Division of Water Resources, Water Quality Permitting Section RE: Public hearing for Water Quality Certification Application for EGNC T-015 Reliability Project The purpose of this public notice is outlined below. Public notice and notice of public hearings on June 12 and June 24, 2025 for EGNC T-015 Reliability Project Water Quality Certification; DWR #20250069 Version 1 PUBLIC NOTICE is hereby given that on Jan. 20, 2025, Enbridge Gas North Carolina (EGNC), (915 B Eldridge Parkway, Suite 1100, 9105-D, Houston, TX 77079) applied to the N.C. Division of Water Resources (DWR) for a 401 Water Quality Certification pursuant to Section 401 of the Federal Clean Water Act and Title 15A NCAC 02H .0500. In accordance with the application submitted on Jan. 20, 2025, EGNC is seeking the certification to permanently impact 690 linear feet of jurisdictional streams and 1.39 acres of 404 jurisdictional wetlands; and to temporarily impact 18,095 linear feet of jurisdictional streams, 0.392 acres of jurisdictional open waters, and 13.603 acres of 404 jurisdictional wetlands in order to construct a high-pressure steel natural gas transmission pipeline ranging from 30-inches to 36-inches in diameter through Rockingham, Caswell, and Person counties. The public is hereby notified that DWR will hold two public hearings from 6 p.m. to 9 p.m. The hearings will be held on Thursday, June 12, 2025, in the auditorium at Piedmont Community College Person County Campus, located at 1715 College Drive, Roxboro, N.C., 27574, and Tuesday, June 24, 2025 at Rockingham Community College Advanced Technologies Building Auditorium, 560 County Home Road, Wentworth N.C., 27375. For both hearings, sign-in and speaker registration will begin at 5:30 p.m. DWR is unable to guarantee that there will be enough time to hear comments from all people who register to speak. The purpose of this public hearing is to allow interested individuals to submit verbal and/or written comments regarding the 401 Water Quality Certification application submitted to DWR. The public is also invited to comment in writing on the application. Written comments must be received by DWR no later than 5 p.m. on Friday, July 25, 2025.
