Hello Mr. Goulder:
NCDEQ has received your Tier II notification for copper at Outfall 2. We would be happy to assist by
inspecting the area and making suggestions. With the current weather conditions, we may not be able
to seethe area sufficiently. I recommend that after all the snow and ice melts, give me a phone call and
we will set something up.
Looking at the aerial photo of your site and the location of Outfall 2, it appears to quite of bit of storage
that may drain to that outfall. Since previous results were compliant, is there anything new that has
recently been stored in that area? Is there storage containing copper that could be covered? Are there
dumpsters in that area that could be covered? Typically for metals, we recommend increasing the
frequency of sweeping the area, as brake dust and forklift tires can contain copper.

To Whom It May Concern,
This email serves to formally notify your office that a stormwater sample collected from Outfall 002 at Joseph T.
Ryerson & Son, Inc. (5435 Hovis Rd, Charlotte, NC 28208) on December 19, 2025, exceeded the benchmark for
copper, with a measured concentration of 0.0123 mg/L. As this represents a second exceedance at this outfall, a
Tier Two Response has been activated in accordance with regulatory requirements.
A subsequent site investigation has identified that frequent vehicle traffic exiting our warehouse north drive-
through in our outdoor storage area is a likely contributor to the elevated copper levels. While reducing traffic in
this area is not feasible, we are committed to implementing corrective measures to prevent recurrence.
As part of the Tier Two Response, we respectfully request the assistance of the Regional Engineer to evaluate the
site and recommend appropriate response actions to address copper levels in stormwater discharges.
All details of this Tier Two response, including the exceedance date and value, inspection date, personnel involved,
actions taken, and implementation dates, will be formally documented in our Stormwater Pollution Prevention
Plan (SWPPP).
