Marshall Steam Station DEMLR-STORMWATER PROGRAM NPDES Stormwater Permit NCS000548 Industrial Stormwater Permit Renewal Application Dear Ms. Young: Duke Energy Carolinas, LLC requests the subject permit be renewed and reissued. The subject permit expires on March 31, 2026. Section III Part B of this permit requires the permit application for permit renewal to be submitted at least 180 days prior to the expiration date of the permit. Attached is the renewal application package for your review and processing. Stormwater runoff has been redirected from outfall SWO12A in December of 2020 through regrading of the former laydown yard drainage area and abandonment of the single collection box. Duke Energy requests removal of this outfall from the permit. It should also be noted that the MAR-145 Surface Water Diversion Basin will be decommissioned and relocated to the footprint of the ash basin. This aspect was discussed with your office and the Mooresville Regional Office in May 2025. Once completed, our Stormwater Pollution Prevention Plan (SWPPP)will be updated accordingly. Should you have questions or need additional information, please contact Scott LaSala, Marshall Environmental Field Support Professional at (904) 631-8042 or Don Safrit, Water Ops Lead Consultant at (984) 209-0940. Below are descriptions of the existing operations where coal, limestone, coal combustion residuals (CCR)(e.g. bottom ash,fly ash)and gypsum present potential for contamination of stormwater runoff. A description of fuel oil unloading operation is also included. These descriptions demonstrate the current practices in use to prevent exposure of storage areas, material handling operations and fueling operations. 22.1.1 COAL Coal is delivered to the site via rail car and released into an underground hopper at the covered rail car dumper facility. The coal is transported through a covered conveyor to the coal pile where it is stored until ready for use. When ready for use the coal is transported through a covered conveyor system across the general yard area into the powerhouse. The rail car dumper process is enclosed therefore the processing of the coal is not exposed to rainfall. The conveyors across the general yard area surrounding the powerhouse are covered and protected from rainfall to reduce exposure for contamination with runoff. Runoff in the area of the covered conveyors near the powerhouse is captured in the wastewater treatment system conveyance system. The coal pile has a surface area of approximately 40 acres. It is not practical to cover the coal pile from exposure to rainfall. Stormwater from the coal pile storage area enters perimeter ditches that discharge to the holding basin which discharges into the LRB. 22.1.2 LIMESTONE Crushed limestone is delivered to the site via rail car and released into an underground hopper at the covered limestone rail car dumper facility. The limestone is transported through covered conveyors and placed in the limestone stacker area. The limestone is scooped with construction equipment and dumped in a hopper. The limestone is then transported through a covered conveyor system across the site extending from the limestone stacker area south towards the plant entrance, turning east and extending to the bail mill for processing and use in the FGD facility. The rail car dumper process is enclosed;therefore, the processing of the limestone is not exposed to rainfall. The conveyors are provided with a cover to protect the material from exposure to rainfall.Where the conveyors cross over roadways or waterways they are also protected with an encasement to prevent spillage. The limestone stacker area has a surface area of approximately 1.8 acres. tt is not practical to cover the limestone storage pile from exposure to rainfall. Provisions are in place to capture runoff from the limestone stacker area and route it through a settling basin before ultimately sending it to the LRB. 22.1.3 BOTTOM ASH Bottom ash is sluiced(pumped with water)from the powerhouse within sealed piping to the submerged flight conveyor system. The contact water is decanted from the slurry and ultimately flows to either the FGD system or the LRB. Bottom ash is dredged from settling tanks and Page 38 of 53 Duke Energy Marshall Steam Station I Stormwater Poduton Prewr bon Pian Stour»cater Poduton Preverwn Plan-StomTwatef Management Strxegy deposited on a concrete containment for decanting. Bottom ash may be beneficially reused or disposed of in Marshall's active landfill. All processes Involving bottom ash up to the point of disposal are covered and exposure to stormwater is limited. The bottom ash processing area is approximately 35 acres. It is not practical to place a cover over the extents of the bottom ash processing area. Al stormwater captured in the bottom ash processing remains in the LRB dosed-loop system as makeup water or is processed through the FGD. 2.2.1.4 FLYASH Fly ash is a product of the coal generation process and is transported from the powerhouse by sealed piping in a dry form via forced air. The fry ash is stored in covered silos for transport to the ash landfill. Fly ash is loaded from the silos into dump trucks and transported through interior plant roads to the ash landfill. All processes involving fly ash up to the point of hauling are covered and exposure to stormwater contamination is limited. The areas affected by fly ash hauling are too large and linear(haul roads)for covering the area to be feasible. The ash silo and plant haul road drainage areas have provisions in place that route runoff to the LRB system. Provisions are in place to keep these impacted areas to a minimum, such as run-on controls surrounding the ash silo area and haul roads leading up the ash basin dike. 22.1.5 GYPSUM Gypsum is a product of the FGD facility. The gypsum slurry is first passed through a solidsniquid separation facility. The liquid is transported to a water treatment facility and ultimately discharged through the LRB.The solids are directed to a conveyor system for transport to the gypsum stacker area where the gypsum is stored before being loaded into trucks. The product Is hauled offsite for beneficial reuse or hauled to the ash landfill. All processes involving separation of gypsum and wastewater at the FGD are covered and exposure to stormwater contamination is limited. The conveyors are provided with a cover to protect the material from exposure to rainfall during transit to the stacker area. Where the conveyors pass roadways or waterways they are additionally protected with an encasement to prevent spillage. The gypsum slacker area has a surface area of approximately six acres and the ash landfill area is approximately 15 acres. The gypsum stacker area is elevated to prevent run-on from upland areas. Runoff generated at the gypsum stacker flows to a sediment pond and ultimately discharges through the LRB.The ash landfill is within the LRB drainage area. It is not practical to place a cover over the extent of the gypsum stacker area or the ash landfill to limit exposure to rainfall. Provisions are in place to capture runoff and convey it for treatment in the LRB. 22.1.6 FUEL OIL Fuel oil is stored on-site for generation system startup and other purposes. Storage tanks are in place with secondary containment berms and the surrounding area runoff is captured in the LRB system. Fuel unloading occurs in an upland area near the entrance to the plant where fuel oil is unloaded from tanker trucks and sent through sealed piping to the storage tanks. When ready for use the fuel oil is transported through piping into the powerhouse. Page 39 of 53 Duke Energy Marshall Steam Station I S:om vzter PoWton Prevemon Plan frr Stomarer Pollution Prevemw Plan-Stcffmvatef M.anagen-p-M Strategy The concrete area where fuel oil is unloaded from tankers has curbing and drainage collection points routed to the main fuel oil storage tank secondary containment area. The main fuel oil storage tanks are surrounded by a containment berm. The berm is drained to the LRB system by a manually operated siphon. Collected rain water can be drained following inspection of the containment contents. The area surrounding the concrete fuel unloading pad is graded such that run-on Is diverted elsewhere. Installing a cover over the fuel unloading area is not practical based on how this area is operated. Fuel unloading does not occur frequently;therefore, Installing a cover would not provide a reasonable risk reduction. A feasible option to further Improve operation would be to Install a gate valve on the common header drainage pipe from the fuel unloading area. This would allow isolation of spills and facilitate dean up. Duke Energy is actively pursuing strategies to holistically manage the exposure of stormwater to power generation, waste disposal, and facility management operations. These efforts will consider the technical and economic feasibility of changing the methods of operations and/or storage practices. The details from the planning, design, and construction of such improvements shall be incorporated into the SPPP upon completion. 2.2.2 Secondary Containment Requirements and Records(Part II, Section A.2(b)) The station manages numerous oil-based liquids and non-oil based liquids and chemicals which are critical to power generation and transmission, waste handling and treatment, and operation of vehicles and equipment used onsite. Given the quantity of the oil kept onsite at any time, a Spill Prevention, Control, and Countermeasures(SPCC)Plan pursuant to U.S. Environmental Protection Agency(EPA)Oil Pollution Prevention Regulation, 40 CFR Part 112 is maintained onsite. This plan covers secondary containment requirements and record keeping for an oil- based liquids as defined by the regulation.A copy of the SPCC is not included in the SPPP as the document is actively managed at all times for evolving site conditions; however, a current version is maintained in the office of the Site Environmental Coordinator and referenced herein. Secondary containment shall be required for all other non-ail based liquids and chemicals pursuant to this section of the permit to prevent leaks and spills from contaminating stormwater runoff. Secondary containment shall be sized for the contents of the largest tank within the containment structure plus sufficient freeboard to contain the 25-year, 24-hour storm event where exposed to rainfall. If the secondary containment devices are connected to stormwater conveyance systems, the connection shall be controlled by manually activated valves or other similar devices(which shall be secured dosed with a locking mechanism).Accumulated stormwater in secondary containments as a result of rainfall or runoff shall be observed and found to be uncontaminated by any material prior to release however, the station does not have any permanent containments that drain to SDOs. Instead, all containments currently drain to the yard sump systems and ultimately to the LRB. All secondary containments shall be inspected to coincide with the frequency established by the SPCC Site Inspection Log and other Duke Energy policies. Inspections will include observation for leaks, condition of containment, valve drain closure and locking, and presence of excessive debris and sediment. These reports shall be entered into Plantview. Exterior containment basins Page 40 of 53 Duke Energy Marshall Steam Station I Storrmw..er Pollution Preverton Plan 0 Stomrrrater Potiuticn Prevenzon Plan-Stc"mrater Management S=egy V—. with exposure to rainfall are inspected after significant rainfall events. These inspections can be scheduled through e-TRAC to ensure they are performed and documented. A list of all liquids and chemicals and their associated secondary containment areas is provided in Appendix F. Example documentation for periodic inspections for leaks and recordation of accumulated stormwater releases are placed in Appendix G. 2.2.3 BMP Summary(Part 11, Section A.2(c)) A number of best management practices are currently in place at the station. These BMPs were Instituted over a number of years as a result of various regulatory drivers and good housekeeping objectives. While a chosen practice provides some level of pollution prevention as it relates to the management of stormwater discharges under this permit, the historic rationale behind implementing such a practice is comprehensive of a number of contributing factors. To document the ongoing implementation of these practices as part of the SPPP,Table 2 from the Industrial Stomnwater Fact Sheet for Steam Electric Power Generating Facilities (EPA-833-F-06-030)was reviewed and evaluated(provided in Appendix B).A high-level review of the BMPs is provided below along with a rationale for implementing them. The detailed listing of these BMPs for each drainage area is provided in the SDO descriptions in the appendix where Information regarding the industrial activities and significant sources of pollutants are also compiled. The compiled information in the appendix captures an ongoing assessment process for BMP selection and implementation. The Site Environmental Coordinator shall rely on Table 2 from EPA-833-F-06-030 for the improvement, installation and implementation of BMPs to address data collected through monitoring of MOS.The Site Environmental Coordinator may also rely on other sources of information to Implement other appropriate BMPs not listed in Table 2. This list of BMPs shall be reviewed and updated annually as new practices are incorporated in the plan or warranted as a result of exceedances of analytical monitoring benchmarks. 22.3.1 COAL PILE MANAGEMENT Rainfall and upland stormwater may be contaminated as it is exposed to the coal piled not managed property. The coal pile at the station is bermed on all sides limiting the potential for run-on and directing coal pile runoff to the east-or west-coal yard ponds that discharges to the holding basin for treatment and then to the LRB. 22.32 FUGITIVE DUST EMISSIONS The potential for fugitive dust to move offsne or into drainage areas with no stormwater or sump controls drives the need for emission management practices. The station maintains an air permit with NCDEQ that includes the control of fugitive dust emisslons as a programmatic requirement. Fugitive dust emissions originating from a variety of sources are to be maintained to the Best Available Control Technology emission limits for Particulate Matter with Nominal Aerodynamic Diameter of 10 Micrometers or Less(PM,o). Fugitive dust emissions are managed through a variety of practices including negative pressure conditions during raw material unloading, watering of fine particulate materials prior to transport, periodic wetting of haul roads, paving of heavily used gravel surfaces, fire and vehicle wash stations, and wetting of placed landfill material. Contractors may be assigned at any time to perform services that generate Page 41 of 53 Duke Energy rdarsUl Steam Station I S'xmvrater Pollution Prevention Plan `j Stomvrater Poiution Prevention Plan-Stortmvater Management Strategy 3— ` fugitive dust related to hauling or construction. As a result, fugitive dust control is typically a contractual requirement of all contracted work 2.2.3.3 FUEL OIL UNLOADING/CHEMICAL LOADING AND UNLOADING/MISCELLANEOUS LOADINGIUNLOADING The station maintains numerous locations for the loading and unloading of oil and non-oil liquids and chemicals. The potential for spills and leaks to release to storm drains or overland drainage pathways to receiving waters presents a source for an unauthorized discharge and contamination of stormwater discharges. Loading/unloading operations follow typical spill prevention and control practices and adhere to the Department of Transportation's unloadinglloading procedures(49 CFR Part 177, Subpart B). Additional BMPs include training, attendance of a qualified individual during transfer, use of tank level indicators, maintenance of spill kit resources nearby, and the use of transfer containment devices. For number of these transfers, an olWrater separator or yard drainage system with a sump is located down gradient to capture spills and leaks for cleanup and prevent them from being discharged directly to receiving waters. 22.3.4 LIQUID STORAGE TANKS/LARGE BULK FUEL STORAGE/ABOVE GROUND TANKS The station maintains numerous storage tanks for oil and non-oil liquids and chemicals. The potential for spills and leaks to release to storm drains or overland drainage pathways to receiving waters exist and presents a source for an unauthorized discharge and contamination of stormwater discharges. The station relies on a variety of practices to reduce exposure of leak and spills to stormwater discharges. They include the use of valve controlled and secured secondary containment systems, secured perimeters and barriers to prevent accidental damage and vandalism to tanks, level Indicators and gauges to detect leaks, lighting, routine disposal schedules, readily available spill kits and materials, and active SPCC plan development, implementation, and training. For a number of these tanks, a yard drainage system with a sump is located dawn gradient to capture spills and leaks for cleanup and prevent them from being discharged directly to receiving waters. 22.3.5 OIL BEARING EQUIPMENT SVYfTCHYARDS There is one switchyard at the station near the powerhouse and numerous oil bearing equipment(e.g.transformers)located at various places throughout the station to support operations. The potential for spills and leaks to release to storm drains or overland drainage pathways to receiving waters exist and presents a source for an unauthorized discharge and contamination of stormwater discharges. The station relies on the use of secondary containments around transformers and oil/Water separators down gradient of switchyards to intercept significant spills. These containments are inspected regularly and accumulated stormwater is inspected before being discharged. In addition, the switchyard is graded with minimal slope, covered with gravel surfaces and lined with perimeter ditching to reduce the conveyance of spills and provide for areas of collection. 22.3.6 RESIDUE HAULING VEHICLES/ASH LOADING AREAS Fly ash stored in covered silos is loaded into dump trucks and transported to the ash landfill onsite. Gypsum is loaded into dump trucks and transported offsde. Both materials have the potential to spill from trucks or be carried away as dust, thereby contaminating surfaces that Page 42 of 53 Duke Energy Marshall Steam Station I Stomnater Pdluton Prevention Plan Stomw ater Pohmrni Prevention Ran-Sp6 Prevention and Response Prooedures may be later exposed to stormwater runoff. The materials are wetted prior to loading to prevent dust emissions and truck coverings are used for hauling offsite where material may dry in transit. Loading areas are regularly washed down with wash water and drained to a settling basin prior to discharge to the ash basin through the sump system. The discharges from these loading areas are located within the yard drainage system that convey runoff and wash water to the LRB.This keeps loading areas free from dust generation. Truck wheel wash stations are located in loading and unloading areas and used to limit the transport of residue to haul roads. 22.3.7 VEHICLE AND EQUIPMENT MAINTENANCE Vehicles and equipment have the potential to leak or spill significant quantities of fuel, hydraulic fluids, and oils if not property maintained and operated. There is potential for unauthorized discharges as the vehicles and equipment operate near storm drains. Maintenance is performed on a routine basis to keep vehicles and equipment operational thereby reducing the potential for spills and leaks from mechanical failure. To the extent practicable, maintenance is performed offsite at commercial facilities that are subject to local laws and regulations regarding the disposal of used materials. When maintenance must be performed onsite, it is performed under cover and with temporary containment devices used to capture emptying of fluids. Used materials and parts are labeled and property disposed of in original containers or secured packaging.Where spills or leaks do occur, spill kits are readily available for use. 22.3.8 MATERIAL STORAGE AREAS Limestone, coal, fly ash, and gypsum are the bulk materials stored at the station. Exposure of the materials to rainfall and stormwater run-on has the potential to contaminate stormwater runoff. All materials except fly ash are stored outdoors in piles that are bermed to prevent run-on or contained to drain to detention basins and/or sumps and subsequently to the LRB. 22.3.9 FUELING OPERATIONS Fueling is performed in two distinct ways that has the potential to contribute to significant quantities of pollutants. Lighter, all purpose vehicles and equipment such as cars and trucks are fueled from a stationary dispenser while heavier, dedicated equipment, such as earth moving equipment are fueled by mobile dispensers in the areas where they are used. The potential for spills and leaks to release to storm drains or overland drainage pathways to receiving waters presents a source for an unauthorized discharge and contamination of stormwater discharges. For the stationary fueling operations, the dispensary equipment is checked regularly for leaks and functional operation. Spilt kits are located nearby for minor spills and leaks during fueling. Mobile fueling operations are handled in the same way but typically a temporary containment is set up to capture leaks and spills. Mobile fueling operations are mostly performed in areas with yard drainage and sumps or leachate collection systems so ultimately they discharge to the LRB.
