Good afternoon, This email serves to formally notify your office that a stormwater sample collected from Outfall 002 at Joseph T. Ryerson&Son, Inc. (5435 Hovis Rd, Charlotte, NC) on April 28,2026,exceeded the benchmark for copper,with a measured concentration of 0.0138 mg/L.As this represents the fourth consecutive exceedance at this outfall, a Tier Three Response has been initiated in accordance with permit requirements. As in previous exceedance communications, the most likely sources of elevated copper levels are from frequent vehicle traffic exiting from the warehouse and outdoor storage areas.While reducing traffic in this area is not feasible with current operations, the site is committed to implementing corrective measures to prevent recurrence.As a part of the Tier Three Response,we respectfully request the assistance of the Regional Engineer to evaluate the site and recommend appropriate response actions to address copper levels in stormwater discharges. The site will begin developing an Action Plan which include the corrective actions from the Regional Engineer to reduce concentrations of copper in stormwater. Once completed,the Action Plan will be submitted to the Mooresville Regional Office. Details of this Tier Three Response, including the exceedance date and value, inspection date, personnel involved, actions taken, and implementation dates,will be formally documented in the Stormwater Pollution Prevention Plan (SWPPP).
