Please see the attached minutes of the meeting held on May 19, 2025. Richard Davis, Wastewater Specialist with North Caroline Rural Water Association (NCRWA) investigated and completed a Wastewater Treatment Plant Evaluation Report, dated May 30, 2025, as required under the terms of the SOC. A copy of the report is attached. With regards to the aerators at the W WTP, 1 and 2 are being replaced as one is inoperative and the other is failing. Aerator 7 is being replaced as the motor is broken. Aerator 5 is having some wiring repaired. The Rich Square Sewer Asset Inventory and Assessment project has begun to review and inventory the town's sewer system. A significant amount of inflow and infiltration is coming into the town's collection system. Several manholes have been identified in the ditch on Maggent Lane that have been significantly damaged by mowing equipment. These manholes are major inflow points and belong to Northampton County and were damaged by its mowing equipment. I am in communication with the County on this matter to insure they will make the needed repairs and avoid damage in the future. Engineering Services, PA (919) 662-7272 Minutes of the meeting are as follows: 1. Bill Freed provided an update on the work completed and the status of the remaining work. 2. The bar screen, floating aerators and chemical feed equipment had startups and training last week. The setup of the deragging VFD units will be worked on today. The power cable for aerator #5 will be installed next week. The motor for aerator #7 is in route. 3. The group walked through the site to review the work and to identify additional improvements to the WWTP. 4. At the bar screen, the slide gate on the discharge end needs to be removed and stored. 5. The contractor needs to complete the heat trace and insulation of the bar screen wash water lines. The equipment warranty will begin when this is complete. 6. Jeff was satisfied with the installation and understands the operation and maintenance requirements for the bar screen and compactor equipment. 'A COMMITMENT TO EXCELLENCE" A Minutes of Progress Meeting May 19, 2025 Page 2 7. Aerator # 1 and #2 were not running. It was expected that they had rags that caused them to shut down. Bill will be working the deragging system at the end of the meeting. 8. Bill is communicating with the electrical engineer on the VFD installations in the motor control center and the site changes from the drawings. 9. The existing electrical service pull boxes, on the south side of lagoon, need to covered. Bill will provide a price to replace covers. 10. Aerators #3, 6 and 8 are installed in the lagoon and the startup training was completed last week. Jeff stated that he is satisfied with the installations and understands the operation and maintenance of the equipment. 11. Through conversations with the electrical engineer, Bill will raise the aerator power cable plugs. 12. The concrete outlet structure is serving as the normal outlet and the emergency outlet. The pond water level is operating at approximately 10" higher than normal. 13. The contractor will price cutting in a 60-degree v-notch 12" in the exist concrete wall to operate the pond level at normal pool elevation, with the emergency pool elevation being the top of wall. The grating in the box shall be replaced. 14. The contractor shall provide a price to move the two existing chemical tanks into the existing building, along with the connecting conduit piping and tubing to the chemical pumps. The electrical service for the lights and exhaust fan shall also be evaluated. 15. The chemical tank for hypochlorite was empty. Jeff discussed having the chemical delivered once a week in lieu of every two weeks. 16. Training for the chemical feed pumps was completed last week. Jeff stated that he is satisfied with the installations and understands the operation and maintenance of the equipment. He is currently working on the chemical feed adjustments needed with the changes in plant flow. 17. The junction box in the chemical feed panel needs a cover plate. 18. The blowers at the post aeration tank were operating. 19. Bill will submit a change order for the additional work noted above for the town to review. 20. The Contractor shall be solely responsible for maintaining a safe work environment for his crews and the public. The Contractor shall not allow alcohol, illegal drugs, or other unsafe practices at the work site. 21. The Contractor is totally responsible for the scheduling, directing, and performance of the project. Copies of these minutes will be distributed to all attendees. Subject: SOC 90 Day Evaluation EMC SOC WQ 524-002 NPDES NC0025437 Town of Rich Square Northampton County The Town of Rich Square holds permit NPDES NC0025437 for the operation and maintenance of the town's wastewater treatment system. The town entered a Special Order by Consent (SOC) with the Environmental Management Commission on March 26, 2025, to address noncompliance issues associated with the noncompliance with permit limits. As required by the conditions of the SOC, the Town is submitting a required 90-day treatment unit investigation to provide the Department of Environmenta Quality and the Environmental Management Commission of an evaluation of improvements to the treatment facility. This information was formulated by the Wastewater Training & Technical Assistance division of the North Carolina Rural Water Association, with the assistance of representative Richard Davis, and is based on his visits to the facility, discussions with the staff and review of construction progress information and a review of laboratory data. • Solids Management Plan. Solids removal efforts were completed and measurements of sludge depths in the lagoon made with a total of 148 dry tons of solids removed. It is estimated that this effort resulted in the removal of 10-15% of the lagoon solids. Measurements of the remaining lagoon depths have been made, and priority is being determined for future sludge removal. The town is planning to review sources and methods for future sludge removal and instituting a preliminary program to address solids inventory and removal. • Headworks Improvements: Equipment identified as part of the headworks is nearing completion of installation and start-up and testing. Initial staff training has begun on the equipment currently installed and will follow-up with the implementation of standard operating procedures and related equipment maintenance service programs which will be based on manufacturers guidance. • Floating Aerators: Some aerators have been installed along with associated power cables. Initial start-up testing and training has been completed along with the operations staff involved in developing operations and maintenance procedures. Information obtained from the equipment maintenance documents is being utilized to develop a written planned program ensuring that documents maintenance history specific to each aerator are included to provide for longevity and service life of the aerators. Presently, additional on -site procedures to remove the accumulation of fibers the aerators, a major factor in service life of the aerators is being developed to improve short term reliability and operation of the floating aerators. • Chemical Feed Systems and Chemical Storage. Evaluation of chemical storage tank location is being considered along with plans to move two existing chemical tanks into existing structures to mitigate climate effects. Strategies for developing a more constant chemical purchase agreement are being evaluated to ensure continual chemical availability without degradation to chemical quality. Initial training for the use of the equipment has begun and operations staff are actively involved in adjusting chemical feed rates necessary for adequate treatment and disinfection with flow changes. The town will partner with the NC Rural Water Association for assistance and training in developing procedures to ensure a strategic plan is created to address concerns related to safety, spill containment and adequate chemical storage is attained on a continual basis. Conclusion, this 90-day evaluation has evidenced the positive outcomes of construction planning and operational activities needed to address deficiencies in the wastewater treatment facility. Further completion of the current contract will provide an expected improvement to treatment levels with a high level of confidence in meeting permitted performance.
