report to the permit issuing authority: 1) the actual free water volume of the ash pond, 2) physical measurements of the dimensions of the free water volume in sufficient detail to allow validation of the calculated volume, and 3) a certification that the required volume is available with adequate safety factor to include all solids expected to be deposited in the ponds for the following year. Present information indicates a needed volume of 723.7 A -ft in addition to solids which will be deposited in the ash pond. Any changes to plant operations affecting such certification shall be reported to the Director within five days. NOTE: In the event that adequate volume has been certified to exist for the term of the permit, periodic certification is not needed. R) The Permittee shall report all visible discharges of floating materials, such as, an oil sheen to the Director when submitting DMR's. The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *September 1989) or subsequent versions. The package plant is being replaced due to its proximity to Lake Norman (<50 feet) and its collection system limits site expansion. 3. The existing WWT facility has, in years past, experienced overflows from both the collection system and the WWTP as a result of excessive rainfall. Although repairs have been made to the WWTP (and collection system) to minimize the potential for future overflows, its close proximity to surface waters and it location on the Marshall plant site (the treatment plant location restricts a planned steam plant expansion project) made it possible for DPC to justify relocating the WWTP.
