Hello Amelia:
I did not catch that you are requesting my assistance. I would be happy to help.
Please provide a summary of the findings in your stormwater management inspections and a description
of any corrective actions implemented. Also, please provide a copy of your site map showing drainage
areas and industrial activities.
After reviewing, if necessary, I would be happy to arrange a site meeting.
Regards,
i

Good afternoon,
This email serves to formally notify your office that a stormwater sample collected from Outfall 002 at Joseph T.
Ryerson&Son, Inc. (5435 Hovis Rd, Charlotte, NC) on April 28,2026,exceeded the benchmark for copper, with a
measured concentration of 0.0138 mg/L.As this represents the fourth consecutive exceedance at this outfall, a
Tier Three Response has been initiated in accordance with permit requirements.
As in previous exceedance communications, the most likely sources of elevated copper levels are from frequent
vehicle traffic exiting from the warehouse and outdoor storage areas. While reducing traffic in this area is not
feasible with current operations, the site is committed to implementing corrective measures to prevent
recurrence. As a part of the Tier Three Response,we respectfully request the assistance of the Regional Engineer
to evaluate the site and recommend appropriate response actions to address copper levels in stormwater
discharges.
The site will begin developing an Action Plan which include the corrective actions from the Regional Engineer to
reduce concentrations of copper in stormwater. Once completed, the Action Plan will be submitted to the
Mooresville Regional Office.
Details of this Tier Three Response, including the exceedance date and value, inspection date, personnel involved,
actions taken, and implementation dates, will be formally documented in the Stormwater Pollution Prevention
Plan (SWPPP).
All relevant representatives have been cc'd on this email for correspondence. Please let us know if any additional
information or clarification is needed.
Sincerely,
Amelia Nelson

INTRODUCTION
This Action Plan is required by a facility that has permit coverage under North Carolina's
General Industrial Storm Water Permit NCG030000 that exceeds the benchmark values for any
single parameter four consecutive times. Part E, Section E-7. contains the required details for
an Action Plan. The Plan shall include specific, feasible courses of action to reduce
concentrations of the parameter(s) of concern including, but not limited to, source controls,
operational controls, or physical improvements. The plan must be submitted to the Division's
Regional Office for review and approval.

3.0 DEMONSTRATION FOR CORRECTIVE ACTION PLAN
Based on the pollutant sources, the facility has selected the following demonstration(s) for the
Action Plan:
Demonstration Options Selected Facility Reasoning
Option
Copper exceedances may originate from buildup
from truck traffic, loading/unloading activities,
Industrial Activity BMPs X outdoor storage of metal parts, and build-up in
the detention ponds that discharge to Outfall 002.
The presence of copper in stormwater discharges
SOP/Good Housekeeping X can be reduced with good housekeeping
Procedure Evaluation practices. The cadence and details can be found
in the facility's SOPs.

4.0 POTENTIAL POLLUTANT SOURCES
Parameter Potential Source/Activity Generating Exceedance
Exceeded
• Housekeeping activities may allow residues to be present on the ground and
mobilized during qualifying storm events.
• Copper being generated from the tires and break dust from loading and
unloading activities caused increased copper to be washed to the outfall.
Copper • Metal parts are stored outside in Outfall 002's discharge area which may be
contributing to increased copper levels in stormwater.
• A buildup of silt in front of Outfall 002 may contain residual copper that is
contaminating stormwater runoff.

Parameter Affected Implemented or
Exceeded BMP# Description of Additional BMP(s) Selected Outfall Schedule for
Implementation
When evaluating the metal parts, it was found that
1 copper was not a part of the alloys used in these 002 Implemented
parts. However, metal parts that are stored 5/18/2026
outdoors will remain covered.
2 The facility will implement increased sweeping in 002 Implemented
the area. Facility SOPs will be updated as required. 5/18/2026
Copper Housekeeping practices will continue to improve,
especially in the loading/unloading areas. This will
3 include more frequent inspections and prompt 002 Implemented
cleanup of debris and residues to prevent 5/18/2026
accumulation. Facility SOPs will be updated as
required.
The site will contract with the company that takes
care of the onsite detention ponds to remove 12
4' inches of the top coil and sample, to see if copper 002 TBD
is present.
The site will continue monthly stormwater
monitoring for all parameters at the outfall until Implemented
5' 002 three samples in a row are below the benchmark 5/18/2026
value.
