PUMPING OPERATION AND-MAINTENANCE-PLAN --

This plan defines responsibilities for operating, inspecting,and maintaining equipment and structures
used for dewatering the Lower Field Mine safely,and that dewatering will not degrade or negatively
impact any wetlands or waters of the state.
Description and Current State of the Lower Field Mine site and Mining Application:
The Lower Field Mine is a proposed 20.69-acre sand mine excavation to be operated by Tripp's Mining,
LLC,applicant, in a 29.34-acre permit area,of which 24.35 acres will be affected, located off Lower Field
Road, in Ayden, NC in Greene County.The permit area is on forested &cut-over,sandy land at 29-ft
elevation, leased by the applicant from Lowerfield Holdings, LLC,782 Lower Field Road,Ayden, NC
28513. The site is located 0.1 miles west of Little Contentnea Creek,which flows southeastward from
there six miles to Neuse River.
Currently Tripp's Mining is applying for a mining permit with the NCDEQ Division of Energy, Mineral and
Land Resources to construct the sand mine and begin operation in August 2025. An NPDES General
Permit application for dewatering is being submitted to NCDEQ and registration for water usage has
been submitted to the Division of Water Resources. A Stormwater Pollution Prevention Plan is under
development and will be implemented upon approval of the discharge permit application.
Sand Mine Dewatering:
It will be necessary to dewater the pond as it is being excavated to allow excavating equipment to enter
the area safely and efficiently remove sand from the pond bottom. This will allow for full permitted
depth of excavation of the pond and proper reclamation of the edges of the pond. It is the intention of
the operator to only dewater the excavation as needed,which will not entail full-time dewatering.
For excavation purposes,dewatering will occur intermittently 12 hrs/day upon need. The operator
plans to excavate approximately 25,000 cubic yards of sand at a time while dewatering and stockpile it
for later usage. Once the stockpiled sand is depleted,the operator will dewater the excavation again
and remove another quantity of sand.
Mine dewatering wastewater will be treated before release to the Waters of the State. Use of a
sedimentation pond separate from the excavated mine is a traditional and effective means to remove
sediment from wastewater generated during mine dewatering operations.

Sedimentation Pond Construction and Overfiow Discharge:
The operator plans to excavate a 0.78-acre sand pit located 40 feet north of the main excavation area as
a sedimentation pond for dewatering the main pond. The sediment pond will have a 2-ft tall berm
constructed around the pond perimeter to help maintain dewatering volume. The pond berm and top
edge will have a minimum of 1.5 feet of freeboard between the water surface and the top of the
sediment pond bank. The sediment pond will be located adjacent to an existing blue-line stream ditch
which flows northward 400 feet to Little Contentnea Creek.
Sediment pond water level will be controlled by a half-pipe flash-board-riser water height control device
installed in the northwest corner of the sediment pond berm.The control structure will allow water to
flow across the flash boards into a 24' long x 1r wide PVC discharge pipe running westward through the
sediment pond berm to an outlet discharging through a 85-foot-long riprap-protected apron to a blue-
line-stream ditch. From there,discharge water will drain 400 feet to Little Contentnea Creek and thence
six miles to Neuse River.
Dewatering Procedure:
The operator will install an 8-inch dewatering pump between the main excavation and sediment pond at
the north end of the excavation. Discharged water from the dewatering pump will enter the sediment
pond at its southwest corner and will overflow through a constructed half-pipe flash board water height
control device discharge point located on the northeast corner of the sediment pond.The discharge
point will release clear water through the water-height control device draining to a blue-line-stream and
Little Contentnea Creek and Neuse River.
Water will be pumped from the excavated pond to the sediment pond by the 8-in gasoline-powered
transfer pump operating at idle speed,approximately 1100 rpm. Estimated maximum flow from the
pump will be 8,000 gallons/hour,operating 12 hours per day,0.096-mgd. It is the intention of Tripp's
Mining to lower the water level in the excavation approximately 20-25 feet below normal ground level
as needed.
Time and distance will allow all sedimentation to occur to acceptable levels before the overflow water
reaches its outfall and then the waters of the State. Water will flow a minimum of 300 feet to reach the
overflow point which will give enough surface area to allow sufficient sedimentation to occur. There will
be a minimum of 1.5 feet of freeboard between the water surface in the sediment pond and the top of
the sediment pond bank. Stormwater drainage will be unable to enter the sediment area and damage
the sediment pond rates,due to the height of a surrounding 2-ft tall sediment pond berm.

Wetlands Protection:
Removing water from the excavation using a sedimentation pond with overflow is a valid dewatering
method for this size excavation. The pond can be dewatered quickly, and water removed from the pond
will be used to uniformly hydrate adjacent wetlands.
Once dewatered,excavation activity will be focused on removing sand from the pond as quickly as
possible to shorten the periods of dewatering. This will allow the groundwater level in the pond to
return to normal as soon as possible to lessen possible impacts to adjacent wetlands,once dewatering
ceases.
Groundwater Control:
Groundwater levels are not expected to be impacted in areas outside of the immediate excavated
dewatering area. Groundwater levels are expected to remain stable despite dewatering of the
excavation. No residences are located within 500 feet of the proposed excavation,the closest being
1500 feet from the excavation edge.
Sedimentation and Erosion Control:
The operator will maintain a minimum 25-ft wide unexcavated buffer on all sides of excavation activity.
Additional minimum 50-ft wide undisturbed setbacks will be maintained around all sides of mine activity
areas.
All erosion and sedimentation will remain inside the permit area.The operator will construct and
maintain a 10-ft wide x 2-ft tall grass-covered sand berm around the perimeter of the current affected
area of the excavation during all phases of operation,inside the unexcavated buffer.Stormwater falling
inside the active mining area will be directed to drain into the excavation by diversion drains.
Maintaining the Dewatering Equipment and Erosion Control Measures:
Inspections and maintenance are required to obtain the intended function of safely dewatering the sand
mine, and to maintain the life of any nearby wetlands or waters of the State. Items to inspect and
maintain during the anticipated 10-year life of the mine dewatering permit are:
• Inspect embankments, berms and appurtenant structures, and repair as needed.
• Monitor overflow ditches for damage or stoppage from beaver activity, repair as needed.
• Repair any damage to vegetated areas or berms with compacted earth fill, reshaping, sodding,
reseeding,and mulching as needed.
• Promptly repair all leaks in delivery facilities 6y replacing valves—fittings,gaskets,and worn or
damaged parts.
• Maintain all screens,filters,valves,timers,and other electrical and mechanical equipment in
good operating condition,following manufacturer's recommendations.

Monitoring the Dewatering Process and Effects of Dewatering:
Analytical and qualitative monitoring of mine dewatering wastewater will be in accordance with the
NCG020000 permit,as follows:
• The Lower Field Mine will discharge dewatering wastewater into a blue-line-stream draining to
Little Contentnea Creek,classified C;Sw,NSW,Contentnea Creek classified C;Sw,NSW,and Neuse
River,classified as C;Sw,NSW.
• Per requirements of the NPDES permit,discharge water will be sampled quarterly and analyzed
for pH,Total Suspended Solids(TSS),turbidity, and salinity. Samples with benchmark
exceedances will require the operator to increase sampling, per NPDES permit, until sample
results are cleared.
• All excavated ponds in the Lower Field Mine excavation area will be inspected daily by the
operator to identify any abnormal conditions.
• All berms and erosion control structures will be inspected for damages monthly and within 24
hours after every storm event greater than 1.5 inches,and all structures will be repaired
immediately.
• Special inspections will be conducted immediately following severe storms,vandalism, and
other significant events.
• Dewatering process will be inspected daily during periods of dewatering the excavation.
• Rain gauge data will be collected by monitoring local rain gauge data monthly and after each
rain event.
Wetlands Monitoring:
Wetlands are located eastward of the proposed mine site. Level 1 wetlands landscape assessment by
US Fish &Wildlife Service indicate one type of wetlands near the parcel in question:
• PF01C—Freshwater Forested/Shrub Wetland
• Level 2 wetlands assessment has not been performed on the site. Discharge ditches will serve
as hydration devices to help maintain normal groundwater levels. Operator will monitor
drainage ditches weekly to always ensure presence of water in the ditch.
Records
Data will be collected as follows:
• Visual monitoring of nearby wetlands and farmland for potential dehydration during mining or

BMP Conditions
• The permittee will utilize best management practices to ensure that dewatering the Lower Field
Mine excavation will not degrade or negatively impact any wetlands or waters of the State.
BMP's will include:

damage monthly and within 24 hours after every storm event greater than 1.5 inches,
and all structures will be repaired immediately.
o A gravel construction entrance will be maintained at intersection of the mine access
roads and SR 1337 Lower Field Road.

This email serves as notification to NCDEQ for one mining permits with dewatering that is being developed. The
NCG02 NOI application requires notification to NCDEQ about the need for a Coastal State Stormwater Permit,and
the need for a Pumping Operation&Maintenance plan. The mining site is:
• Lower Field Mine, Off Lower Field Road,Ayden, NC 28513—Standard new20.69-acre sand mining site, no
impervious surfaces on the premises. I see no need for a State Stormwater Permit unless required. The
excavation will be a minimum of 75 feet from delineated wetlands and will be discharging to a blue-line-
stream draining to Little Contentnea Creek and thence to Neuse River. I will be submitting a POM plan with
the NCG02 NOI application.
The NOI application and mining permit application should be submitted in July 2025.

steep side slopes of this type of berm eliminate the possibility of working on it with farm machinery.

Berm Construction
The berm construction comprises of the scraping back of the topsoil from the area where the berm and
storage basin is to be built. A subsoil material, free of stones, rubble, stumps etc.and with at least 10%
clay should be used to construct the berm.The material for the berm may be obtained from the area
behind or in front of the berm location or moved from a borrow pit located elsewhere on the farm.An
earth mover will be required to move material from a pit located a distance away while a bulldozer
would be used if material is in the berm area.
The berm material is to be placed in layers and compacted as each layer is added. After the berm has a
final shape the sides of the berm should also be compacted.
Emergency Overflow
To provide for larger-than designed peak flows, an overflow system is used, namely:
• "The level-top vegetated berm crest" which provides for very flat berm top so that the water will
overflow along the berm length in a thin layer so as not to create erosion problems.

A temporary permeable barrier erected on small, disturbed areas to capture sediment from sheet flow. It is made of
filter fabric buried at the bottom, stretched and supported by steel posts.
Planning:Silt fence will be installed along the perimeter of a 40ft wide access road when crossing an existing field ditch.
Narrow width of fenced area will allow only shallow pools to form behind fence while promoting deposition of sediment
and preventing sedimentation into adjacent wetlands. Ends of fence will be curled uphill in "J" pattern to prevent end
flow. Stabilized outlets will be provided to protect the fence system and release storm flow that exceeds the design.
Design considerations: Silt fence will be constructed of extra-strength synthetic filter fabric. Height of fence will not
exceed 2 feet above natural ground level and will be constructed from a continuous roll to minimize joints. All joints will
be fastened at a support post with 4 feet minimum of overlap. Extra-strength filter fabric will be fastened to road side of
steel posts(installed 2 feet deep) every 6 feet (every 8 feet if using standard strength filter fabric with wire mesh
backing) and fastened with wire ties. Trench will be excavated along inside of fence approximately 4 inches wide by 8
inches deep, into which 12 inches of fabric will be placed along the bottom and side of the trench. Trench will be
backfilled and compacted.
Maintenance: Inspect sediment fence every week and after each rainfall. Make any required repairs immediately.
Replace any collapsed,damaged,or decomposed fence promptly. Remove all fencing materials and unstable sediment
deposits and bring the area to grade and stabilize it after the contributing drainage area has been properly stabilized.

DESCRIPTION
A structure in a water management system that conveys water, controls the direction or rate of flow, maintains a desired
water surface elevation or measures water. Water height control structure is standard structure used by agricultural and
horticultural farms in North Carolina to raise or lower water height in ditches and ponds per need (NRCS). Water height
control structure to be installed in the northwest berm of the sedimentation pond at the Lower Field Mine. Overflow to be
directed down stabilized ditch to nearby blue-line stream, eventual outflow to Contentnea Creek and Neuse River.

PURPOSE
To convey water from one elevation to a lower elevation within, to, or from a water conveyance system, such as a ditch,
channel, canal, or pipeline designed to operate under open channel conditions Typical structures drops, chutes,
turnouts, surface water inlets, head gates, pump boxes, and stilling basins (NRCS). This water management system will
be used to maintain a maximum water surface elevation in the sedimentation pond at the Lower Field Mine, Ayden, NC.
Sedimentation pond is a part of the dewatering management system of the Lower Field Mine, used to remove settleable
matter and turbidity from mine dewatering wastewater.
CONSTRUCTION
Structure consists of 26' x 3' horizontal galvanized steel culvert running under the sedimentation pond berm. A vertical 6'
half pipe 52" x 30" is attached on the north end of the culvert with stacked flash boards allowing adjustable height of the
water level in the sedimentation pond Water flows over the flash boards and into the discharge pipe and down the rip-rap
stabilized ditch.
Overflow ditch is lined with riprap for 20 feet down its length. Existing slopes adjacent to the culvert are heavily grassed
with natural grass and weeds with no erosion present.
MAINTENANCE
Structures will be checked and necessary maintenance, including removal of debris, shall be performed after major
storms and at least semi-annually

Riprap lined apron located at end of mine dewatering overflow pipe to prevent scour and undermining
in existing ditch,and to absorb the impact of the water flow and reduce the velocity to non-erosive
levels, before flow reaches wetlands.
Riprap Apron Size: Overflow pipe discharges directly into well-defined channel. The apron will extend
across the channel bottom and up the channel banks to the top of the bank. Length of apron will be 20
feet downstream to maintain velocity control of maximum 2.0 feet per second.
Grade: Apron will have zero grade and no overfill at end of apron.
Alignment: Apron will be straight throughout entire length if possible. If curve is necessary to align the
apron with the receiving channel,the curve will be in the upstream section of the riprap.
Materials: Riprap will consist of a well graded mixture of NCDOT Class A(2"to 6")stone or slag.
Thickness: Minimum thickness of riprap will be 1.5 times the maximum stone diameter.

Filter: Operator plans to install a layer of heavy-duty silt fence filter cloth between the riprap and the
underlying soil to prevent soil movement into or through the riprap. Filter cloth will extend to the top of
both channel banks, and edges will overlap 12 inches. Upstream end will be buried 12 inches and
downstream end will be buried if necessary.
Maintenance: inspect riprap outlet structures weekly and after significant rainfall events to see if any
erosion around or below the riprap has taken place,or if stones have become dislodged. Repair all
damage immediately. Maintain all vegetation adjacent to the channel in healthy condition to prevent
scour or erosion during out-of-bank flow. Control weeds and brush growing in the riprap by cutting.

3. Mine maps must be accurate and appropriate scaled drawings aerial photographs or enlargec topographic maps of
the entire mine site.All aspects of the mine site must be clearly labeled on the maps along with their
corresponding(approximate)acreage.Thus.all mine and reclamation maps must denote those activities that

C PROTECTION OF NATURAL RESOURCES
1. Describe in detail the sequence of events for the development and operation of the mine and reference the sequence

2. Describe specific erosion control measures to be installed prior to land disturbing activities and during mining to
prevent offsite sedimentation(include specific plans for sediment and erosion control for mine excavations). waste

provide typical cross-sectionsoonstruction details of each measure.Engineering designs and calculations are required
to justify the adequacy of any proposed measures.
a. Operator will construct 2ft tall x 1 Oft wide (2:1) vegetated berm for erosion
control along the full perimeter of the affected areas.
b. Operator will construct temporary gravel construction entrance at intersection
of pond access road and SR 1337 Lower Field Road.

A 0.78-acre(260h long x 130ft wide)excavated sediment pond will be constructed in the north corner of the
excavation area which will be utilized to dewater the initial 19 71-acre initial excavation. Surface area of water in
pond will be to.78 acres.
An 8-inch dewatering pump will be established between the main excavation and the sediment pond(see map)that
will transfer water from the main excavation to the sediment pond at its southwest corner.
An overflow device will be established at the northeast corner of the sediment pond approximately 300 feet from the
Inlet pipe at the southwest corner. Overflow(clear)water will be directed by pipe and field ditch to a blue line stream
leading to Little Contentnea Creek and the Neuse River. Rip-rap wilt be established at the outflow to prevent erosion.
operator will dewater the excavation down approximately 20 feet below natural ground level into the sediment pond.
Outflow water will be monitored quarterly at the sediment pond outtall for sediment until the end of excavation and
de-watering.

C. Protection of Natural Resources
1. Sequence of Events for Development and Operation:
a. Operator will obtain all required mining permits from NCDEQ.
b. Operator will construct one 24' wide gravel construction entrance joining intersection of
mine access roads and SR 1337 Lower Field Road. Gravel entrances will be 50 feet long.
c. Operator will construct a locking gate located across the access road entrance to the mine
activity area.
d. Operator will remove topsoil down to 2.5 feet below natural ground level, and stockpile
overburden for use in erosion control berms.
e. Operator will construct a 2-ft tall x 10-ft wide (2:1) vegetated berm for erosion control
along the full perimeter of the affected area.
f. Operator will maintain existing foliage visual screen along perimeter of the affected area.
g. Operator will excavate 0.78-acre pond 40 feet north of the main excavation as a
sedimentation pond for dewatering the main excavation. Operator will construct a sand
berm around the sediment pond 2'tall x 8' wide, sown with groundcover to fully contain
dewatering discharge. Operator will install a half-pipe riser overflow at the northwest
corner of sediment pond, connected to a minimum 18-in PVC pipe leading to an existing
blue-line stream ditch draining 300 feet northward to Little Contentnea Creek and thence
to Neuse River.
h. Operator will install dewatering pump between the south end of sediment pond and the
main excavation area. Dewatering pump will be 8-in Godwin Dri-Prime model running at
1200 rpm with 8,000 gallons per hour flow through buried PVC pipe into sediment pond.
Pump will operate intermittently for average 12 hours per day upon need.
i. Operator will begin excavation of the initial main pond (19.71 acres) approximately 40
feet south of sediment pond by digging with excavator and removing sand & topsoil to
maximum depth feasible without dewatering the excavation.
j. Operator will dewater main excavation into sediment pond, discharging overflow water
from sediment pond through PVC discharge pipe into ditch leading to Little Contentnea
Creek and thence to Neuse River. Operator will dewater main excavation down
approximately 20 feet below normal groundwater level.
k. 3:1 cut slopes will be constructed around excavation edge down to normal groundwater
level. As water is removed from excavation, 2:1 cut slopes will be constructed below
normal groundwater level around excavation edge.
I. Pond will be excavated to average 30 feet and maximum 35 feet below natural ground
level while dewatering is maintained. Excavated material (sand) will be stockpiled in
unexcavated portions of proposed excavation area. Sand will be loaded onto trucks and
removed from area via gravel construction entrance to Lower Field Road.
m. When final excavation of pond is complete, dewatering will be discontinued. Pump shut
down and removed, and discharge pipe will be removed. Groundwater will refill the

excavation to normal seasonal high groundwater level.
n. Separation berm between main pond and sediment pond will be removed by
excavation. Ponds will be joined into one 20.69 -acre pond.
o. After all excavation is complete, operator will establish groundcover on 3:1 above-water
slopes of excavation and will construct 8-ft wide 4:1 berm around excavation edge to
prevent erosion of pond slopes, with outside edge of berm graded down to natural
ground level.
p. Former stockpile/berm areas and processing areas outside of excavation will be graded,
leveled, and seeded with groundcover, Areas will be allowed to return to previous non-
erosive field state.
q. Internal roadways and haul roads will be graded, leveled, seeded with groundcover,and
allowed to return to natural field state. A field path will remain around the perimeter of
the excavated pond.
r. Remaining affected areas inside main permit area will be fertilized and returned to natural
field state.
s. Remaining pond will be utilized by landowners for scenic&recreational purposes,and for
wildlife habitat.

used for mine reclamation sites within the eastern half of the state. These recommendations were
formulated several years ago in cooperation with staff from the NC Division of Energy, Mineral,
and Land Resources, NC Forest Service, and NC Wildlife Resources Commission. These
recommendations provide a more beneficial mix for wildlife, do not include any invasive
species, meet the requirements for the NC Mining Act of 1971, and are the seeding
recommendations provided by NC Wildlife Resource Commission staff during the review of

I am writing to you on belutlf of Air. Bobby 1. Tripp, manager of Tripp's Alining, LLC, 4158 Notris
Store Road, Ayden, NC 28513, let you know that Air. Tripp intends to apply to the State of North
Carolina to excavate a 20.69-acre pond, to be known as the Lower Field Aline, on Loyver Field Road,
Ayden, NC 28513, on laud lie leases there from Lowertield Holdings, LLC, 782 Lower Field Road,
Aydeu, NC 28513, ill Greene County. The total permit area will be 29.34 acres with 24.35 acres
affected. The pond will be located on full-growth and cut-over land, 1.5 miles northwest of
Scuftleton. This letter is to uotifE. you that Ahr. Tripp is applying to the NC Department of
Enviromnneutal Quality, Division of Energy, Mineral and Land Resoruces, for a unuung permit to
perform the excavation.
One part of the permit process requires Mr. Tripp to send all adjacent laudowners and the Greene
Cournty AGunager a certified and dated notice of his inteution to excavate the pond. This letter and
notice represent only a required part of the paperwork process for his pernnit with the NC Department
of Environmental Quality- and does not require any action on your part regardung NCDEQ.
Mlr. Tripp seeks to assure you that he will take all measures necessary to prevent physical hazard to
auv rneigh boo ng dwellings, roads or public facilities,and will also provide adequate fencing or notices
to prevent inadvertent public access to the mining permit area. The pond will lie located on private
property off Lower Field Road owned by Lower Field Holdings, and the excavation area nill only be
accessible by a private gated entrance. Please find attached to this letter a reap showing the location
of the proposed permit aril excavation area.
